1 The Alfalfa Seed Commission Regulation (AR 223/2009)

is amended by this Regulation.

Section 9 is amended by striking out "July 31, 2024" and

substituting "July 31, 2031".

Wildlife Act

WILDLIFE (2024 HUNTING SEASON - MINISTERIAL)

AMENDMENT REGULATION

on July 10, 2024 pursuant to sections 12, 23 and 103 of the Wildlife Act.

1 The Wildlife Regulation (AR 143/97) is amended by this

Regulation.

Section 26 is amended by adding the following after

subsection (1.1):

(1.2) Notwithstanding subsection (1.1), if a resident holds the

equivalent of a resident licence in another Canadian jurisdiction, the

resident is eligible to obtain or hold a licence whose name includes

the term "resident" in Alberta if the licence issued in the other

jurisdiction was obtained as a result of the resident being a member

or a former member of the Canadian Armed Forces.

Section 30 is amended

(

a) in subsection (3) by striking out "antlered elk, antlered

mule deer, antlered moose, trophy sheep, trophy antelope or

turkey" and substituting "antlered elk, antlered mule deer,

antlered white-tailed deer, antlered moose, trophy sheep,

trophy antelope, mountain goat, cougar, bison or turkey";

(

b) in subsection (5) by striking out "Subject to subsection

(5.1), a quota" and substituting "A quota";

(

c) in subsection (6) by striking out "A WMU 300" and

substituting "A resident WMU 300";

(

d) by adding the following after subsection (14):

(14.1) A non-resident alien unguided game bird licence

(

a) is valid in up to any 3 wildlife management units with

open game bird seasons for a total of 7 continuous days,

and

(

b) may be held twice by a person in a fiscal year.

(

e) in subsection (16) by striking out "Strathcona" and

substituting "WMU 248".

Section 31 is amended

(

a) in subsection (3)(i)(ii) by striking out "a WMU 300"

and substituting "a resident WMU 300";

(

b) by adding the following after subsection (13):

(13.0001) A resident who participates in a lottery in respect of a

special licence authorizing the hunting of big game of a

particular class or type and who fails to obtain a licence as a

result of that lottery may obtain or hold an allocated licence in

respect of that class or type of big game.

(

c) by adding the following after subsection (16):

(16.001) Notwithstanding subsection (16), a resident does not

become ineligible to apply for participation in a lottery in respect

of a special licence authorizing the hunting of big game of a

particular class or type by reason only of obtaining or holding an

allocated licence in respect of that class or type of big game, but

in no case shall a resident hold both an allocated licence and a

special licence issued through a lottery in respect of that

particular class or type of big game.

5 The following is added after

section 54:

Allocation process for certain resident licences

54.00001(1) In this section, "applicable licences" means resident

licences of a particular class or type authorizing the hunting of big

game, whether generally or in a particular area.

(2) If the number of applicable licences to be issued in any one

fiscal year is to be limited, the Minister may issue a permit,

comprising an allocation known as an "applicable licence

allocation", which allocates a portion of the applicable licences

under a process established by the Minister that involves

(

a) applications to the Minister,

(

b) tenders or bids, or

(

c) any other procedure or combination of procedures decided by

the Minister.

(4) The Minister may issue an applicable licence allocation only to an

outfitter (big game) and a resident trophy sheep special licence

allocation only to a Class S outfitter.

Section 58 is amended by adding the following after

subsection (1):

(1.0001) A Class S outfitter permit authorizes its holder

(

a) to enter into a contract with a resident for the provision to

that individual of guiding services respecting the hunting by

that individual of big game under an allocated licence, and

permit, for a licence on that individual's behalf authorizing

that hunting.

Section 59 is amended by adding the following after

subsection (1):

(1.001) A Class T outfitter permit authorizes its holder

(

a) to enter into a contract with a resident for the provision to

that individual of guiding services respecting the hunting by

that individual of big game, except trophy sheep, under an

allocated licence, and

permit, for a licence on the resident's behalf authorizing that

hunting.

Section 103.1(2) is amended by striking out "section

103(1)" wherever it occurs and substituting "section

103.02(1)".

Section 130 is amended

(

a) in subsection (2.001) by striking out "under subsection

(1)" and substituting "under subsection (2)";

(

b) by repealing subsection (4) and substituting the

following:

(4) Subject to subsection (4.01), where a person kills a cougar

(

a) that was hunted in accordance with a

section 7(8)

exemption, the person shall, within one week after the

killing,

(

i) personally submit a report to the Service, and

(ii) deliver the skull and the skin to the Service or a

person designated by the Director of Wildlife,

(

b) under an allocated licence, the person shall, not later

than the end of the 5th business day of the Service after

the animal was killed,

(

i) personally submit a report to the Service, and

(ii) deliver the skull and skin to the Service or a person

designated by the Director of Wildlife,

(

c) under any other circumstances, the person shall

(

i) personally submit a report to the Service at the

telephone number or email address provided by the

Service within 24 hours of the animal being killed,

and

(ii) deliver the skull and the skin to the Service at a

location designated by the Director of Wildlife or

to a person designated by the Director of Wildlife

not later than the end of the 5th business day of the

Service after the animal was killed.

Section 131 is amended by renumbering it as

section

131(1) and by adding the following after subsection (1):

(2) Where an appointed officer or wildlife guardian is unable to, or

it is not feasible to, retain the whole or any part of the delivered

wildlife at the time of delivery under

section 130, the Minister may

require the person delivering the wildlife to resubmit, at a later date,

the whole or any part of the delivered wildlife to the Service to

enable an appointed officer or wildlife guardian to retain any part of

the delivered wildlife.

11 The following is added after

section 153.3:

Repeal

153.4 Sections 31(13.0001) and (16.001), 54.00001, 58(1.0001),

59(1.001), footnote 4.001 of Table 1E and rows 1.0001 and 13.0001

of Table 4 of

Schedule 15 are repealed on March 31, 2025.

Section 1(1) of the Schedules is amended

(

a) in clause (

m) by striking out "six point elk" and

substituting "six-point elk";

(

b) in clause (

n) by striking out "three point elk" and

substituting "three-point elk".

Schedule 8 is amended in

Part 1

(

a) in item 33 by striking out "Resident Strathcona" and

substituting "Resident WMU 248";

(

b) in item 66.1 by adding "guided" after "Non-resident

DATE EXTENSION) AMENDMENT REGULATION
