Questions and Response: 1. What is the height of the rail line and benefits of raising it, including technical details? a. Using the government 10.6m elevation, based on the LIDAR elevations we collected earlier in 2023, nearly all of the track would be submerged between mile 77 – 88. The benefit, under this 10.6m scenario, of which we do not know if or how often it would occur, is that the track would be expected to remain operational 100% of the time with limited damage. 2.

Risk Assessment of the area both from an engineering perspective and the impacts of climate change. • To date, our knowledge is this area has been historically relatively low risk, low operational impact, with occasional planned embankment reinforcement (riprap) required. • A higher high water level tide + storm surge + climate change (10.6m) level may submerge the future track for approx. 6 hour duration cycles – during the event.

A damage prediction assessment of an overtopping event has not been developed. • The climate change scenario adds 1.3m (4.2 feet) of sea level rise. • The storm surge was estimated at 1.7m – 2.1m (5.6 feet – 6.9 feet). A 1:100 year storm surge is 1.1m (3.6 feet). 3. Who owns the fibre optic cable that runs along the line and what is CN’s role in protecting it. a. The Fiber belongs to Bell 360, Telecon has the contract to maintain, repair and restore the Fiber. CN has the responsibility to protect and give access to Bell or their contractor for cable maintenance and other equipment related to the fiber circuit.
