Pursuant to the order of the Senate of November 25, 2021, the Standing Senate Committee on Legal and Constitutional Affairs met in camera this day in room C128, Senate of Canada Building, and with videoconference, at 4:16 p.m. ET, the chair, the Honourable Mobina S. B. Jaffer, presiding.
Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Gold, P.C., Harder, P.C. and Pate (8).
Members of the committee present by videoconference: The Honourable Senators Campbell, Dupuis, Jaffer, Wetston and White (5).
Other senators present: The Honourable Senator Miville-Dechêne (1).
Other senators present by videoconference: The Honourable Senator Arnot (1).
Participating in the meeting: Ferda Simpson, Procedural Clerk, Laurie-Anne Spooner, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Wednesday, December 8, 2021, the committee continued its consideration of Bill S-210,
An Act to restrict young persons' online access to sexually explicit material.

Pursuant to the order of the Senate adopted on March 22, 2022, the committee met in camera to hear witnesses and gather specialized or sensitive information in relation to its study of Bill S-210.
It was agreed that senators’ staff be permitted to stay for the in camera portion of the meeting.
It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.
Witness 1 made a statement and answered questions.
At 5:26 p.m., the committee suspended.
At 5:28 p.m., the committee resumed in public.
Pursuant to the order of reference adopted by the Senate on Tuesday, March 1, 2022, the committee continued its consideration of the motion regarding the taxation of the Canadian Pacific Railway in Saskatchewan.
It was agreed that the committee recommend in its report the adoption of Government motion 14, on division.
After debate, it was agreed that the draft report, as amended, be adopted on division and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, with any necessary editorial, grammatical and translation changes required and that the chair table the report in the Senate at the earliest opportunity.
At 6:13 p.m., the committee adjourned to the call of the chair.
