Wefullysupport their call for thefollowingrecommendations.

Recommendation1: AmendtheBill todefineearlylearningandchildcare UnlesstheBill properlydefinesthetypeof earlylearningandchildcare, it couldbeincorrectlyinterpretedtoprovidelegislativepermissiontopubliclyfinance, withfederal funds, unregulatedandeveninformal carefor children. Whileinformal caremaybesomethingworthytoconsider inthefuture, thisfederal legislationandfundingisnot theproper vehiclefor that consideration. Wesupport theproposedlanguagefor consideration: Earlylearningandchildcaremeansprogramsor servicesthat arelicensedor regulatedbyprovincial, territorial, Indigenousgovernmentsor organizations.

For thepurposesof thislegislation, earlylearningandchildcaredoesnot includekindergartenor pre-kindergartendeliveredbyschool authorities.
