those taxes and the Town of Bruderheim, upon collecting those taxes,

penalties and costs must pay them to Lamont County, and

(

c) the assessor for the Town of Bruderheim must assess, for the purpose of

This name commemorates Thomas W. Trotter (1904-1993). Tom Trotter was born in

Aylmer, Ontario and came with his family to Alberta in 1905. He was a pioneer in

Alberta's oil industry, working as a laboratory researcher and production foreman at

Turner Valley and he made significant contributions to the province's oil and natural

gas sector. He was also an avid outdoorsman, a skilled horseman, big game hunter

and fisherman and spent considerable time in the Highwood Pass region. He was

known for his advocacy for sound management practices and conservation of the

province's natural environment, particularly that of the region now known as

Kananaskis Country. The name was proposed by the Kananaskis Country naming

officer. The creek flows off the west face of Mount Arethusa and progresses south-

easterly for approximately 3.25 km before entering Storm Creek.

Grizzly Creek

W) Approximately 28 km north-west of Whitecourt.

From its point of origin, this creek flows for approximately 16.5 km in a generally

south-westerly direction until it enters the Sakwatamau River approximately 28 km

north-west of the Town of Whitecourt. In 1998, an application was received

requesting that the creek be officially named to aid in navigation and mapping in the

region. Field research found that the creek was known as Grizzly Creek by the local

population. The name is a reference to the grizzly bear (Ursus arctos horribilis) and

likely refers to historic sightings of grizzly bears along the course of the water feature.

publication in Alberta Gazette, the Minister of Culture and Community Services

intends to make an Order that the site known as the:

St. Jean Baptiste Church and Rectory, together with the land legally described as:

All that portion of the north west quarter of

section twenty seven (27) township

seventy seven (77) range twenty one (21) west of the fifth meridian, described as

follows: Commencing at the south west corner of the said quarter

section thence east

along the south boundary fifty five (55) meters, thence north and parallel to the west

boundary two hundred twenty two (222) meters thence west and parallel to the south

boundary to intersection with the west boundary, thence south along the west

boundary to point of commencement, containing 1.221 hectares (3.02 acres) more or

less.

Excepting thereout all mines and minerals

and municipally located in the Municipal District of Smoky River No. 130, Alberta be

designated as a Provincial Historic Resource under

section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The heritage value of St. Jean Baptiste

Church and Rectory lies in its association with the attempts by Roman Catholic clergy

to create a Franco-Catholic enclave in northern Alberta. It also possesses heritage

value for its rarity as a two and one half-storey log building serving the dual purposes

of church and residence.

In 1909, the Dominion government established a land office at Grouard and began to

subdivide the vast lands of the Peace River country into townships. Bishop Emile

Grouard perceived the opening of the region for settlement as an opportunity to

establish a robust francophone Catholic presence in northern Alberta. Grouard

appointed Fr. Jean-Baptiste Giroux to act as a special colonization agent for the

project on behalf of the Missionary Oblates of Mary Immaculate and dispatched his

charge to spread the Good News of the Peace Country in the winter of 1911 and 1912

to francophone communities in Quebec, New England, and Minnesota. Some 35

families responded to the call and were shepherded to their new home by Fr. Giroux

and his assistant, Fr. Constant Falher. The settlers formed the nucleus of the district

of Donnelly-Falher situated between Lake Kimiwan and the Smoky River. By 1914,

the region's population had grown to almost 300 people, the overwhelmingly majority

of whom were francophone and Catholic. Father Marie Dreau was the first resident

priest to serve the community. In 1914, Br. Augustin Dumas, designer and builder of

the St. Bernard Church in Grouard, supervised a host of volunteers who erected a

two-storey log building to function as both St. Jean Baptiste church and a rectory for

Fr. Dreau. With a new influx of francophone settlement in the district following the

arrival of the Edmonton Dunvegan and British Columbia Railway in 1915, the church

population continued to grow. By 1919, a new church had been constructed to

accommodate the growing population and St. Jean Baptiste Church and Rectory was

adapted for use as a private residence.

St. Jean Baptiste Church and Rectory embodies a rare marriage of substantial log

construction with dual functionality. There are few log churches still extant in

Alberta and those that remain are typically simple, single storey buildings. Even

fewer in number are log buildings that served as religious housing. With its two and

one half storeys and full dovetail notching, the church represents a scale and

craftsmanship uncommon among log churches. Its added distinction as an early and

rare combined priest's residence and place of worship marks the St. Jean Baptiste

Church and Rectory as a rare and significant building.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

Notice is hereby given that sixty days from the date of service of this Notice and its

publication in Alberta Gazette, the Minister of Culture and Community Services

Canadian Bank of Commerce Manager's Residence, together with the land legally

described as:

Plan 2325P Block 14 the south west half of Lot 9 and all of Lot 10

Excepting thereout all mines and minerals

and municipally located at 2419 - 20th Street in Nanton, Alberta be designated as a

Provincial Historic Resource under

section 20 of the Historical Resources Act, RSA

2000 cH-9.

The reasons for the designation are as follows: The heritage value of the Canadian

Bank of Commerce Bank Manager's Residence lies in it being an excellent example

of a Craftsman style home. This style was a popular for middle- and professional-

class residences in the pre-World War I period.

As a service centre for the region's ranching and farming sectors, the community of

Nanton attracted many businesses and services. In 1904, the Bank of Commerce

established a branch in Nanton. In December 1906, C. F. A. Gregory, of Barrie,

Ontario, became the manager of the Nanton branch. In 1909, he had an impressive

Craftsman style home built in town. When Gregory was transferred to Winnipeg in

1911, the house was sold to the bank, which used it as a manager's residence until the

mid-1970s.

The Craftsman style became popular in the United States around the turn of the

twentieth-century. Like the larger Arts and Crafts movement, the Craftsman style was

a reaction to the increasing industrialization and mechanization of society. The style

was popularized by American designer and furniture manufacturer Gustav Stickley in

his publication The Craftsman, in which he lauded the Arts and Crafts movement and

extolled the virtues of natural materials and the benefits of craft-labour over the

efficiencies of machinery and mass produced products. Craftsman style homes

contained copious quantities of interior woodwork, such as exposed ceiling beams

and high quality millwork; custom-fit, built-in shelving and cabinetry; built-in

seating, often with under seat storage, stone or petrified wood fireplaces; stone

foundations; variegated exterior finishing; and exposed eaves and rafter ends. The

Arts and Crafts style was also influenced by Oriental design styles and ethos.

Similarly, many Craftsman bungalows had a Japanese aesthetic, which was

communicated through low-slung roofs, an overall horizontal orientation, pergolas

and stylized balcony pillars and rafter ends. The Craftsman style melded well with

the bungalow design, which emphasized domesticity, family-life and harmony.

Bungalows tended to be modest in size and usually featured open-floor plans with

wide archways between rooms; large sitting rooms with fireplaces; a clear

demarcation between public and private space, large verandas, and occasionally

developed half-storeys.

The Bank Manager's Residence communicates many Craftsman values and motifs.

There is a high emphasis on natural materials, and craftsmanship, from the sandstone

foundation, fieldstone veranda pilings and chimney to the interior wood work, such as

the baseboards, wainscoting, window and door frames and wood strip floor. Entry to

the house is through a wide wooden door with a lattice paned window, flanked by

four-over-one paned windows. The interior features an open floor plan with wide,

wood-trimmed archways, some with sliding pocket doors, defining the living room,

dining room and study, and a usable upper half-storey. High quality, built in cabinetry

and shelving, most with latticed glass doors, are present in the living room and dining

room and the living room features a large fireplace. From the street, the residence's

gently-sloped gable roof and the horizontal orientation of the front veranda,

decorative beams and wide, shed-roofed dormer window, give the one and one-half-

storey residence a low profile. The house also communicates a Japanese aesthetic

through its tapered veranda pillars, which are echoed in the fenestration trim; the

stylized design of the exposed eaves, rafter and beam ends and veranda brackets; the

low-sloping, shed roofs on the dormer and side windows; the slight curvature of the

main roof edge; and the use of lattices in the windows and the veranda railings.

Altogether, these elements effectively set the house as being an excellent example of

the Craftsman style.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

1. National Instrument 31-103 Registration Requirements, Exemptions and

Ongoing Registrant Obligations is amended by this Instrument.

Section 1.1 is amended by

a) adding the following after the definition of "IIROC":

"IIROC Provision" means a by-law, rule, regulation or policy of IIROC named in

Appendix G, as amended from time to time;, and
