On 30 April 2010, The Minister of Transport, Infrastructure and Communities, introduced Bill C-20,

An Act to amend the National Capital Act and other Acts (An Action Plan for the National Capital Commission), in the House of Commons and it was given first reading.

The bill amends the National Capital Act

• to modify the governance structure of the National Capital Commission with respect to transparency, including a requirement to hold at least four meetings in public per year, and a requirement to submit, at least once every ten years, a 50-year master plan for the National Capital Region, for approval by the Governor in Council and tabling in Parliament;

• to clarify the National Capital Commission’s responsibilities, including those regarding planning and sound environmental stewardship;

• to establish the boundaries of Gatineau Park;

• to enhance regulatory authorities and enforcement provisions to enable the NCC to better protect its properties;

• to allow the NCC to designate or remove designations of properties that are part of the National Interest Land Mass only if regulations setting out the criteria and process have been introduced;

• remove the requirement that the National Capital Commission seek Governor in Council approval through an Order in Council for individual real estate transactions such as acquisitions, disposals and leases; and

• harmonize that Act with the civil law regime of Quebec.

Bill C-20 also amends the Official Residences Act to clarify the National Capital Commission’s responsibilities regarding the six official residences and for certain elements of transportation planning in the National Capital Region. The bill also makes consequential amendments to other Acts.
