Interpretation Act Civil Service Act Housing Nova Scotia Act

OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated October 23, 2013, and pursuant to Sections 7, 17A and 88 of

Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act ,

Section 18 of

Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the

Interpretation Act ,

Section 10 of

Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act , and Sections 3,4, and 5 of

Chapter 213 of the Revised Statutes of Nova Scotia, 1989, the Housing Nova Scotia Act , is pleased to, effective October 23, 2013: (

a) revoke the appointment of Margaret MacDonald as Deputy Minister of the former Treasury Board Office; (

b) revoke the appointment of Laura Lee Langley as Deputy Minister of Communities, Culture and Heritage; (

c) revoke the appointment of Elizabeth Cody as Deputy Minister of Finance; (

d) revoke the appointment of Kelliann Dean as Public Service Commissioner and Deputy Minister of Seniors; (

e) revoke the appointment of Kevin McNamara as Deputy Minister of Health and Wellness; (

f) revoke the appointment of Carole Olsen as Deputy Minister of Education; (

g) revoke the appointment of Sara Jane Snook as Deputy Minister of Environment; (

h) revoke the appointment of Kevin Malloy as Deputy Minister of Service Nova Scotia and Municipal Relations; (

i) appoint Margaret MacDonald as Deputy Minister of Finance and Treasury Board; (

j) appoint Laura Lee Langley as Public Service Commissioner; (

k) appoint Elizabeth Cody as Deputy Minister of Environment; (

l) appoint Kelliann Dean as Deputy Minister of Communities, Culture and Heritage and prescribe that her duties include responsibility for

Part I of the Gaming Control Act; (

m) revoke the approval for the Minister of Community Services to engage Robert Wood as President and Chief Executive Officer of Housing Nova Scotia; (

n) approve the Minister of Community Services engaging Kevin Malloy as President and Chief Executive Officer of Housing Nova Scotia, upon the following terms and conditions: (

i) the salary of Kevin Malloy shall be at such rate as may be determined by the Deputy Minister of the Office of the Premier in accordance with the Senior Officials Pay Plan; (ii) Kevin Malloy shall receive such benefits as may be determined by the Deputy Minister of the Office of the Premier including participation in the Province of Nova Scotia Long Term Disability Plan; (

o) approve the direction and delegation by the Minister of Community Services with respect to the administration and management of Housing Nova Scotia that the function of President and Chief Executive Officer of Housing Nova Scotia shall be discharged by Kevin Malloy; (

p) amend paragraph (

a) of Order in Council 81-1097G dated August 28, 1981, as amended, respecting the retirement of senior public servants by adding “Kevin Malloy” to the special class of persons listed therein; (

q) designate Margaret MacDonald, Elizabeth Cody and Kelliann Dean as deputy heads within the meaning of the Civil Service Act ; (

r) fix and determine the salaries of Margaret MacDonald, Laura Lee Langley, Elizabeth Cody, and Kelliann Dean to be at such rate as may be determined by the Deputy Minister to the Office of the Premier in accordance with Senior Officials Pay Plan as it applies to Deputy Ministers; (

s) direct that Margaret MacDonald, Laura Lee Langley, Elizabeth Cody, and Kelliann Dean shall receive all customary benefits associated with the position of deputy head including participation in the Province of Nova Scotia Long Term Disability Plan and such other benefits as may be determined by the Deputy Minister to the Office of the Premier.
