WHAT CANADIANS WANT FROM THEIR VIDEO AND MUSICSTREAMING SERVICES October 20, 2022 David Coletto, PhDRichard Jenkins, PhD METHODOLOGY IN BRIEF YouTube Canada commissioned Abacus Data to design and execute anational public opinion survey. The survey explores usage and attitudesamong Canadians with respect to video and music streaming services. Thestudy also gauges how Canadians think about Bill C-11,the Online StreamingAct.The survey was conducted online with 3,000 Canadianadults fromSeptember 28 to October 2, 2022.
SUMMARY OF FINDINGS Our research found that video and music have become ubiquitous andessential in the lives of Canadians. Users are overwhelmingly satisfied withthe services they use. This positive attitude is driven by several factors, including the content, choice, convenience, and value-for-money offered bytoday’s streaming services. Access to Canadian content was rated far lessimportant a factor to the experience. The survey included a
section where respondents were asked to react todifferent scenarios. Each scenario presented a hypothetical change to today’sstreaming experience (e.g. Canadian content prioritized in video queries or incontent recommendations). Many respondents had negative reactions to thechanges. In some cases, their reaction was so strong that users indicatedthey would cancel the service or go as far as using a VPN to get around thechanges. The study also found that most Canadians are concerned about Bill C-11,theOnline Streaming Act. They think it should be up tousers to determine whatcontent they see.
They feel the Bill’s interventions could negatively impacttheir access to music and video streaming services. Detailed findings can befound below, in 6 sections. 1
SECTION 1Streaming Usage and Attitudes Streaming video is ubiquitous and considered immensely important toCanadians. ● Currently,86% are streaming video overallvs. 66%are using cable orsatellite services. 30% are streamingall their videocontent.● 41% of video streamers say that streaming is ‘completely’ or ‘very’essential to them. That essentialness is consistent by age: 18-29 (42%),30-44 (45%), 45 to 59 (35%). Music is another important dimension of ‘streaming’.
Like video, mostCanadians are streaming music and consider it essential in their lives. ● 64% are streaming music. 81% of those music streamerssay thatmusic streaming is ‘very’ or ‘completely’ essential to them.● Younger Canadians (18 to 29) are more likely to consider musicstreaming essential (85%) than those over 60 years old (39%) Video: Access to Canadian content is less important to the experience thanother factors such as having content users want, selection, ease, andaffordability. ● When asked to rate how important several aspects of the streamingexperience are to respondents, Canadian content was considered‘important’ by 22% with another 34% rating it as ‘somewhat important’.● In contrast, having content they want to watch; that is easy to use; iscost-effective, and offers a great user experience are each rated asimportant to far more users. 56% or more considered them ‘important’ withanother 25% or more considering them to be ‘somewhat’ important.● 81% of Canadians consider video streaming to be at least ‘somewhat’essential to their life, including 41% who say it is ‘completely’ or ‘veryessential’.
Canadians share this view across all age groups and in allregions of the country. Personalization and choice are considered key benefits of streaming. Mostrespondents also value the recommendations, and appreciate the newcontent they are introduced to. ● 92% agree “One of the main benefits of streamingis that I get thecontent I want on demand”● 83% agree “I value the recommendations that showme content I amlikely to like based on my previous viewing and listening” 2
● 84% agree “Streaming services allow me to access more content that isculturally relevant to me”● 88% agree “Streaming services introduce me to new content that I didn’tknow existed or that I might like”
SECTION 2Finding Content: Algorithms or Government Regulations? ● When it comes to which content appears in streaming services, playlistsand recommendations, 55% of Canadians would rather the streamingservice algorithm determine what is most relevant and accurate.● Only 15% would prefer that the content is determined by governmentlegislation and regulation first, followed by what’s the most relevant content.● This view is fairly consistent across demographic and regional subgroups.Even in Quebec, 43% would rather have the content that appears instreaming services determined by algorithms than by governmentlegislation and regulations compared with 23% who would prefer that thecontent is determined by government legislation and regulations first.
SECTION 3Gauging Canadians’ reaction to thepossible impact of Bill C-11; Scenarios. Context:To understand how Canadians would react tochanges to the way theirstreaming services could operate if Bill C-11 is implemented, we presented arandom subsample of respondents with a scenario. We then asked them whetherthe new experience (1) would cause them to consider cancelling the streamingservice, and (2) whether they would consider using a VPN to get around thechange to their experience.
The results indicate that a sizable portion of users would react so negatively tochanges to their search and recommendation experience that they would eithercancel the service or find ways around the new experience. ● Music streaming search scenario:“Imagine you arelistening to aplaylist of songs or a channel of music dedicated to a particular genre…”“When the search was complete,25% of the resultsappearedprimarily because the streaming provider was required to show youother search results.”○ Reactions:■ 30% say they would definitely or likely cancel the streamingservice. 3
■ 40% say they definitely or probably would use a VPN tobypass the experience. ● Music streaming playlist scenario: “Imagine you arelistening to aplaylist of songs or a channel of music dedicated to a particular genre”.“During your listening experience,35% of the songsare playedprimarily because the streaming provider was required to play youcertain content.”○ Reactions:■ 37% say they would definitely or likely cancel the streamingservice.■ 39% say they definitely or probably use a VPN to bypass theexperience. ● User-generated content scenario #1: “Imagine you areon a site thatshows user-generated content like YouTube, TikTok, or Instagram and youare searching for something related to an international event or culturalpractice.
When the search came back 25% of the results and many of thetop results appeared primarily because they were Canadian content.”○ Reactions:■ 34% say they would definitely or likely cancel the streamingservice■ 36% say they definitely or probably use a VPN to bypass theexperience. ● User-generated content scenario #2: “Imagine you areon a site thatshows user-generated content like YouTube, TikTok, or Instagram and youare searching for something related to a do-it-yourself project.
When thesearch came back 25% of the results and many of the top results appearedprimarily because they were Canadian content.”○ Reactions:■ 34% say they would definitely or likely cancel the streamingservice■ 40% say they definitely or probably use a VPN to bypass theexperience. 4
SECTION 4Consumer Choice, Canadian Values,Government Policy, and Streaming Services Canadians think the user should be the one deciding what they watch.● 93% of Canadains agree it should be up to users to determine what contentthey want to see● 84% of Canadians donotthink that government shoulddecide what contentaligns with Canadian values.● 79% of Canadians are not confident that the government has the capacityto determine what content aligns with Canadian values.

A random sample of panelists were invited tocomplete the survey from a set of partner panels based on the Lucid exchangeplatform. These partners are typically double opt-in survey panels, blended tomanage out potential skews in the data from a single source. The margin of error for a comparable probability-based random sample of thesame size is +/- 1.8%, 19 times out of 20. The data was weighted to match Canada’s population by age, gender, region, official language, and educational attainment.
