OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated September 20, 2000, pursuant to

Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act, and

Chapter 418 of the said Revised Statutes, the Securities Act, and all other authority in her vested, is pleased, effective October 1, 2000, to: (

a) direct that all affairs and matters which have heretofore been assigned by or under any Act of the Legislature to the Department of Labour are assigned to the Department of the Environment; (

b) direct that all affairs and matters which have heretofore been assigned by or under any Act of the Legislature to the Minister of Labour are assigned to the Minister of the Environment and direct that those affairs and matters be attached to the Department of the Environment for administrative purposes; (

c) direct that all affairs and matters relating to the Nova Scotia Utility and Review Board and the Utility and Review Board Act as have heretofore been the responsibility of the Minister of Justice are assigned to the Minister of the Environment; (

d) revoke the appointment of the Honourable Michael G. Baker, Q.C., a Member of the Executive Council, as Acting Minister responsible for the administration of

Part II of the Gaming Control Act; (

e) appoint the Honourable Angus MacIsaac, a Member of the Executive Council, as Minister responsible for the administration of

Part II of the Gaming Control Act; (

f) direct that all affairs and matters relating to the Alcohol and Gaming Authority as have heretofore been assigned to the Honourable Michael G. Baker, Q.C., by Order in Council 2000-185 are assigned to the Minister of the Environment and that those affairs and matters be attached to the Department of the Environment for administrative purposes; (

g) direct that the Minister of the Environment be charged with the administration of the Securities Act; (

h) direct that all affairs and matters relating to the subject of pension benefits as have heretofore been assigned to the Minister of Finance under the Pension Benefits Act be assigned to the Minister of the Environment and that those affairs and matters be attached to the Department of the Environment for administrative purposes; (

i) revoke the appointment of the Honourable Michael G. Baker, Q.C., a Member of the Executive Council, as Acting Minister of the Environment; (

j) appoint the Honourable Angus MacIsaac, a Member of the Executive Council, as Acting Minister of the Environment; (

k) direct that the name of the Department of the Environment be changed to the Department of Environment and Labour; and (

l) direct that a reference in any Act of the Legislature or in any rule, order, regulation, by-law, ordinance or proceeding or in any document whatsoever to a department or to a Minister or Deputy Minister of that department to which affairs and matters have been transferred, and the name of which has been changed by this Order, whether the reference is by official name or otherwise, shall with respect to any subsequent transaction, matter or thing be held and construed to be a reference to the department or to the Minister or Deputy Minister, as the case may be, of that department to which the affairs and matters have been transferred and the name of which has been changed.
