Senate Committees

December 10, 2024 C/O Angus Wilson Standing Senate Committee on Transport and Communications Senate of Canada Ottawa, ON K1A 0A4 Sent via email to trcm@sen.parl.gc.ca Subject: Addressing the Growing Issue of Copper Theft and Its Impact on Telecommunications, Businesses, and Public Safety Dear Members of the Committee, I am writing on behalf of the Surrey Board of Trade, to bring to your attention the escalating issue of copper theft and its significant repercussions on Canada's telecommunications networks, businesses, public safety, and the economy.

Copper theft is a growing problem across the country, with thieves targeting critical infrastructure for short-term monetary gain. This crime is not only disrupting essential telecommunications services, leading to outages that affect homes and businesses, but it is also endangering public safety by interfering with emergency communication systems and delaying critical services. The Impacts of Copper Theft 1. Telecommunications and Public Safety: Copper theft from telecommunications lines disrupts phone and internet services, leaving communities without access to emergency services.

This has severe implications for individuals relying on these services for safety, particularly in rural and remote areas. 2. Economic Losses: Businesses bear the brunt of service disruptions caused by copper theft. Downtime in operations results in lost revenue, delayed services, and increased costs for repairs and replacements. Additionally, copper theft is rampant in the construction sector as well, jeopardizing and delaying critically important housing and commercial projects. 3.

Public Safety Risks: In addition to service disruptions, the theft and tampering with infrastructure create physical hazards, including electrical risks and structural instability, for both the public and repair crews. Proposed Actions To address this issue effectively, I urge the Senate Committee to consider the following recommendations: 1. Stronger Penalties and Enforcement: Advocate for enhanced penalties for copper theft to deter offenders.

This includes working closely with law enforcement agencies to increase patrols around vulnerable infrastructure and providing training on copper theft recognition and response. 2. Legislation on Scrap Metal Sales: Implement stricter regulations on the sale of scrap metals, including mandatory documentation of sellers and buyers, as well as real-time reporting to deter the sale of stolen copper. 3. Collaboration with Industry Stakeholders: Facilitate partnerships between government, telecommunications providers, businesses, and law enforcement to enhance preventative measures and share best practices. 4.

Public Awareness Campaigns: Promote education and awareness initiatives to inform communities about the risks of copper theft and encourage vigilance. Copper theft is a crime that affects every Canadian by jeopardizing public safety, harming the economy, and undermining the reliability of critical infrastructure. Addressing this issue requires a collaborative and multi-faceted approach. I urge the Committee to prioritize this issue and implement measures to protect Canadians and their vital infrastructure. Thank you for your attention to this pressing matter.

I am happy to provide further information or participate in discussions to help shape effective solutions. I can be contacted over the phone at 604.634.0343 or via email at indra@businessinsurrey.com. Sincerely, Indra Bhan Interim CEO & COO Surrey Board of Trade
