THE STANDING SENATE COMMITTEE ON NATIONAL FINANCE

MINUTES OF PROCEEDINGS

OTTAWA, Tuesday, December 3, 2024

The Standing Senate Committee on National Finance met this day at 9 a.m., in room W110,

1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Dalphond, Forest, LaBoucane-Benson, Loffreda, MacAdam, Moreau, Pate, Ross and Smith (10).

Participating in the meeting: Sylvain Fleury and Shaowei Pu, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 20, 2024,

the committee continued its examination of the Supplementary Estimates (

B) for the fiscal year ending March 31, 2025.

WITNESSES:

Crown-Indigenous Relations and Northern Affairs Canada:

Manon Nadeau-Beaulieu, Chief Finances, Results and Delivery Officer;

Mary-Luisa Kapelus, Senior Assistant Deputy Minister, Policy and Strategic Direction;

Wayne Walsh, Director General, Northern Affairs Organization.

Indigenous Services Canada:

Philippe Thompson, Chief Finances, Results and Delivery Officer;

Catherine Lappe, Assistant Deputy Minister, Child and Family Services Reform Sector;

Candice St-Aubin, Senior Assistant Deputy Minister, First Nations and Inuit Health Branch;

Paula Hadden-Jokiel, Assistant Deputy Minister, Regional Operations Sector.

Department of National Defence:

Jonathan Moor, Assistant Deputy Minister and Chief Financial Officer, Finance;

Nancy Tremblay, Associate Assistant Deputy Minister, Materiel;

Steven Thornton, Chief of Programme.

Indigenous Services Canada:

Marc Sanderson, Assistant Deputy Minister, Education and Social Development Programs and Partnerships.

Philippe Thompson, Manon Nadeau-Beaulieu and Jonathan Moor each made a statement and, together with Nancy Tremblay, Paula Hadden-Jokiel, Catherine Lappe, Wayne Walsh, Marc Sanderson, Steven Thornton, Candice St-Aubin and Mary-Luisa Kapelus, answered questions.

At 11 a.m., the committee adjourned to the call of the chair.
