Infrastructure
Contract Increases Approved Pursuant to Treasury Board Directive 02/2005
Contract: Calgary Remand Centre (CRC) - Divide Living Units
Contractor: Everest Construction Management Ltd.
Reason for Increase: The contract increase during FY 2019/20 - Quarter 4 is
attributable to post-occupancy requirements by user groups/correctional officers to
meet their operational needs to living units which have already been completed and
the other one under renovation. Specifically, additional closed-circuit television
cameras to eliminate blind spots and other minor mechanical, electrical, and security
upgrades.
Contract Amount: $4,529,983.00
% Increase: 20%
Amount of Increase: $916,384.95
Contract: Edmonton - Law Courts Galleria Skylight Replacement
Contractor: Bird Construction Group Ltd.
Reason for Increase: Additional change orders up to $749,805 are anticipated to
complete the project, including: disposal of hazardous materials; repair of main floor
pipe enclosure; concrete sidewalk removal; modification to ceilings for East and West
entrances; investigation for additional support beam location; South plaza deck
repairs; and contingency for unforeseen costs required to complete the project.
Contract Amount: $15,630,000.00
% Increase: 14%
Amount of Increase: $2,163,000.00
Contract: Edmonton - MSV - Interior Fit Up for EDC SA INFRA and Expand
Parking Lot
Contractor: Emcee Construction & Management Ltd.
Reason for Increase: Additional change orders up to $27,870 are anticipated for
repairs to cracked pipe discovered during excavation, additional earthwork due to wet
summer weather and curb repairs within the existing parking lot.
Contract Amount: $3,155,000.00
% Increase: 11%
Amount of Increase: $335,500.00
Contract: Grande Prairie - St. Kateri K-8 Catholic School Modernization
Contractor: Lear Construction Management Ltd.
Reason for Increase: The contract involves modernization of St. Kateri School in
Grande Prairie. This construction cost increase is required for remediation work of the
crawl space due to unforeseen site conditions at the time of bidding, but later
discovered and investigated during construction.
Contract Amount: $9,268,600.00
% Increase: 11%
Amount of Increase: $1,023,291.38
Contract: Grande Prairie Regional Healthcare and CM Services
Contractor: Clark Builders
Reason for Increase: This increase includes a previously reported increase of
$24,200,000 for additional scopes of work to complete the project with the new
construction manager.
The current increase is to cover costs associated with rework of deficient previously
completed work, maintenance of previously installed building systems, as well as sub
trade procurement costs have been higher than anticipated.
Contract Amount: $94,800,000.00
% Increase: 39%
Amount of Increase: $36,700,000.00
Contract: High Prairie Health Complex - Community Health and Wellness Clinic
Interiors
Contractor: Krawford Construction
(2011) Inc.
Reason for Increase: After Alberta Health Services (AHS) occupied and began
operating the High Prairie Health Complex in 2017, additional changes were required
to optimize facility operations. As Krawford Construction was on site and had trades
and labourers available, it was prudent and more efficient for them to undertake the
work, to ensure completion in a timely manner.
Contract Amount: $4,612,900.00
% Increase: 23%
Amount of Increase: $1,063,548.57
Contract: Whitecourt - Provincial Courthouse Addition and Interior Renovation
Contractor: K-RITE Construction Ltd.
Reason for Increase: Fire alarm testing exposed gaps between existing and new
systems that could not have been known prior. Upgrading and additional life safety
devices and system dial-out interface were required as a result as well as additional
security and sound attenuating measures in secure and confidential areas. Certified
roof inspections called for changes to existing roofing parapet details to comply with
best practices and building code.
Contract Amount: $2,022,635.00
% Increase: 22%
