Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary - FMC - Power Plant Expansion and Cogeneration Initiative -

Construction Management Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Contract increase reasons were reported to Alberta Gazette in

2020/21 Q1 for an increase of $8,692,455; in 2022/23 Q2 for an increase of

$7,602,274.22; in 2022/23 Q3 for an increase of $2,614,033.68; in 2022/23 Q4 for an

increase of $259,191.88; current increase for 2023/24 Q1 is $200,847.76.

To ensure the successful connection of the new construction to the exiting facility,

additional structure supports for high pressure steam line and louvers, modifications

to an air compressor, and tie-point relocations were required.

There was also addition of pavers for the roof level cable tray that was added to the

contract as the layout, quantity, details, and coordination for these pavers was missing

from the contract documents.

Contract percent is cumulative.

Reason for Increase: Previously reported increase of $37,558,240 in Alberta Gazette

2022-23 Q3 was for additional design and construction work at foundations and

structure, and re-sequencing of construction activities, required due to unforeseen site

conditions. Additional underpinning work was required for the existing building in

the vicinity. This quarter increase report of $9,441,760 is to fund additional changes

needed for operational occupancy. Contract percent is cumulative.

Reason for Increase: Contract increase reasons were reported to Alberta Gazette in

2019/20 Q1 for a total increase of $14,905,000.00; in 20/21 Q4 for an additional

$8,095,000.00; 2022/23 Q3 for an additional increase of $1,500,000.00.

Since the last increase, changes were required in the project to facilitate the Fuel Oil

systems for the Emergency Generator upgrades, and seismic restraints deemed to be

required for post-disaster design on cooling tower piping across roof.

Contract percent is cumulative.

Contract Amount: $42,000,000.00

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Contract increase reasons were reported to Alberta Gazette in

2022/23 Q3 for a total increase of $5,745,127.17; in 2022/23 Q4 for an additional

increase of $88,309.97; current increase for 2023/24 Q1 is $553,111.61.

The majority of the increase in the contract amount is related to scope that was

reinstated after contract award due to favourable tender results that alleviated the

anticipated budget cost pressures. Approximately 70% of the project change orders

amount is due to the reinstated scope.

Additional changes in this quarter include general requirements; relocation of the

liftstation's pump controls; installation of washdown and sanitation stations; and price

increase in the secondary conductor copper as a result of the scope reinstatement.

Reason for Increase: Contract ID 039289 was reported to Alberta Gazette in

2022/23 Q3:

1. Amount of increase reported in 2022/23 Q3 was $2,089,961.76

2. Additional increase reported in 2022/23 Q3 was $187,696.29

3. Current additional increase for 2023/24 Q1 is $20,464.59

1. The building slab was raised post tender to meet a 1:100 year ice jam event to

mitigate flood risk to the facility. The scope of work required to implement the

needed changes includes revised site improvements, revised cut/fill material for site,

revised site mechanical, revised rough grading, revised landscaping, additional survey

and testing, and

schedule extension.

2. Additional Design Fees were required to implement the needed changes related to

the building slab being raised post tender to meet a 1:100 year ice jam event to

mitigate flood risk to the facility. (Architectural coordination of Civil, Mechanical,

Electrical, Landscape redesign).

3. Additional changes in this quarter relate to adding a Site Sign and User requested

changes (Additional CTS electrical) post tender.

(

e) a trust, loan or insurance corporation authorized to carry on business by

or under

an Act of the legislature of a jurisdiction of Canada,

(

f) a credit union, central credit union, caisse populaire, financial services

cooperative or credit union league or federation that is incorporated or

otherwise authorized to carry on business by or under

an Act of the

legislature of a jurisdiction of Canada, or

(

g) a treasury branch established by or under

an Act of the legislature of a

jurisdiction of Canada;, and

(

b) replacing the definition of "Handbook" with the following:

"Handbook" means

(

a) the Chartered Professional Accountants of Canada Handbook -

Accounting, as amended from time to time, and

(
