So we are starting a new session of the year. [ English ] Honourable members of the committee, l see a quorum. We can now proceed to the election of the chair. I'm ready to receive motions to that effect. Please note that the candidate for this position must belong to the official opposition. Mr. Warkentin. Mr. Chris Warkentin (Peace River, CPC) : I'd like to nominate Mr. John McKay for chair. The Clerk : Mr. Warkentin has nominated Mr.

McKay. Are there any other nominations? [ Translation ] Is it the pleasure of the committee to adopt this motion? (Motion agreed to) The Clerk: I declare Mr. McKay duly elected as chair of this committee. [ English ] Before the duly elected chair takes the chair, I would like to proceed, with the committee's consent, to the election of the first vice-chair of the committee. [ Translation ] The candidate must be a member of the governing party. Are there any nominations? Yes, Mr. Martin? [ English ] Mr. Pat Martin (Winnipeg Centre, NDP) : I would like to nominate Mr. Warkentin.

(Motion agreed to) [ English ] The Clerk: Mr. Warkentin is the duly elected first vice-chair of this committee. And now for the final position, second vice-chair of the committee, the candidate must belong to the opposition but must be from a party other than the official opposition.
