Reason for Increase: Increase is required for the supply and install of an additional

buffer tank to increase the flow volume to the new chiller. The buffer tank is required

to obtain the warranty for the chiller and to extend the overall life cycle of the chiller.

Contract: Calgary - FMC - Power Plant Expansion and Cogeneration Initiative -

Construction Management Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Contract increases were reported to Alberta Gazette in 2020/21

Q1 for an increase of $8,692,455; in 2022/23 Q2 for an increase of $7,602,274.22; in

2022/23 Q3 for an increase of $2,614,033.68; in 2022/23 Q4 for an increase of

$259,191.88; in 2023/24 Q1 for an increase of $200,847.76; in 2023/24 Q2 for an

increase of $560,250.08; current increase for 2023/24 Q3 is $758,390.65.

To ensure the successful connection of the expansion to the exiting facility, additional

communication devices and connections were needed for chemical treatment, the

turbine, and the added air compressor. The designed connections to existing systems

were modified on site as required, including the high pressure steam tie-point

location, and the feed-water system connection.

The existing irrigation needed to be modified, and a tree needed to be relocated,

which was in turn incorporated into the design, and necessitated a small retaining

wall. There was also cost escalation realized for specialty light fixtures and electrical

commissioning contractor services.

Contract percent is cumulative.

Laboratory Redevelopment

pretender estimates as a result of cost escalation, market conditions, trending, and

industry materials shortages due to supply chain challenges. Discovery of significant

asbestos containing material also impacted the

schedule and costs.

determined that complete demolition and rebuild of the Dome Fountain and all

associated mechanical piping is required.

Unforeseen equipment replacement for the existing facilities are required and

additional scope for completion of the E-house.

Additional tolerance will support final stages of this construction on four different job

sites, minimize cost implications and reduce further delay to the completion of

project.

with the utility connections and site soil conditions. Inaccuracies with the record

drawings provided required additional time and subsequently additional costs to

locate the County lines to complete the tie-ins for water and sanitation. This combined

with poor soil conditions and the required soil stabilization to ensure roadways,

structural and mechanical infrastructure are secure and stable. Release of additional

funds is required to proceed with the project and allow for a contingency against any

additional unforeseen conditions.

encountered a wall of gravel/cobbles that was not identified when test holes were

drilled. The wall of gravel is impassable using directional drilling and the area is too

steep for open-cut excavation. New water line will be realigned to follow the existing

roadway, doubling the length of piping required. Line will be directionally drilled but

new alignment will allow for open-cut excavation if additional gravel/cobble areas are

encountered.

Contract: Riviere Qui Barre - Camilla K-9 School Replacement

Reason for Increase: Unforeseeable site and servicing conditions. The site is located

in a low area and county surface drainage was revealed to be at capacity. The original

site design called for surface ponding but concerns were raised by the community and

board regarding potential safety aspects. An alternative solution was developed and is

being implemented.

Decanting Phase

Reason for Increase: The increase in the contract amount is related to site condition

changes due to the nature of the existing buildings and IPC measure upgrades to

Level IV hoardings as requested by AHS in 2 decant areas; changes requested by

AHS to meet operational requirements; and resulting impacts to the schedule.

Condominium Property Act, (

d) registered easements and instruments registered

pursuant to

section 69 of the Land Titles Act, (

e) right of entry orders as defined in the

Surface Rights Act registered under the Land Titles Act, (e.1) a caveat that, pursuant

section 3.1(6)(f)(iv) of the New Home Buyer Protection Act, remains registered

against the certificate of title to the land, (

f) a notice of lien filed pursuant to

section

38 of the Rural Utilities Act, (

g) a notice of lien filed pursuant to

section 20 of the

Rural Electrification Loan Act, and (

h) liens registered pursuant to

section 21 of the

Rural Electrification Long-term Financing Act."

Goods and Services Tax (GST) will apply to all applicable properties sold at the

Public Auction.

The purchaser of the property will be responsible for property taxes for the current

The successful bidder must, at the time of the sale, make a non-refundable ten percent

(10%) deposit payable to the municipality, with the balance of the purchase price due

on the closing date.

Closing date for all sales will be fourteen (14) days after Auction Date.

Section 429 and 436.21 of the Municipal Government Act states the auctioneer,

councilors, the chief administrative officer, the designated officers, and employees of

the municipality must not bid or buy any parcel of land offered for sale, unless

directed by the municipality to bid for or buy a parcel of land on behalf of the

municipality.

If no offer is received on a property or if the reserve bid is not met, the property

cannot be sold at the public auction.

Once the property is declared sold to another individual at public auction the previous

owner has no further right to pay the tax arrears.

The risk of the property lies with the purchaser immediately following the auction.

The purchaser will be required to execute a Sale Agreement in form and substance

provided by the municipality.

The purchaser is responsible for obtaining vacant possession.

The purchaser will be responsible for all Land Titles fees for the property.
