THE STANDING SENATE COMMITTEE ON FISHERIES AND OCEANS

MINUTES OF PROCEEDINGS

OTTAWA, Tuesday, May 3, 2022

The Standing Senate Committee on Fisheries and Oceans met this day at 9 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Busson, Cordy, Cormier, Francis, Kutcher, Manning, McPhedran, Quinn, Ravalia and Ringuette (11).

Participating in the meeting : Martine Willox, Legislative Clerk and Elda Donnelly, Administrative Assistant, Committees Directorate; Daniele Lafrance, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study of the federal government's current and evolving policy framework for managing Canada’s fisheries and oceans including maritime safety.

APPEARING:

The Honourable Joyce Catherine Murray, P.C., M.P., Minister of Fisheries, Oceans and Canadian Coast Guard.

WITNESSES:

Timothy Sargent, Deputy Minister.

Canadian Coast Guard:

Mario Pelletier, Commissioner (by videoconference).

Fisheries and Oceans Canada:

Niall O'Dea, Senior Assistant Deputy Minister, Strategic Policy;

Alexandra Dostal, Assistant Deputy Minister, Aquatic Ecosystems (by videoconference);

Arran McPherson, Assistant Deputy Minister, Ecosystems and Ocean Science (by videoconference);

Adam Burns, Acting Assistant Deputy Minister, Fisheries Harbour Management (by videoconference);

Rebecca Reid, Regional Director General, Pacific Region (by videoconference);

Doug Wentzell, Regional Director General, Maritimes Region (by videoconference);

Gorazd Ruseski, Director General, Indigenous Affairs (by videoconference).

The minister made a statement and, together with Timothy Sargent, Mario Pelletier, Arran McPherson and Niall O’Dea, answered questions.

At 9:58 a.m., the committee suspended.

At 10:05 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, April 28, 2022, the committee began its consideration of the subject matter of those elements contained in

Part 7 of Bill S-6,

An Act respecting regulatory modernization.

Adam Burns, Acting Assistant Deputy Minister, Fisheries Harbour Management (by videoconference);

Heather McCready, Director General, Conservation and Protection (by videoconference).

Treasury Board of Canada Secretariat:

Sonia Parmar, Director, Policy and Strategic Planning, Regulatory Policy and Cooperation Directorate (by videoconference).

Adam Burns and Sonia Parmar each made a statement and, together with Heather McCready, answered questions.

At 10:27 a.m., the committee suspended.

At 10:28 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

At 10:51 a.m., the committee adjourned to the call of the chair.
