Compen- sation of an employee includes not only remuneration, but also all benefits, perquisites and paym ents provided to the employee. If an employee did not hold the same position of employment i n the public sector at the beginning of the year in which increases in annual compensation are limited, the most comparable posi- tion to the employee’s position is used for the purposes of apply- ing the limit.
