MINUTES OF PROCEEDINGS

The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:27 p.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Denise Batters, presiding.

Members of the committee present: The Honourable Senators Audette, Batters, Carignan, P.C., Clement, Cotter, Dalphond, Oudar, Pate, Prosper and Simons (10).

Participating in the meeting: Michaela Keenan-Pelletier, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 30, 2024, the committee began its consideration of Bill S-17,

An Act to correct certain anomalies, inconsistencies, out-dated terminology and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes and Regulations of Canada and to repeal certain provisions that have expired, lapsed or otherwise ceased to have effect.

Nathalie Cyr, Acting Deputy Assistant Deputy Minister and Chief Legislative Counsel, Public Law and Legislative Services Sector;

Victoria Netten, Counsel, Public Law and Legislative Services Sector;

Philippe Denault, Senior Counsel, Public Law and Legislative Services Sector;

Josée Filion, Deputy Director and Senior Counsel, Public Law and Legislative Services Sector.

Nathelie Cyr made a statement and, together with Victoria Netten, Philippe Denault and Josée Filion, answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-17.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the

short title, stand postponed.

With leave and pursuant to rule 12-20(4), it was agreed that the committee group clauses in groups of 15.

It was agreed that clauses 2 to 16 carry.

It was agreed that clauses 17 to 31 carry.

It was agreed that clauses 32 to 46 carry.

It was agreed that clauses 47 to 61 carry.

It was agreed that clauses 62 to 76 carry.

It was agreed that clauses 77 to 91 carry.

It was agreed that clauses 92 to 106 carry.

It was agreed that clauses 107 to 121 carry.

It was agreed that clauses 122 to 136 carry.

The deputy chair asked whether clause 137 shall carry.

After debate, clause 137 was negatived.

It was agreed that clauses 138 to 157 carry.

The deputy chair asked whether clause 158 shall carry.

After debate, clause 158 was negatived.

It was agreed that clauses 159 to 165 carry.

It was agreed that clause 1, which contains the

short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, as amended.

It was agreed that the chair report Bill S-17, with amendments to the Senate.

At 5:07 p.m., the committee adjourned to the call of the chair.
