NOTICE OF INTENTION TO DESIGNATE PROVINCIAL HISTORIC RESOURCE

Notice is hereby given that sixty days from the date of service of this

Notice and its publication in Alberta Gazette, the Minister of Community

Development intends to make an Order that the exterior facades of the

structure known as the Lorraine Block, together with the land legally

described as:

Plan A1, Block 71, Lots 29 to 31 inclusive and the east half of Lot 32 and

municipally located at 620-12 Avenue, SW, Calgary, Alberta

be designated as a Provincial Historic Resource under

section 20 of the

Historical Resources Act, R.S.A. 2000 c.H-9.

The reasons for the designation are as follows:

The Lorraine Block may be described as being derived from a European Beaux

Arts style, with its rugged simplicity and restrained yet effective use of

brick patterning and terra cottas detailing. It was designed by the

Calgary artchitect James C. Teague for Dr. Omer Patrick in 1912, with

construction being completed in 1913. Owing to a fire in 1998, which

damaged or destroyed much of the building's interior, only the exterior

facades retain their historical intergrity. The structure retains its

significant exterior appearance and contributes significantly to the

retention of the historical continuity and existing character of the

district.

The historical significance of the Lorraine Block lies in its status as one

of the more fashionable apartment blocks to grace the outer boundaries of

inner-city Calgary during a period of rapid expansion prior to World War I.

Despite the economic downturn which occurred during the war, the building

managed to maintain its decorum, drawing in strength, no doubt from the

proximity of the Ranchman's Club, and the residences of James Lougheed, Pat

Burns, Isaac Kerr, William Roper Hull, and Omer Patrick himself.

It is therefore considered that the preservation and protection of the

resource is in the public interest.

Each parcel will be offered for sale subject to a reserve bid, and to the

reservations and conditions contained in the existing certificate of title.

The land is being offered for sale on an "as is, where is" basis and The

City of Calgary makes no representation and gives no warranty whatsoever as

to the adequacy of services, soil conditions, land use districting,

building and development conditions, absence or presence of environmental

contamination, or the developablility of the subject land for any intended

use by the purchaser. No bid will be accepted where the bidder attempts to

The City of Calgary may, after the public auction, become the owner of any

Terms: On all improved property, one-third cash is required on the date of

sale and the balance within thirty (30) days. On all other property,

one-third cash, with a minimum cash payment of Five Hundred ($500.00)

Dollars, is required on the date of sale and the balance over twelve

(12) months, with interest at prime plus one percent per annum calculated on the

unpaid balance. All sales are subject to current taxes.

G.S.T. may apply on properties sold at the public auction.

Redemption may be effected by payment of all arrears of taxes and costs at

any time prior to the sale.

In accordance with

Section 424(

l) and (3) of the Municipal Government Act,

(1) "The municipality at whose request a tax recovery notification was

endorsed on the certificate of title for a parcel of land may become the

owner of the parcel after the public auction, if the parcel is not sold at

the public auction." (3) "A municipality that becomes the owner of a

parcel of land pursuant to subsection (1) acquires the land free of all

encumbrances, except (

a) encumbrances arising from claims of the Crown in

right of Canada, (

b) irrigation or drainage debentures, (

c) registered

easements and instruments, (

d) right of entry orders."
