B.C. Reg. 17/2006, deposited February 16, 2006, pursuant to the WORKERS COMPENSATION ACT [Section 225 (1)]. Workers Compensation Board of British Columbia, dated January 27, 2006.

THE BOARD OF DIRECTORS RESOLVES THAT:

Section 12.74 of the Occupational Health and Safety Regulation, B.C. Reg. 296/97, is repealed and the following substituted:

Standards

12.74

(1) An automotive lift must meet the requirements of ANSI Standard ANSI/ALI ALCTV-1998, American National Standard for Automotive Lifts — Safety Requirements for Construction, Testing and Validation.

(2) The operation, inspection and maintenance of an automotive lift must meet the requirements of

ANSI Standard ANSI/ALI ALOIM-2000, American National Standard for Automotive Lifts — Safety Requirements for Operation, Inspection and Maintenance.

(3) Portable automotive lifting devices and vehicle supports must meet the requirements of the applicable

section of

ANSI Standard ASME PALD-2003, Safety Standard for Portable Automotive Lifting Devices .

Section 12.75 is amended by striking out "shop crane, jack or" and substituting "portable automotive lifting device or".

Section 12.76 is amended by striking out "a vehicle support or lift" and substituting "an automotive lift, portable automotive lifting device or other vehicle support".

Section 12.77 is amended

(

a) by striking out the marginal note and substituting "Records", and

(

b) by repealing

section 12.77 and substituting the following:

12.77 The employer must keep a maintenance, inspection, modification and repair record for each automotive lift.

Section 12.78 is amended by striking out "lift or hoist must be inspected and tested monthly," and substituting "lift must be inspected and tested monthly in a manner acceptable to the Board,".

Section 12.79 (1) is amended by striking out "or hoist, shop crane, jack, axle stand, ramp or" and substituting ", portable automotive lifting device or".

7 The following sections are added to

Part 12 before the "Miscellaneous Equipment" heading:

Vehicle restraint

12.80.1 Before a runway type automotive lift is used,

(

a) manual wheel chocks must be used as the primary means to restrain the vehicle from movement, and

(

b) automatic or fixed stops, or a combination of them, must be provided and used as a secondary means to prevent the vehicle from inadvertently rolling off either end of the runway.

Swing-arm restraint

12.80.2

(1) If an automotive lift has swing arms, a swing-arm pivot restraint system must be used.

(2) The swing-arm pivot restraint system must incorporate a means to prevent unintentional removal or disengagement.

8 The above amendments come into force 180 days after deposit under the Regulations Act .
