Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Social Affairs, Science and Technology met this day in room B30, Senate of Canada Building and with videoconference, at 4 p.m. ET, the chair, the Honourable Ratna Omidvar, presiding.

Members of the committee present: The Honourable Senators Bovey, Cordy, Kutcher, McPhedran, Mégie, Omidvar, Petitclerc and Verner, P.C. (8).

Members of the committee present by videoconference: The Honourable Senators Dasko, Lankin, P.C., Patterson and Poirier (4).

Participating in the meeting: Andrea Mugny and Barbara Reynolds, procedural clerks, Sara Gajic, Legislative Clerk and Marc-André Lanthier, Administrative Assistant, Committees Directorate; Laura Blackmore, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 28, 2022, the committee began its examination of the subject matter of those elements contained in

Part 8 of Bill S-6,

An Act respecting regulatory modernization.

WITNESSES (by videoconference):

Immigration, Refugees and Citizenship Canada:

Kathryn Fredericks, Director, International and Intergovernmental Relations;

Anna Lillicrap, Counsel, Legal Services.

Treasury Board of Canada Secretariat:

James van Raalte, Executive Director, Regulatory Policy and Cooperation Directorate.

Canadian Immigration Lawyers Association:

Richard Kurland, Lawyer and Policy Analyst.

As an individual:

Warda Shazadi Meighen, Partner and Immigration lawyer, Landings LLP.

Kathryn Fredericks and James Van Raalte each made a statement, and together with Anna Lillicrap, answered questions.

At 5:42 p.m., the committee suspended.

At 5:43 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.
