21 Tuesday, April 20 th , 2010 The House met at 1:30 o’clock in the afternoon pur suant to adjournment. The Member for Cartwright – L’Anse au Clair (Ms. J ones) made a Statement to congratulate the Port Hope Simpson and Mary’s Harbo ur Junior Canadian Ranger Patrols which won the first and second place awards at the JCR Provincial Air Rifle Marksmanship Competition and to recognize Maria Rus sell and Daniel Johnson the individual winner and runner-up respectively. The Member for Kilbride (Mr. Dinn) made a Statemen t to recognize Bishop’s College on its 50 th anniversary. The Member for St. John’s East (Mr.

Buckingham) ma de a Statement to congratulate Phillipa Gosine, a pupil at Gonzaga Hi gh School, for her success in academic and extra-curricular activities in the past year. The Member for Bellevue (Mr. Peach) made a Stateme nt to recognize Mrs. Barbara Barrett of Arnold’s Cove a long time volunteer in her community. The Honourable the Minister of Innovation, Trade a nd Rural Development (Mr. Skinner) made a Statement to congratulate represent atives of the Province’s craft industry for their contribution to the community and the economy.

The Honourable the Minister of Intergovernmental A ffairs and Minister Responsible for the Voluntary and Non-Profit Sector (Mr. Denine) made a Statement to recognize the contribution of the volunteer and non-profit sectors to the Province. The Honourable the Minister of Finance and Preside nt of Treasury Board (Mr. Marshall) in accordance with

section 26(4) of the Financial Administration Act , tabled copies of the following Orders in Council relating to the funding pre-commitments: (

a) Order in Council 2010-098 which authorized the Department of Justice to pre-commit up to $75,000 against its budgetary appropriations for 2010-11 for the purpose of engaging Mr. John Cummings to co mplete a comprehensive review of the provisions and operatio n of the Access to Information and Protection of Privacy Act , as required by

section 74 of that Act; (

b) Order in Council 2010-099 which authorized the Department of Health and Community Services to pre-commit $1,870,000 against its budgetary appropriations as follows: 2010-11 - $440,000, 2011-12 - $440,000, 2012- 13 - $330,000, 2013-14 - $330,00, 2014-15 - $253,00 0, and 2015-16 - $77,000;

c) Order in Council 2010-101 which authorized the Department of Transportation and Works to pre-commit funding agai nst its budgetary appropriations as follows: (i) $39.5 million for new projects, including the federal share of stimulus program projects, and additional funding of $10.5 m illion to complete carryover work from 2009-10 under the 2010-11 Provi ncial Roads Improvement Program for a program total of $60 mill ion.

Authority is also provided for a pre-commitment of $10 million agains t the 2011-12 appropriation to complete any carry-over work from 2010-11; (ii) $35.7 million in 2010-11 to complete carry-o ver projects and $25.0 million in 2011-12 for new widening and hard surfac ing projects on Phase I of the Trans Labrador Highway; (iii) $10.3 million in 2010-11 to complete carry- over projects for the construction of Phase III of the Trans Labrador Hig hway between Happy Valley-Goose Bay and Cartwright; (iv) $2.0 million for carry-overs and $28.0 milli on for new projects in 2010- 11, and $12.5M in 2011-12 for new projects in the M ajor Infrastructure Component of the Building Canada Fund: (v) $2.0 million in 2010-11, $9.0 million in 2011 -12 and $6 million in 2012- 13 for replacement of the Placentia Lift Bridge and Kenmount Road Overpass under the Building Canada Fund; (vi) $7.7 million in 2010-11, $2.1 million in 201 1-12 and $4.8 million in 2012-13 under the Canada Strategic Infrastructure F und for construction of the Conception Bay South Bypass and completion of construction of the Torbay Bypass; (vi) $15 million in 2011-12 for construction of t he Team Gushue Highway; (

d) Order in Council 2010-103 which authorized the Department of Education to pre-commit funding in the amount of $10,000,000 against its 2010-11 budgetary appropriations to facilitate the early co mmencement and completion of major maintenance/building envelope projects.

23 Tuesday, April 20 th , 2010 The Honourable the Speaker (Mr. Fitzgerald), in co mpliance with the Public Tender Act , tabled the Report of the Public Tender Exceptions for the months of December, 2009 and January and February, 2010. By leave, the Member for St. Barbe (Mr. Young) gav e notice that he would on tomorrow move the following Resolution: “WHEREAS the Provincial Government, on June 5 th last year, released “Oceans of Opportunity”, a five-year, $28 million strategy to expand our Province’s ocean technology sector; AND

WHEREAS Newfoundland and Labrador’s ocean technology secto r is a cluster of more than 50 world-class institutions, c ompanies and industry organizations which are harnessing the power of innovation and en trepreneurship to achieve the common goal of growing the industry’s value by 600 per cent to $1 billion with more than 6,600 employees by 2015; AND

WHEREAS this strategy builds on the Province’s investments in the School of Ocean Technology at the Fisheries and Marine Ins titute of Memorial University to advance technology transfer and applied research in ways that provide opportunities for both our graduates and our Province to take a leadership role in this sector; AND

WHEREAS this strategy includes provisions for the Ocean Te chnology Development Fund with components to advance the wor k of private sector enterprises, post-secondary institutions and industry associatio ns; International Marketing Assistance; the Polaris Program; Business Incubatio n; and the Northwest Atlantic Ocean Observation System Partnership; THEREFORE

BE IT RESOLVED that this Honourable House expresses confidence in the Government’s initiative to positi on Newfoundland and Labrador as a global leader in ocean technology by putting into a ction “Oceans of Opportunity: Newfoundland and Labrador’s Ocean Technology Strategy”. 26 Tuesday, April 20 th , 2010 Pursuant to order and on motion debate continued o n the amendment to the Budget motion (being a non-confidence motion) and o n motion debate was adjourned for further debate on tomorrow. It was moved and seconded that when the House rose it would adjourn until tomorrow, Wednesday, April 21 st at 2:00 o’clock in the afternoon. On motion the House then adjourned accordingly.
