MINUTES OF PROCEEDINGS

OTTAWA, Tuesday, October 1, 2024

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6:30 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Paul J. Massicotte, presiding.

Members of the committee present: The Honourable Senators Anderson, Arnot, Galvez, Loffreda, Massicotte, McCallum, Robinson, Sorensen, Verner, P.C., Wells ( Newfoundland and Labrador ) and White (11).

Other senators present: The Honourable Senator Fridhandler (1).

Participating in the meeting: Jesse Good and Avalon Jennings, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 1, 2024, the committee began its examination of Bill C-76,

An Act to amend the Canada National Parks Act.

APPEARING:

The Honourable Steven Guilbeault, P.C., M.P., Minister of Environment and Climate Change.

WITNESSES:

Parks Canada:

David Millar, Vice-President, Real Property and Assets;

Andrew Campbell, Senior Vice-President, Operations;

Jewel Cunningham, Vice-President, Strategic Policy and Planning.

Municipality of Jasper:

Richard Ireland, Mayor ( by videoconference );

Bill Given, Chief Administrative Officer, Jasper Recovery Coordination Centre ( by videoconference ).

Jasper Park Chamber of Commerce:

Paul Butler, Executive Director ( by videoconference ).

Building Industry and Land Development Association (BILD) Alberta:

Scott Fash, Chief Executive Officer ( by videoconference ).

The minister made a statement and, together with Andrew Campbell and David Millar, answered questions.

At 7:27 p.m., the committee suspended.

At 7:31 p.m., the committee resumed.

Richard Ireland, Bill Given, Paul Butler and Scott Fash each made a statement and answered questions.

At 8:17 p.m., the committee adjourned to the call of the chair.
