EXPLANATORY NOTE NOTE EXPLICATIVE This Bill requires the minister to develop a cooper ative housing strategy and review it at least every five years. The minister is to consult when developing and reviewin g the strategy. In addition, the minister must report ann ually on the progress made and the activities undertaken in relation to implementing the strategy. Le présent projet de loi vise à obliger le ministre à élaborer une stratégie en matière d'habitation coopérative e t à procéder à son examen au moins tous les cinq ans.

Definitions 1 The following

definitions apply in this Act. "cooperative housing" means housing provided by housing cooperatives. (« habitation coopérative ») "housing cooperative" means a housing cooperative as defined in The Cooperatives Act . Cooperative housing strategy to be developed 3 Within 12 months after the coming into force of this Act, the minister must develop a cooperative housing strategy, after consulting in accordance with

section 7. Principles to guide strategy 4 The cooperative housing strategy must be based on the following principles: Consultation: Given the participatory nature of cooperatives, consulting about the strategy is necessary.

Diversification: Promoting a variety of cooperative housing financial and organizational models is necessary to diversify the cooperative housing sector, and to raise and maintain the profile of cooperative housing in Manitoba. Cooperative Advantage: The strategy should consider the member and community benefits specific to cooperatives since housing cooperatives are distinct from other types of housing.

Principes 4 La stratégie en matière d'habitation coopérative se fonde sur les principes suivants : Consultation : Des consultations doivent être tenues relativement à la stratégie, vu le caractère participatif des coopératives. Contents of strategy 5 The cooperative housing strategy must include goals, objectives and activities to promote, stimulate and sustain cooperative housing in Manitoba. Strategy reviewed every five years 6 The cooperative housing strategy must be reviewed by the minister at least once every five year s, after consulting in accordance with

section 7. Consultation on strategy 7 In developing and reviewing the cooperative housing strategy, the minister must consult with (

a) persons who are members of housing cooperatives; (

b) persons who are cooperative sector representatives; and (

Publication 8 The minister must ensure that a description of the cooperative housing strategy is published on a government website. Annual report on strategy 9(1) Within six months after the end of each fiscal year, the minister must prepare a report on the progress made and the activities undertaken in relat ion to implementing the strategy in the previous year.

Delegation by minister 10 The minister may, in writing, delegate any power conferred or duty imposed on the minister under this Act (
