I must inform the members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor, as you know, participate in debate. [ Translation ] We can now proceed to the election of the chair. Pursuant to Standing Order 106(2), the chair must be a member of the official opposition. [ English ] I'm ready to receive motions for the election of the chair. Mr.
Trottier. Mr. Bernard Trottier (Etobicoke—Lakeshore, CPC) : I'd like to move Mr. Pat Martin as chair of the committee. The Clerk : Thank you, Mr. Trottier. Are there any further motions? [ Translation ] It has been moved by Mr. Trottier that Mr. Pat Martin be elected as chair of the committee. [ English ] (Motion agreed to) The Clerk: Thank you. I declare the motion carried and Mr. Martin duly elected chair of the committee. Since Mr. Martin is elected in absentia, I will ask Mr. Byrne, as vice-chair, to take the chair please. The Vice-Chair (Hon. Gerry Byrne (Humber—St.
Barbe—Baie Verte, Lib.)) : Thank you all very much. I'm pleased to be here. I'm pleased to be present and it's a present to be pleased. I would ask now if we could move to the business of electing a government vice-chair. If the committee wishes to proceed, are there nominations from the floor? The Clerk : Thank you very much, Mr. Byrne. We will go now, pursuant to Standing Order 106(2), to the election of the first vice-chair, and it must be a member from the government party. I am ready now to receive motions for the election of the first vice-chair from the government party. Mr.
Mathieu Ravignat : I move that my honourable colleague Mr. Greg Kerr be considered. The Clerk : Thank you very much. It is moved by Mr. Ravignat that Mr. Kerr be elected as first vice-chair of the committee. (Motion agreed to) The Clerk: I declare the motion carried and Mr. Kerr duly elected as first vice-chair of the committee. Thank you very much. Mr. Trottier. Mr. Bernard Trottier : Mr. Chair, I move that we
schedule a meeting for the planning subcommittee according to our routine proceedings for a future date, not for today. Our routine motions...we have a planning subcommittee comprised of the chair and the two vice-chairs, and then one more member from the government side. At the earliest convenience, could we have a meeting of the planning subcommittee? The Vice-Chair (Hon. Gerry Byrne) : The earliest convenience being a meeting at the call of the chair. Mr. Bernard Trottier : At the call of the chair.... Mr. Mathieu Ravignat : What's the composition of that subcommittee? Mr.
Bernard Trottier : It is the chair, the two vice-chairs, and one more member from the government side. Mr. Mathieu Ravignat : So there is no opposition on that subcommittee? Mr. Bernard Trottier : Other than the chair...the very capable chair. The Vice-Chair (Hon. Gerry Byrne) : Hearing no debate, is there anything further? We will call the motion. Anne-Marie Day (Charlesbourg—Haute-Saint-Charles, NDP) : Mr. Chair, with your permission, I would like to take a minute to address the distinguished members of our assembly. This will be on a very happy note. As you know, the Quebec Winter Carnival will begin next February 7. We will then be welcoming people from everywhere, since this is an international carnival. Thus I feel I can speak about it to our committee. We will be welcoming people from Alberta, and delegations from everywhere will be coming to Quebec.
That is why I am happy to invite you to come and celebrate our winter carnival with us in Quebec City during the weekend of February or February 14. Thank you for your attention.
