Contract: Sir Winston Churchill Provincial Park - Deep Water Sanitary Line to

Shower Building

Contractor: V3 Companies of Canada Ltd.

Reason for Increase: Due to construction delays, there was an increase in the hours

required to perform engineering consulting services, including site visits, request for

information reviews, inspections, and re-inspections for deficiencies. The contract is

to upgrade the utility lines for the campground and shower building at the Sir Winston

Churchill Provincial Park.

Contract Amount: $66,102

% Increase: 37%

Amount of Increase: $24,295

Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Bonnyville - Provincial Building and Courthouse - Exterior Glazing

Replacement

Contractor: GenMec ACL Inc

Reason for Increase: While completing mock-ups for window replacement, the

contractor encountered additional drywall construction with the presence of asbestos

surrounding each window. This drywall must be abated and finishing details have

been redesigned given the site conditions. Pending change orders totaling

$568,952.27 for abatement window finishes are being reviewed. Construction

contingency in the amount of $15,000 for unforeseen changes in the completion of

work.

Contract Amount: $1,043,000.00

% Increase: 57%

Amount of Increase: $599,232.27

Contract: Calgary - FMC Power Plant Upgrade - Construction Management Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Major equipment storage extension, and design improvement

during construction phase.

Contract Amount: $18,500,000.00

% Increase: 73%

Amount of Increase: $13,553,587.97

Contract: Cochrane - Cochrane Provincial Building - Remodeling and Functional

Improvements

Contractor: APM Construction Services Inc.

Reason for Increase:

Schedule extension/delay costs were granted to General

Contractor due to the delay in executing the construction contract due to election call,

as the contract was executed after the period specified in the Procurement documents.

Costs were granted for contractor standby costs and sub-trade price increases. As this

is a renovation project, the original contingency amount was still required for

unforeseen site conditions.

Contract Amount: $4,060,000.00

% Increase: 13%

Amount of Increase: $537,728.21

Contract: Edmonton - Infrastructure Building - 3rd Floor Abatement of Ceiling

Space

Contractor: Chandos Construction Ltd.

Reason for Increase: During the course of demolition and low-risk abatement,

supplementary testing and assessment was initiated due to the discovery of additional

potential asbestos-containing materials as well as concern of asbestos contamination

inside the ducts of the heating, ventilation and air conditioning (HVAC) system on the

3rd floor. Based on the results of the assessment, we now have a requirement to

remove all of the existing HVAC ductwork and associated mechanical and electrical

components on the 3rd floor as per the report and recommendations from the 3rd

Party Environmental Consultant. This will result in the issuance of change orders to

address this issue and will have a direct impact on project cost and schedule.

Contract Amount: $1,430,000.00

% Increase: 106%

Amount of Increase: $1,519,757.15

Contract: Edmonton - Law Courts - Replacement of Plaza Deck Membrane

Contractor: Lorac Construction Ltd.

Reason for Increase: Unforeseen site conditions for the east side plaza not matching

record drawings. There were differences in concrete slab thicknesses and fill depths

between different areas of the plaza that required extra removals and changes to the

insulation specifications. Phase 2 is anticipated to have similar unforeseen existing

site conditions to Phase 1 for the Law Courts suspended slab re-waterproofing area;

approximately 3 inches of additional gravel material removals, approximately

2 inches additional rigid insulation to account for overall deeper topping assembly,

removal of unsound existing surface patch materials and preparation of rough

substrates for application of new waterproofing materials. Due to project delays Phase

2 work to be performed during cold weather, which was not originally anticipated.

Contract Amount: $1,021,792.00

% Increase: 46%

Amount of Increase: $465,826.88

Contract: Edmonton - Legislature Annex Building and Site Repurposing

Contractor: PCL Construction Management Inc.

Reason for Increase: While completing contract work, PCL Construction

Management (PCL) exposed extensive presence of hazardous materials in floor

leveling compound, covered mechanical shafts, windows and exterior spandrels

increasing the amount of abatement required and changing methodology for

demolition. Three change orders totaling $163,668 are approved; three change orders

totaling $2,292,480 are pending approval and additional changes estimated at

$1,140,000 are expected during the remaining work.

Contract Amount: $5,625,000.00

% Increase: 43%

Amount of Increase: $2,429,656.44

Contract: Edmonton - Misericordia Community Hospital Emergency Department -

PCL Contract Increase

Contractor: PCL Construction Management Inc.

Reason for Increase: The increase is required for two reasons: market conditions

during 2020/2021 resulted in higher tender prices, exceeding the estimated

construction budget completed in 2017/2018; and a change was approved by Alberta

Health, Alberta Health Services, Covenant Health, and Alberta Infrastructure to

address emergency power upgrades required for the Misericordia site and related to

the emergency redevelopment project.

Contract Amount: $42,000,000.00

% Increase: 48%

Amount of Increase: $20,000,000.00

Contract: Edmonton - Rundle Riverview Crossing - Children's Services Intervention

Office Relocation

Contractor: Porscon Construction Ltd.

Reason for Increase: Additional increase required to complete final change order to

accommodate changes in the parking within the lease with the landlord - triggering

changes to the electrical pedestal are required to be changed and completed. Project is

complete, no additional change orders anticipated.

Contract Amount: $1,117,400.00

% Increase: 10%

Amount of Increase: $116,767.30

Contract: Edmonton - Yellowhead Youth Centre - CASA House Abatement and

Demolition

Contractor: McColman & Sons Demolition Ltd.

Reason for Increase: Additional layers of asbestos-containing drywall were

discovered throughout the building during abatement that are required to be abated

before demolition can begin.

Contract Amount: $237,300.00

% Increase: 74%

Amount of Increase: $175,000.00

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Request of Proposal excluded a portion of the Scope of Work

due to anticipated budgetary constraints, and stated that the removed scope may be re-

instated subject to favourable tender pricing upon award. Favourable tenders were

received for the Prime Contractor Services, and the contract was awarded to Fillmore

Construction Management Inc. at a value below allocated construction budget. This

contract increase is partially the result of the reinstatement of the originally removed

Scope of Work, which represents 24.1% of the 29% overall increase. The remaining

4.9% represents previously unforeseen conditions, user changes and design

improvements and coordination.

Contract Amount: $16,925,000.00

% Increase: 29%

Amount of Increase: $4,964,996.16

Contract: M.D.S. Footner Lake - Sewage Lagoon Cleanup

Contractor: Dechant Construction Ltd.

Reason for Increase: Due to unforeseen site conditions, seepage and removal of

organics along the berm at the sewage lagoon that needed to be addressed, and also

the upkeep of the access road to the lagoon, two Field Orders were issued.

Contract Amount: $1,288,296.80

% Increase: 23%

Amount of Increase: $298,733.10

Contract: Medicine Hat - Provincial Building - Skylight Repairs and Roof

Replacement

Contractor: 360326 Alberta Ltd. o/a Peerless Building Products

Reason for Increase: A change in scope is required to remove the existing gypsum

board on roof areas of 45,000 square feet and replace it with half-inch Dens Deck

Prime glued to the existing deck with Duotack adhesive to meet wind uplift

requirements. ARCA Inspector and Prime Consultant are in agreement and

recommend this scope change is required. The requested tolerance increase includes

for future unknowns such as possible changes to parapet height and sloped insulation

on different roof sections, cleanup of pigeon debris required for OH&S, and means to

prevent pigeons from nesting on roof areas.

Contract Amount: $3,644,163.00

% Increase: 31%

Amount of Increase: $1,114,461.30

Contract: PTFN - Peerless Lake and Trout Lake School Demolition

Contractor: All West Demolition Ltd.

Reason for Increase: Originally the tender was to include the demolition of both the

old Peerless Lake and Trout Lake schools. Prior to the posting of the demolition

tender, arson claimed the Trout Lake School. As the scope of work for the demolition

and cleanup of the Trout Lake school was unknown pending the outcome of the

investigation reports, the tender was modified to remove the demolition of the Trout

Lake School. The intent was that the Trout Lake School demolition will be added at a

later date, once the fire investigation and hazardous material investigation reports

were available. The Trout Lake School cleanup/demolition was later added to the

scope of the demolition contract via change order, after the fire investigation and the

hazardous material investigation reports were completed.

Contract Amount: $276,100.00

% Increase: 92%

Amount of Increase: $253,440.95

Contract: Red Deer - Michener Centre North - Hazardous Materials Removal and

Demolition

Contractor: Visco Demolition Contractors Ltd.

Reason for Increase: Additional change orders up to $4,858,368.54 or cumulatively

a 46.40 percent increase from the initial contract value are anticipated to complete the

project, which includes removal of the asbestos-containing cementitious roofing

material, roofing abatement

schedule impact and contingency for unforeseen work

related to additional hazardous materials and unknown site conditions in areas that are

currently not fully accessible (structural assemblies, enclosed wall and ceiling spaces,

water tower, elevator shafts and components, steam tunnels), and underground service

removals (electrical, water, storm, sewer, gas, tanks, and wells).

Contract Amount: $10,471,209.42

of land that is not sold at the public auction.

14. Once the property is declared sold at public auction, the previous owner has no
