DESIGNATION AND TRANSFER OF

RESPONSIBILITY AMENDMENT REGULATION

Act.

1 The Designation and Transfer of Responsibility

Regulation (AR 11/2023) is amended by this Regulation.

Section 1 is amended

(

a) in subsection (1) by renumbering clause (

a) as

clause (a.1) and by adding the following before

clause (a.1):

(

a) Alberta Investment Attraction Act;

(

b) by adding the following after subsection (2):

(3) The responsibility for that part of the public service

associated with the parts of the appropriation transferred under

subsection (4) is transferred to the President of Executive

Council.

(4) The responsibility for the administration of the unexpended

balance of program 2.4, Grant to Invest Alberta Corporation, and

the portion of program 2, International Trade and Investment,

relating to the Invest Alberta Corporation, of the 2023-24

Government appropriation for Trade, Immigration and

Multiculturalism is transferred to the President of Executive

Council.

Section 2 is amended

(

a) by repealing subsection (1) and substituting the

following:

4 The following is added after

4.1(1) The Minister of Arts, Culture and Status of Women is

23.1(3), is transferred to the Minister of Arts, Culture and Status of

Women.

Section 5 is repealed and the following is substituted:

Children and Family Services

5(1) The Minister of Children and Family Services is designated as

the Minister responsible for the following enactments:

(

a) Child and Youth Advocate Act;

(

b) Child, Youth and Family Enhancement Act, except sections

128(1)(

a) and (3) and 131(2)(b);

(

c) Children First Act;

(

d) Drug-endangered Children Act;

(

e) Early Learning and Child Care Act;

(

f) Protection Against Family Violence Act;

(

g) Protection of Sexually Exploited Children Act.

(2) The Minister of Children and Family Services, the Minister of

Health and the Minister of Seniors, Community and Social Services

are designated as the Ministers with common responsibility for

sections 128(1)(

a) and (3) and 131(2)(

b) of the Child, Youth and

Family Enhancement Act.

(3) The responsibility for that part of the public service associated

with the parts of the appropriation transferred under subsections

(4) and (5) are transferred to the Minister of Children and Family

Services.

(4) The responsibility for the administration of the unexpended

balance of the 2023-24 Government appropriation for Children's

Services is transferred to the Minister of Children and Family

Services.

(5) The responsibility for the administration of the unexpended

balance of program 6.1, Program Planning and Delivery, and

program 6.3, Family and Community Safety, related to prevention of

family violence and abuse, of the 2023-24 Government appropriation

for Seniors, Community and Social Services is transferred to the

Minister of Children and Family Services.

Section 6 is repealed.

Section 8 is repealed and the following is substituted:

Energy and Minerals

8(1) The Minister of Energy and Minerals is designated as the

Minister responsible for the following enactments:

a) Carbon Capture and Storage Funding Act;

(

b) Coal Conservation Act;

(

c) Coal Sales Act;

(

(3) The responsibility for that part of the public service associated

with the parts of the appropriation transferred under subsection (4) is

transferred to the Minister of Energy and Minerals.

(4) The responsibility for the administration of the unexpended

balance of the 2023-24 Government appropriation for Energy is

transferred to the Minister of Energy and Minerals.

Section 9 is amended

(

a) in subsection (1) by repealing clauses (c), (k), (

p) and (q);

(

b) by repealing subsection (2);

(

c) in subsection (3)

(

i) in clause (a)

(

A) by striking out "Minister of Forestry, Parks and

Tourism" and substituting "Minister of

Forestry and Parks";

(

B) by repealing subclause (iv);

(ii) by repealing clause (c);

(iii) in clause (

Section 10 is repealed and the following is substituted:

(2) The Minister of Forestry and Parks is designated as the Minister

responsible for the Alberta Land Stewardship Act and is the

Designated Minister for the purposes of that Act.

(3) The Minister of Forestry and Parks and the Minister of

Transportation and Economic Corridors are designated as having

common responsibility for sections 14 and 15 of the Provincial

Parks Act.

(4) The Minister of Forestry and Parks and the Minister of Service

Alberta and Red Tape Reduction are designated as having common

responsibility for

section 5(1)(

d) and (2)(

b) of the Surveys Act.

(5) The responsibility for that part of the public service associated

with the parts of the appropriation transferred under subsections

(6) and (7) are transferred to the Minister of Forestry and Parks.

(6) The responsibility for the administration of the unexpended

balance of the 2023-24 Government appropriation for Forestry,

Parks and Tourism, except for the parts of the appropriation

transferred to the responsibility of the Minister of Tourism and Sport

under

section 23.1(4), is transferred to the Minister of Forestry and

Parks.

(7) The responsibility for the administration of the unexpended

balance of the following parts of the 2023-24 Government

appropriation for Environment and Protected Areas is transferred to

the Minister of Forestry and Parks:

(

a) the portions of program 3, Land, related to lands planning,

lands policy and programs and lands delivery and

coordination;

(

b) the portion of program 4.3, Water Management, related to

lands policy and programs;

(

c) the portion of program 5.3, Wildlife Management, related to

lands planning;

(

d) the portion of program 6.2, Regional Cumulative Effects

Management, related to lands planning;

(

e) the portion of program 10.2, Environmental and Public Lands

Appeal Board, related to the Public Lands Appeal Board.

Section 11 is amended

(

a) in subsection (1)(cc) by adding ", except sections 8 and

8.1" after "Act";

(

b) in subsection (2)(

a) by striking out "and" at the end

of subclause (i), adding "and" at the end of

subclause (ii), and adding the following after

subclause (ii):

(iii) sections 8 and 8.1 of the Regional Health Authorities

Act,

11 The following is added after

section 11:

Immigration and Multiculturalism

11.1(1) The Minister of Immigration and Multiculturalism is

designated as the Minister responsible for

section 1 of

Schedule 3 to

the Government Organization Act.

(2) The responsibility for that part of the public service associated

with the parts of the appropriation transferred under subsection (3) is

transferred to the Minister of Immigration and Multiculturalism.

(3) The responsibility for the administration of the unexpended

balance of the 2023-24 Government appropriation for Trade,

Immigration and Multiculturalism, except for the parts of the

appropriation transferred to the responsibility of the Minister of Jobs,

Economy and Trade under

section 14(4), is transferred to the

Minister of Immigration and Multiculturalism.

Section 14 is repealed and the following is substituted:

14(1) The Minister of Jobs, Economy and Trade is designated as the

Minister responsible for the following enactments:

trade and export development and economic and trade policy, of the

2023-24 Government appropriation for Trade, Immigration and

Multiculturalism is transferred to the Minister of Jobs, Economy and

Trade.

Section 17(2) is amended by striking out "Minister of Jobs,

Economy and Northern Development" and substituting "Minister

of Jobs, Economy and Trade".

Section 19 is amended

(

a) in subsection (1) by repealing clause (n);

(

b) In subsection (2)(

b) and (

c) by striking out "Minister

of Jobs, Economy and Northern Development and the

Minister of Skilled Trades and Professions" and

substituting "Minister of Jobs, Economy and Trade and the

Minister of Advanced Education".

15 Sections 21 and 23 are repealed.

16 The following is added before

section 24:

Tourism and Sport

23.1(1) The Minister of Tourism and Sport is designated as the

Minister responsible for the Travel Alberta Act.

(2) The responsibility for that part of the public service associated

with the parts of the appropriation transferred under subsections

(3) and (4) is transferred to the Minister of Tourism and Sport.

(3) The responsibility for the administration of the unexpended

balance of the following parts of the 2023-24 Government

appropriation for Culture is transferred to the Minister of Tourism

and Sport:

(

a) program 7, Sport, Physical Activity and Recreation;

(

b) the portion of program 2.3, Community Initiatives Program,

related to major cultural and sport events;

(

c) the portion of program 2.2, Community Engagement, related

to the Community Initiatives Program;

(

(4) The responsibility for the administration of the unexpended
