EXPLANATORY NOTE NOTE EXPLICATIVE This Bill requires the Government of Manitoba to co ntact the governments of British Columbia, Alberta and Saskatchewan to begin negotiations to join their economic partnership, known as the New West Partnership, wit hin one year after the Bill receives royal assent. Le présent projet de loi vise à obliger le gouverne ment du Manitoba à communiquer avec les gouvernements de la Colombie-Britannique, de l'Alberta et de la Saskatc hewan afin d'entamer des négociations en vue de son inclu sion dans leur partenariat économique, connu sous le nom de nouveau partenariat de l'Ouest, dans un délai de un an suivant la date de sanction de la Loi .

WHEREAS the New West Partnership is an agreement that creates a barrier-free trade and investment mar ket for British Columbia, Alberta and Saskatchewan; AND

WHEREAS the New West Partnership benefits businesses, investors and workers in cultivating prosperity, innovation and economic strength in Western Canada; AND

WHEREAS it is desirable for Manitobans to benefit from this economic partnership; (Date de sanction : ) Attendu : que le nouveau partenariat de l'Ouest est un accord qui crée une zone de libre-échange et d'investissement pour la Colombie-Britannique, l'Alberta et la Saskatchewan; que le nouveau partenariat de l'Ouest profite aux entreprises, aux investisseurs et aux travailleurs en favorisant la prospérité, l'innovation et l'essor économique dans l'ouest du Canada; qu'il est souhaitable que les Manitobains bénéficient de ce partenariat économique, THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba , enacts as follows: SA MAJESTÉ, sur l'avis et avec le consentement de l'Assemblée législative du Manitoba, édicte : Negotiations to commence 1(1) Within one year after the coming into force of this Act, the government must, in writing, communicate to the governments of British Columbia, Alberta and Saskatchewan the desire of the government to join the New West Partnership and its intention to commence negotiations with those governments as soon as possible.

Début des négociations 1(1) Dans un délai de un an suivant l'entrée en vigueur de la présente loi, le gouvernement indique par écrit aux gouvernements de la Colombie-Britannique, de l'Alberta et de la Saskatchewan son désir de participer au nouveau partenariat de l'Ouest et son intention d'entamer des négociations avec ces gouvernements dès que possible. 1

New West Partnership 1(2) In subsection (1), "New West Partnership" means the partnership agreement entered into by the governments of British Columbia, Alberta and Saskatchewan on April 30, 2010, the four components of which are (

a) the New West Partnership Trade Agreement; (

b) the New West Partnership International Cooperation Agreement; (

c) the New West Partnership Innovation Agreement; and (

d) the New West Partnership Procurement Agreement; and any renewal of the partnership agreement. Nouveau partenariat de l'Ouest 1(2) Pour l'application du paragraphe (1), « nouveau partenariat de l'Ouest » s'entend de l'accord de partenariat qui a été conclu entre les gouvernements de la Colombie-Britannique, de l'Alberta et de la Saskatchewan le 30 avril 2010 et qui comporte les quatre volets suivants :

a) le New West Partnership Trade Agreement;

b) le New West Partnership International Cooperation Agreement;

c) le New West Partnership Innovation Agreement;

d) le New West Partnership Procurement Agreement. Cette expression vise en outre toute version ultérieu re de l'accord de partenariat découlant de sa reconduction.
