MAB CCG Management Advisory Board / Conseil consultatif de gestion October 15, 2024 Senator Tony Dean, Chair of Standing Senate Committee on National Security, Defence and Veterans Affairs Senate of Canada Ottawa, Ontario K1A 0A4 Dear Senator Dean: Thank you for the invitation to appear before the Standing Senate Committee on National Security, Defence and Veterans Affairs on October 21, 0224, as part of its examination of Bill C-20:

An Act establishing the Public Complaints and Review Commission and amending certain Acts and statutory instruments. I suspect that my contributions on this matter would be very limited. My colleagues on the Management Advisory Board for the RCMP (MAB) and I were not involved or consulted at any point in the development or review of Bill C-20, nor did we track or research this legislation in any capacity. With this letter, I hope to share with you my written contribution, which is to outline the mandate of the MAB as well as our areas of focus and advisory work.

That being said, I would be prepared to appear if the Committee believes that the MAB may have something more to contribute. I would like to start by outlining the Board’s background, composition and mandate. The MAB was established in as an independent advisory body to provide the RCMP Commissioner with recommendations on the management and administration of the RCMP. The MAB is established as a statutory entity under the Royal Canadian Mounted Police Act (RCMP Act), and MAB members are appointed by the Governor in Council upon the recommendation of the Minister of Public Safety Canada.

The MAB membership is comprised of up to thirteen members, who work outside the RCMP in diverse ields, including academics, public and private sector, law, policing, and issues management. As members, we provide impartial advice and valuable perspectives to the RCMP Commissioner based on our expertise, experience, and best judgement. The MAB’s mandate under

Section V of the RCMP Act, is to provide advice on: • the development and implementation of transformation and modernization plans; • the effective and efficient use of resources; • the actions to be taken to reduce corporate risks; 2 • the development and implementation of policies and management controls that support the operation of the RCMP; • the development and implementation of corporate and strategic plans; and • the development and implementation of operating and capital budgets.

In fulfilling its mandate, the Board uses its diverse expertise to provide the RCMP Commissioner with recommendations and through various means, including written correspondence and reports, which are published on the MAB website. The RCMP also publishes its responses to MAB’s written advice as part of their transparency webpage.

Recently, the Board has focussed its work on the following priorities: • Future of the RCMP and Future of Policing • Modernization and Culture Change • Sustainability of Federal Policing • Recruitment and Retention (including Recruitment of Indigenous Peoples) • Leadership Selection and Development • Accountability and Transparency • Procurement and Real Property • Well-Being of Regular Members I hope this overview of the Board’s background, composition, mandate and areas of focus is useful to the Standing Senate Committee on National Security, Defence and Veterans Affairs.

In the event the Committee deems that the MAB would have additional information and perspective to contribute as part of its examination of Bill C-20, I would be prepared to provide this information. Should you require additional information, please don’t hesitate to contact me at angela.campbell@rcmp-grc.gc.ca or via the MAB Secretariat at MABsecretariat- CCGsecretariat@rcmp-grc.gc.ca. Sincerely, Professor Angela Campbell Chairperson, Management Advisory Board for the RCMP
