AMENDMENT REGULATION

1 The Public Lands Administration Regulation

(AR 187/2011) is amended by this Regulation.

Section 1(1)(

c) and (2) are repealed.

3 The following is added after

section 1:

Corporations

1.1(1) In this section, "corporate holder" means a corporation that

holds a grazing lease or grazing licence.

(2) For the purposes of

section 114.1(2) of the Act and subsection

(3) of this section, a corporation is associated with a corporate holder

(

a) the corporation holds shares in the corporate holder,

(

b) the corporation holds shares in a corporation referred to in

clause (a), or

(

c) the corporation holds shares in a corporation that holds

shares in another corporation so that, together with any one

or more intervening corporations, an ownership chain to the

corporate holder exists.

(3) For the purposes of

section 114.1(3) of the Act, a change in the

beneficial ownership of the issued and outstanding shares of a

corporate holder includes a change in the direct ownership, or

ownership through a trustee, legal representative, agent or other

intermediary, of any of the issued and outstanding shares of the

corporate holder or an associated corporation.

Section 59 is repealed.

Section 84 is repealed.

Section 85(

a) and (

d) are repealed.

Section 88 is repealed.

Section 89 is repealed.

Schedule 1 is repealed.

10 This Regulation comes into force on January 1, 2020.

AMENDMENT REGULATION

1 The Matters Relating to Assessment and Taxation

Regulation, 2018 (AR 203/2017) is amended by this

Regulation.

Section 2 is amended

(

a) in subsection (1)(f)(iv) by striking out "under

Regulated Forestry Profession Act" and substituting

"under the Regulated Forest Management Profession Act";

(

b) in subsection (2) by striking out "Subsection (1)(

a) to

(e)" and substituting "Subsection (1)(

a) to (d)";

(

c) by adding the following after subsection (2):

(2.1) For the purposes of subsection (1)(f)(i), horticulture does

not include the planting and growing of cannabis other than

industrial hemp within the meaning of the Industrial Hemp

Regulations (Canada) (SOR/2018-145).

Section 37(

a) is amended by striking out "Matters Relating

to Assessment Complaints Regulation" and substituting "Matters

Relating to Assessment Complaints Regulation, 2018 (AR 201/2017)".

4 This Regulation comes into force on January 1, 2020.

COMMERCIAL VEHICLE DIMENSION AND

WEIGHT AMENDMENT REGULATION

1 The Commercial Vehicle Dimension and Weight

Regulation (AR 315/2002) is amended by this Regulation.

Section 1 is amended

(

a) by adding the following after clause (d):

(d.01) "auxiliary equipment" means equipment, machinery or

a device that

(

i) is permanently mounted at the front or sides of a

vehicle,

(ii) is non-load bearing, and

(iii) is not designed, intended, or used to increase the

load carrying capacity of the vehicle;

(

b) by repealing clause (d.1) and substituting the

following:

(d.1) "axle group" means a single axle, a quantum axle group,

a tandem axle group, a tridem axle group, a tridem drive

axle group or a twin steer axle group;

(

c) in clause (gg.1)(ii) by striking out "2nd" and

substituting "second";

(

d) in clause (

h) by striking out "or machinery";

(

e) by repealing clause (jj) and substituting the

following:

(jj) "quantum axle group" means a carrying axle group,

other than a single, tandem, tridem or tridem drive axle

group;

(

f) by adding the following after clause (jj):

(jj.1) "rear of the vehicle" means the rear extremity as defined

in Canadian Motor Vehicle Safety Standard 223,

exclusive of any aerodynamic devices;

(

g) by adding the following after clause (mm):

(mm.1) "self steering axle" means an assembly of two or more

wheels whose centres are in one transverse vertical

plane and whose wheels can articulate in response to

forces generated between the tires and the road or

through mechanisms and linkages that operate

independently of the driver;

(

h) by adding the following after clause (oo):

(oo.1) "single steer" means an axle group consisting of one

steering axle;

(

i) in clause (rr)

(

i) in subclause (ii) by striking out "not more than"

and substituting "not greater than";

(ii) after subclause (ii) by striking out "single steer

axle" and substituting "self steering axle";

(

j) in clause (vv) by striking out "or machinery" wherever

it occurs;

(

k) in clause (xx) by striking out "single steer axle" and

substituting "self steering axle";

(

l) by adding the following after clause (xx):

(xx.1) "tridem drive axle group" means a driving axle group,

on a truck or truck tractor, consisting of 3 driving axles

(

i) equally spaced,

(ii) with a track width of between 2.5 metres and 2.6

metres,

(iii) on a common suspension designed to equalize the

weight between the axles,

(iv) with a minimum of 12 tires, and

(

v) with all tires of the same size and a minimum

width of 255 millimetres, as determined by the

manufacturer's width shown on the tire,

but does not include a lift axle or a self steering axle;

Section 3 is amended by adding the following after

clause (p):

(

q) a truck towing farm equipment.

Section 4 is amended

(

a) by renumbering

section 4 as

section 4(1);

(

b) in subsection (1)

(

i) in clause (

a) by adding ",other than a truck tractor

with a tridem drive axle group," after "a truck tractor";

(ii) by adding the following after clause (a):

(a.1) operate a truck tractor with a tridem drive axle

group on a highway when

(

i) the truck tractor, including any load, exceeds

2.6 metres in width,

(ii) the height of the highest point of the truck

tractor, including any load, is greater than

4.15 metres from the surface of the highway,

(iii) the wheelbase of the truck tractor is less than

6.6 metres or greater than 6.8 metres, or

(iv) the tridem drive axle spread is less than 2.4

metres or greater than 2.8 metres;

(iii) in clause (

b) by repealing the opening clause

6.6 metres,

(

v) the tridem drive axle spread is less than

2.4 metres or greater than 2.8 metres, or

(vi) the hitch offset exceeds 2.6 metres;

(b.2) operate a twin steer truck with a tridem drive axle

group on a highway when

(

i) the truck, including any load, exceeds

2.6 metres in width,

(ii) the height of the highest point of the

truck, including any load, is greater than

4.15 metres from the surface of the highway,

(iii) the overall length of the truck, including any

load, exceeds 12.5 metres,

(iv) the interaxle spacing from the twin steer axle

to an adjacent axle group is less than 5.5

metres,

(

v) the hitch offset exceeds 2.6 metres, or

(vi) the wheelbase of the truck is less than the

dimensions, or the tridem drive axle spread is

less than or exceeds the limits, provided in

the following table:

including any load, exceeds 23 metres, or

(iii) the effective rear overhang of the pony trailer

exceeds 4 metres;

(h.2) operate a combination of a twin steer truck with a

tridem drive axle group and pony trailer on a

highway when

(

i) the box length exceeds 21 metres,

(ii) the overall length of the combination,

including any load, exceeds 23 metres, or

(iii) the effective rear overhang of the pony trailer

exceeds 4 metres;

(xi) in clause (

i) by adding ", other than a single steer

truck tractor with a tridem drive axle group or a twin

steer truck with a tridem drive axle group," after "full

trailer";

(xii) by adding the following after clause (i):

(i.1) operate a combination of a single steer truck with a

(ii) the height of the highest point of the truck,

including any load, is greater than

4.15 metres from the surface of the highway,

(iii) the overall length of the truck, including any

load, exceeds 12.5 metres,

(iv) the interaxle spacing from the twin steer axle

to an adjacent axle group is less than 5.5

metres,

(

v) the hitch offset exceeds 2.6 metres,

(vi) the effective rear overhang of the truck

exceeds 4 metres, or

(vii) the wheel base of the truck is less than the

(xvii) by adding the following after clause (q):

(

r) operate a truck towing farm equipment, other than

a grain auger, on a highway when

(

i) the height of the highest point of the farm

equipment, including any load, is greater than

5 metres from the surface of the highway, or

(ii) the overall length of the combination exceeds

23 metres;

(

s) operate a truck or farm equipment towing a grain

auger on a highway when

(

i) the height of the highest point of the farm

equipment, including any load, is greater than

5 metres from the surface of the highway, or

(ii) the overall length of the combination exceeds

(A) 30.5 metres during daytime, or

(B) 23 metres during nighttime or when

visibility is less than 150 metres;

(

t) transport farm equipment loaded on a trailer on a

highway when

(

i) the height of the highest point of the farm

equipment, including any load, is greater than

5 metres from the surface of the highway,

(ii) the overall width exceeds 2.6 metres, or

(iii) the overall length of the combination exceeds

23 metres.

(

c) by adding the following after subsection (1):

(2) Notwithstanding subsection (1), and subject to

section 62 of

the Act, a person may

(

a) operate a truck tractor in a tractor semi-trailer

configuration, other than a truck tractor with a tridem

drive axle group, with a wheelbase up to 7.2 metres on a

highway when the wheelbase of the semi-trailer is

reduced in accordance with the following table:

Section 5 is amended

(

a) by repealing clause (b);

(

b) by adding the following after clause (b):

(

c) auxiliary equipment is not included in determining the

width of the vehicle, unless the auxiliary equipment

protrudes more than 10 centimetres on either side

beyond the widest part of the vehicle or its load;

(

d) aerodynamic devices installed at the rear of trucks,

trailers, and semi-trailers and not designed or used to

carry cargo are not included in determining the

measurement of overall length, trailer length, semi-

trailer length, box length and effective rear overhang,

unless:

(

i) any portion of the device more than 1.9 metres above

the ground protrudes more than 1.52 metres beyond

the rear of the vehicle,

(ii) any portion of the device within 1.9 metres of the

ground protrudes beyond a transverse plane

starting from the rear bottom edge of the rear

impact guard or, if not so equipped, the lowest

point at the rear of the vehicle and intersecting a

point that is 1.74 metres above the ground and 1.21

metres behind the rear of the vehicle as shown in

the diagram below:

(iii) the device is not capable of being folded within

0.305 metres of the rear of the vehicle, or

(iv) the device obstructs or diminishes lighting and

conspicuity markings required by the Act and its

regulations;

(

e) heavy duty bumpers and devices designed to reduce the

impact of wildlife collisions are not included, except in

the case of a B-train, in determining the measurement of

overall length, unless they extend more than 30

centimetres beyond the front of trucks or truck tractors;

(

f) heavy duty bumpers and devices designed to reduce the

impact of wildlife collisions are included in the

measurement of overall B-train length.

Section 6 is amended by adding the following after

clause (b):

(b.1) a trailer or its load, if

(

i) the trailer and its load are less than 3.8 metres in width,

(ii) the trailer and its load are being towed by a farm tractor,

and

(iii) the trailer is being used to move materials incidental to

farm operations from one farm or field to another farm

or field or from one portion of the farm or field to

another portion of the farm or field;

Section 7 is amended

(

a) In clause (a)

(

i) in subclause (iii) by striking out "daylight" and

substituting "daytime";

(ii) in subclause (iv) by striking out "darkness" and

substituting "night time";

(

b) by repealing clause (b).

Section 9 is amended

(

a) in subsection (1)

than 25 percent of the weight on the

drive axle or exceeds 7300 kilograms;

(ii) a twin steer, other than a twin steer truck with

a tridem drive axle group, exceeds 13 600

kilograms;

(iii) a twin steer truck with a tridem drive axle

group is less than 40 percent of the weight on

the drive axle or exceeds 13 600 kilograms;

(iv) any other steering axle group exceeds

6000 kilograms;

(

c) in the case of a vehicle having a gross weight in

excess of 11 800 kilograms, other than a twin steer

truck with a tridem drive axle group, the interaxle

spacing

(

i) from a steering axle to an adjacent axle group

is less than 3 metres;

(ii) from a twin steer or any other steering axle

group to an adjacent axle group exceeds

5 metres;

(ii) by adding the following after clause (f):

(f.1) in the case of a vehicle having a tridem drive axle

group, other than a twin steer truck with a tridem

drive axle group, on a primary highway the gross

weight on the tridem drive axle group exceeds

23 000 kilograms;

(f.2) in the case of a twin steer truck with a tridem drive

axle group on a primary highway, the gross weight

on the tridem drive axle group exceeds the weights

outlined in the following table:

Section 12 is amended

(ii) one sign being displayed at the extreme rear

of the vehicle or its load, whichever is further

to the rear, in such a manner that the sign is

clearly visible to traffic approaching from the

rear;

(

b) in subsection (4) by striking out "Schedules 2 and 3"

and substituting "Schedules 2, 3, 3.1, 3.2 and 3.3".

Section 16 is amended

(

a) in subsection (4)(

a) by striking out "Schedule 4 or 5"

and substituting "Schedule 4, 5, 5.1 or 5.2";

(

b) in subsection (5) by striking out "Schedule 4" and

substituting "Schedule 4, 5.1 or 5.2";

(

c) in subsection (11) by striking out "Schedules 4 and 5"

and substituting "Schedules 4, 5, 5.1 and 5.2".

Schedule 2 is amended

(

a) by repealing the sign before

section 1 and

substituting the following:

(

b) in

section 1 by striking out "2.45 metres" and

substituting "2.40 to 2.45 metres".

13 The following is added after

Schedule 3:

Alternate Sign for Overdimensional Loads (SMALL D)

1 The sign or rigid area must be 1.80 metres by 0.3 metres.

2 The letter "D" must be white in colour and must be 20 centimetres

high, Series E.

3 The white portions of the sign or rigid area must be white in colour

with a good reflective quality.

4 The red portions of the sign or rigid area must be red in colour and

painted with the transparent red paint used for stop signs.

Schedule 3.2

Alternate Sign for Overdimensional

Loads (OVERSIZED)

1 The panel size must be 1.80 to 2.45 metres by 0.3 metres.

2 The lettering must be black on a yellow background.

3 The lettering "OVERSIZE LOAD" must be 20 centimetres high,

Series C, or 4 centimetre stroke, 28 centimetres high.

Schedule 3.3

Alternate Sign for Overdimensional Loads (WIDE)

1 The panel size must be 1.80 to 2.45 metres by 0.3 metres.

2 The lettering must be black on a yellow background.

3 The lettering "WIDE LOAD" must be 20 centimetres high, Series

C, or 4 centimetre stroke, 28 centimetres high.

Schedule 4 is repealed and the following is substituted:

Sign for Pilot and Trail Vehicles

This sign is designed to be mounted on a vehicle top, carriers or an

equivalent surface. It has 2 positions: upright when in use and folded

flat on the carrier when not in use.

Specifications

1 BOX - must be 180 centimetres by 35 centimetres by

10 centimetres and constructed of non-corroding shiny metal such as

aluminum, stainless steel, or mild steel with inside and outside surfaces

of baked white enamel or a white reflective coating. The box must

shelter all wire connectors, switches, flashers, etc.

2 LAMPS INSIDE THE BOX - 8 lamps must be mounted in the box

and spaced to give even lighting of the sign background, or

alternatively the lighting inside the box may be as follows:

(

a) two sealed headlamps mounted at either end of the box and

facing each other,

(

b) LED strip lighting of a brightness and location to give even

lighting of the sign background. The sign box may be less

than 10 centimetres deep if equipped with interior LED strip

lighting, or

(

c) self-illuminating uniform lighting having, during night time,

luminance output not exceeding 100 candela per square

metre.

3 SIGN - must be 3 millimetres thick with a white plexiglass

background with red bars painted with transparent red paint. The letter

"D" must be white in colour and must be 20 centimetres high, Series E.

4 OUTBOARD LIGHTS - must consist of two 175-millimetre

Alternate Sign for Pilot and

Trail Vehicles (WIDE)

This sign is designed to be mounted on a vehicle top, carriers or an

equivalent surface. It has 2 positions: upright when in use and folded

flat on the carrier when not in use.

Specifications

1 BOX - must be 180 centimetres by 35 centimetres by

10 centimetres and constructed of non-corroding shiny metal

such as aluminum, stainless steel, or mild steel with inside and outside

surfaces of baked white enamel or a white reflective coating. The box

must shelter all wire connectors, switches, flashers, etc.

2 LAMPS INSIDE THE BOX - 8 lamps must be mounted in the box

and spaced to give even lighting of the sign background, or

alternatively the lighting inside the box may be as follows:

(

a) two sealed headlamps mounted at either end of the box and

facing each other,

(

b) LED strip lighting of a brightness and location to give even

lighting of the sign background. The sign box may be less

than 10 centimetres deep if equipped with interior LED strip

lighting, or

(

c) self-illuminating uniform lighting having, during night time,

luminance output not exceeding 100 candela per square

metre.

3 SIGN - must be 3 millimetres thick plexiglass with yellow

background and black letters. The lettering "WIDE LOAD" must be 20

centimetres high, Series C, or 4 centimetre stroke, 28 centimetres high.

4 OUTBOARD LIGHTS - must consist of two 175-millimetre

(minimum) amber lights with reflectors, rated at 12.5 volts, 3 amps and

0.50 candela with a rated life of 300 hours.
