On 4 June 2010, The Minister of Transport, Infrastructure and Communities, introduced Bill C-33,

An Act to amend the Railway Safety Act and to make consequential amendments to the Canada Transportation Act (Safer Railways Act), in the House of Commons and it was given first reading.

The bill amends the Railway Safety Act. Among other things it

• improves the oversight capacity of the Department of Transport and strengthen its enforcement powers by introducing administrative monetary penalties and increasing court-enforced penalties;

• enhances the role of safety management systems by including a provision for a railway executive accountable for safety and a non-punitive reporting system for employees of railway companies;

• clarifies the authority and responsibilities of the Minister of Transport with respect to railway matters; and

• expands regulation-making authorities and clarify the process for rule making by railway companies.
