Definitions 1 The following

definitions apply in this Act. "advisory council" means the Advisory Council on Workforce Development established by

section 3. (« Conseil consultatif ») "minister" means the minister appointed by the Lieutenant Governor in Council to administer this Act. (« ministre ») "sector council" means an organization designated in the regulations as a sector council. ("minister") Purpose 2 The purpose of this Act is to facilitate and encourage the cooperative participation of employer s, employees and labour organizations in the development of government policies and strategies for developin g Manitoba's workforce. 2 Advisory council established 3 The Advisory Council on Workforce Development is hereby established. Constitution du Conseil consultatif 3 Est constitué le Conseil consultatif du développement de la main-d'œuvre. Role of advisory council 4 The role of the advisory council is to consult with sector councils and provide informatio n and advice to the minister about workforce trends, and about initiatives, policies and strategies for deve loping Manitoba's workforce.

Rôle du Conseil consultatif 4 Le Conseil consultatif a pour rôle de consulter les conseils sectoriels de même que de renseigner et d'aviser le ministre relativement aux tendances de la main-d'œuvre ainsi qu'aux initiativ es, aux politiques et aux stratégies visant le développement de la main-d'œuvre du Manitoba. Composition of advisory council 5(1) The advisory council is to consist of (

a) at least seven and not more than 10 persons appointed by the minister, a majority of whom are to be selected from a list of persons recommended by sector councils; and (

b) the deputy ministers of the following departments, or their designates: (

i) the department for which the minister is responsible, (ii) any other department designated by the minister after consulting with the minister responsible for that department. Composition du Conseil consultatif 5(1) Le Conseil consultatif se compose :

i) le ministère relevant du ministre, (ii) tout autre ministère que désigne le ministre après avoir consulté le ministre qui en est responsable. Balanced representation 5(2) When appointing members of the advisory council, the minister must (

a) ensure that the council includes representatives from northern, rural and urban areas; and (

b) seek to have the council reflect the perspective s of employers, employees and labour organizations. Représentation équilibrée 5(2) Lorsqu'il nomme les membres du Conseil consultatif, le ministre :

Term of office 5(3) Members appointed by the minister are to be appointed for a term not exceeding three years. Appointment continues 5(4) When a member's term expires, the member continues to hold office until he or she is reappointed, the appointment is revoked or a succes sor is appointed.

3 Chair and vice-chair 6 The minister must designate one of the appointed members of the advisory council as chair and another as vice-chair, to act as chair when the cha ir is absent or unable to act. Remuneration and expenses 7(1) The minister may approve the payment of remuneration to the chair and reasonable expenses t o members of the advisory council. Departmental support 7(2) The minister may provide resources from his or her department to support the work of the advisory council.

Designation of sector councils 9 The minister may make regulations designating organizations as sector councils for th e purpose of this Act.
