LOI SUR LE FINANCEMENT D'ORGANISMES DE PRODUCTEURS AGRICOLES Honourable Mr. Eichler M. le ministre Eichler First Reading / Première lecture : Second Reading / Deuxième lecture : Committee / Comité : Concurrence and Third Reading / Approbation et troisième le cture : Royal Assent / Date de sanction :

EXPLANATORY NOTE NOTE EXPLICATIVE The Agricultural Producers' Organization Funding Ac t requires designated persons or companies that purch ase agricultural products from producers to withhold a specified percentage of the purchase money otherwis e payable to a producer and remit that amount to the certified organization (presently Keystone Agricultural Produ cers). The certified organization then treats those amount s as payment towards the producer's annual membership fe e in the organization. All amounts are refundable at the request of the producer.

This Bill makes two amendments in relation to this scheme: h the total amount that can be withheld from a producer in a year is limited to the amount of the certified organization's annual membership fee; h if the total amount withheld from a producer in a year is less than the certified organization's annu al membership fee, the amount is to be treated as payment towards supporter status in the certified organization.

The Bill also extends the period for which the cert ified organization is certified from two years to five ye ars.

In addition, the Bill makes a small number of housekee ping amendments to the Act.
