The clerk cannot receive any other types of motions, cannot entertain points of order, and cannot participate in debate. We can now proceed to the election of the chair. Mark Strahl (Chilliwack—Fraser Canyon, CPC) : I would like to nominate Mrs. Smith. The Clerk : It has been moved by Mr. Strahl that Mrs. Smith be elected as chair of the committee. Ms. Anne Minh-Thu Quach (Beauharnois—Salaberry, NDP) : I nominate Libby Davies. The Clerk : It has been moved by Ms. Quach that Ms. Davies be elected first vice-chair of the committee.
