Schedule 1

1 Book I (General) of the British Columbia Building Code established by the British Columbia Building Code Regulation, B.C. Reg. 264/2012, is amended as set out in this schedule.

Division 1 – Changes to Division A

2 Clause 1.2.1.1.(1)(

b) of Division A is repealed and the following substituted:

b) using alternative solutions, accepted by the authority having jurisdiction under

section 2.3 of Division C, that will achieve at least the minimum level of performance required by Division B in the areas defined by the objectives and functional statements attributed to the applicable acceptable solutions (see Appendix A).

3 Sentence 3.2.1.1.(1) is amended in the list of functional statements by adding the following:

F83 To control the amount of water a plumbing fixture will use.

F84 To control the flow of water to a plumbing fixture or outlet.

F85 To minimize thermal loss or gain.

F86 To minimize the use of energy for building systems.

4) A ceiling membrane is permitted to be assigned a fire-resistance rating on the basis of Assembly Number M1 or M2 in Table A-9.10.3.1.B.

7 Sentence 3.1.9.5.(1) is amended by adding “ or Sentence 3.1.7.1.(4) ” after “ Appendix D ”.

8 Sentence 3.2.1.1.(7) is amended by striking out “ (See A-3.2.1.1.(3) in Appendix A.) ” and substituting “ (See Figure A-3.2.1.1.(3)-D in Appendix A.) ”.

Article 3.2.2.50. is amended

(

a) by repealing Sentence (1) and substituting the following:

1) A building classified as Group C is permitted to conform to Sentence (2) provided

a) except as permitted by Sentences 3.2.2.7.(1) and 3.2.2.18.(2), the building is sprinklered throughout,

b) it is not more than 6 storeys in building height ,

c) it has a maximum height of less than 18 m measured between grade and the uppermost floor level of the top storey , and

d) it has a building area not more than

i) 7 200 m 2 if 1 storey in building height ,

ii) 3 600 m 2 if 2 storeys in building height ,

iii) 2 400 m 2 if 3 storeys in building height ,

iv) 1 800 m 2 if 4 storeys in building height ,

v) 1 440 m 2 if 5 storeys in building height , or

vi) 1 200 m 2 if 6 storeys in building height . , and

(

b) in Sentence (3) by striking out “ Subclause 3.2.2.50.(1)(d)(

v) or (vi) ” and substituting “ Subclause (1)(d)(

v) or (vi) ”.

10 Sentence 3.3.1.13.(3) is amended by striking out “ Sentence 3.8.3.3.(3). ” and substituting “ Clause (10) (c). ”.

11 Clause 3.8.2.3.(1)(

b) is amended by striking out “ access ” and substituting “ access ”.

12 Sentence 3.8.3.3.(2) is amended by striking out “

Article 3.4.6.4. ” and substituting “

Article 3.4.6.5. ”.

13 Sentence 3.8.3.5.(4) is repealed and the following substituted:

4) Power operation that functions for passage in both directions shall be provided for all doors in an accessible path of travel at the exterior accessible entrances to

a) a hotel,

b) a Group B, Division 2 major occupancy , and

c) any of the following that is more than 500 m 2 in area:

i) an assembly occupancy ,

ii) a business and personal services occupancy ,

iii) a care occupancy , and

iv) a mercantile occupancy .

14 Sentence 3.8.4.1.(1) is amended by striking out “ Sentences (2) and (3) ” and substituting “ Sentence (2) ”.

Article 6.2.1.4. is amended by repealing Sentence (2) and substituting the following:

2) For the purposes of Clause (1)(c),

section 3.1 of CAN/CSA-B365-M, “Installation Code for Solid-Fuel-Burning Appliances and Equipment,” shall be read as though that

section included the following paragraph:

(a.1) an alternative safety approach under which a solid-fuel-burning boiler is accepted for use under

section 10 of the Safety Standards Act.

16 Sentence 9.9.6.7.(2) is amended by striking out “ Sentence 3.8.3.3.(3) ” and substituting “ Clause 3.3.1.13.(10)(c) ”.

Article 9.10.14.3. is amended

(

a) in Sentence (1) by adding “ as provided in Sentence (2) and except ” after “ Except ”, and

(

b) by adding the following Sentence:

2) Except for the purpose of applying Sentences 9.10.14.4.(2), (3), (8) and (9) and Sentences 9.10.14.5.(3), (8) and (12), a limiting distance equal to half the actual limiting distance shall be used as input to the requirements of this Subsection, where

a) a building for which a building permit was applied for before December 20, 2014 is or is proposed to be located in a subdivision for which a subdivision plan was registered in a land title office before December 20, 2013,

b) there is no fire department or the fire department is not organized, trained and equipped to meet the needs of the community, and

c) the building is not sprinklered .

Article 9.10.15.3. is amended

(

a) in Sentence (1) by adding “ as provided in Sentence (2) and except ” after “ Except ”, and

(

b) in Sentence (2) by striking out “ Despite Sentence (1), except for the purposes ” and substituting “ Except for the purpose ”.

19 Sentence 9.23.6.1.(3) is amended by striking out “ and ” after “ not greater than 1.2 ” and substituting “ or ”.

20 Table 9.32.3.3.B. is amended by striking out “ Minimum Exhaust Rate ” and substituting “ Minimum Exhaust Rate, l/s ”.

Article 9.33.5.2. is amended by repealing Sentence (2) and substituting the following:

2) For the purposes of Clause (1)(c),

section 3.1 of CAN/CSA-B365-M, “Installation Code for Solid-Fuel-Burning Appliances and Equipment,” shall be read as though that

section included the following paragraph:

22 Clause 9.36.2.19.(3)(

a) is amended by striking out “ Articles 9.36.2.16. and 9.36.2.17. ” and substituting “ Articles 9.36.2.15. and 9.36.2.16. ”.

Article 10.3.1.2. is repealed and the following substituted:

10.3.1.2. Fixture Efficiency

1) Except as required by Sentence (2), the flush cycle for the installation of a water closet or urinal must not exceed the flush cycle listed for that fixture in Table 10.3.1.2.(1).

Notes to Table 10.3.1.2.(2):

(1) A water closet with a dual flush cycle of 4.1 L or less and 6.0 L complies with this requirement.

3) The water supply to urinal flush tanks equipped for automatic flushing shall be controlled with a timing device in order to limit operation to the period during which the building is normally occupied.

Division 4 – Changes to Appendix A of Division B

24 Appendix A of Division B is amended by repealing Appendix Note A-3.1.9.1.(1)(

b) and substituting the following:

A-3.1.9.1.(1)(

b) Cast in Place Penetrations. The intention behind the term “cast in place” is to reinforce that there are to be no gaps between the building service or penetrating item and the membrane or assembly it penetrates. The term “cast in place” describes a typical means of fire stopping for a service penetration through a concrete slab or wall.

A-3.1.9.1.(1)(

c) Tightly Fitted Penetrations. The intention behind the term “tightly fitted” is to reinforce that there are to be no substantial gaps between the building service or penetrating item and the membrane or assembly it penetrates.

28 Sentence 2.3.1.2.(1) in Division C is amended by striking out “ an ” before “ a person ”.

4 Sentence 1.4.1.2.(1) is amended by adding the following defined terms:

Registered professional means

• a person who is registered or licensed to practise as an architect under the Architects Act, or

• a person who is registered or licensed to practise as a professional engineer under the Engineers and Geoscientists Act.

Registered professional of record means a registered professional retained to undertake design work and field reviews in accordance with Subsection 2.2.7. of Division C of Book I (General) of this Code.

Division 2 – Changes to Division C

5 Sentence 2.3.1.2.(1) in Division C is amended by striking out “ an ” before “ a person ”.
