Order in Council 803/2025

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Minister of Energy and Mines ("Minister") has, with the approval of the Lieutenant Governor in Council, issued the integrated energy plan entitled Energy for Generations: Ontario’s Integrated Plan to Power the Strongest Economy in the G7 (“Integrated Energy Plan, 2025”) pursuant to subsection 25.29 (1) of the Electricity Act, 1998 (“Act”), setting out and balancing the Government of Ontario’s goals and objectives respecting energy for the period specified by the plan;

And

whereas the Minister may, with the approval of the Lieutenant Governor in Council, issue directives to the Independent Electricity System Operator (“ IESO ”) pursuant to subsection 25.30 (1) of the Act setting out the Government of Ontario’s requirements respecting the implementation of the Integrated Energy Plan, 2025 by the IESO and any related requirements other than matters listed in subsection 25.32 (2) of the Act;

And

whereas the Minister may, with the approval of the Lieutenant Governor in Council, issue directives pursuant

section 25.32 of the Act that require the IESO to undertake any initiative or activity that relates to, amongst other matters, electricity supply or capacity;

And

whereas the Minister anticipates issuing a forthcoming direction to enhance the Indigenous Energy Support Program (“IESP”);

And

whereas pursuant to subsection 25.32 (11) of the Act, the Lieutenant Governor in Council may amend or revoke any direction issued by the Minister and continued under subsections 25.32 (9) and (10) of the Act;

Now therefore ,

The existing directives, directions and portions thereof issued to the IESO (or a predecessor IESO entity) related to the Indigenous energy support programs, including the IESP, as consolidated by the direction dated November 21, 2014 and subsequently amended from time to time, are hereby revoked as of the date hereof;

The IESO shall continue to administer existing IESP funding agreements entered into prior to the date hereof in accordance with their terms and the rights and obligations of parties to existing agreements under the IESP shall not be affected; and

the Directive attached hereto is approved.
