B.C. Reg. 124/2014 , deposited June 23, 2014, under the GREENHOUSE GAS REDUCTION TARGETS ACT [section 12]. Order in Council 391/2014, approved and ordered June 20, 2014.

On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and consent of the Executive Council, orders that,

(

a) effective July 1, 2014,

(

i) the Carbon Neutral Government Regulation, B.C. Reg. 392/2008, is amended as set out in the attached Appendix 1, and

(ii) the Emission Offsets Regulation, B.C. Reg. 393/2008, is amended as set out in the attached Appendix 2, and

(

b) effective January 1, 2015, the Carbon Neutral Government Regulation, B.C. Reg. 392/2008, is amended as set out in the attached Appendix 3.

Appendix 1

Section 7 of the Carbon Neutral Government Regulation, B.C. Reg. 392/2008, is repealed and the following substituted:

Emission offsets

(1) A public sector organization, other than the government, that is required to apply emission offsets in order to be carbon neutral must do so by requesting that the minister apply the emission offsets on behalf of the public sector organization.

(2) If the government is required to apply emission offsets in order to be carbon neutral, the minister must apply the emission offsets on behalf of the government.

Appendix 2

Section 1 (1) of the Emission Offsets Regulation, B.C. Reg. 393/2008, is amended by repealing the definition of “director” and substituting the following:

“director” means the government employee designated in writing by the minister as director for the purposes of this regulation; .

2 Sections 8 (

b) and 10.1 (5) are amended by striking out “ Pacific Carbon Trust ” and substituting “ government ”.

Section 9 (3) is repealed.

Section 10.1 (6) is amended

(

a) by adding “ and ” at the end of paragraph (a),

(

b) by striking out “ , and ” at the end of paragraph (

b) and substituting “ . ”, and

(

c) by repealing paragraph (c).

Appendix 3
