Treasury Board orders that, the attached Ministers of State

Expected Results for the 2002/2003 Fiscal Year Regulation is made. — G. M.

MINISTERS OF STATE EXPECTED RESULTS

FOR THE 2002/2003 FISCAL YEAR REGULATION

Application of this regulation

1 This regulation applies to the Ministers of

State for the 2002/2003 fiscal year.

Definition

2 For the purposes of this regulation, "Act"

means the Balanced Budget and Ministerial Accountability Act .

Minister of State for Intergovernmental Relations

3 The expected results that the Minister of State

for Intergovernmental Relations is to achieve for purposes of

section 5 (3) of

the Act are as follows:

(

a) develop an action plan for British Columbia's

intergovernmental priorities and have it approved by Cabinet;

(

b) develop a strategy to eliminate overlaps in

jurisdiction and process between the British Columbia Government and the

(

c) develop a program of cooperation with neighbouring

states and have it approved by Cabinet.

Minister of State for Early Childhood Development

4 The expected results that the Minister of State

for Early Childhood Development is to achieve for purposes of

section 5 (3) of

the Act are as follows:

(

a) establish a measure for the proportion of

kindergarten aged children who are "ready to learn";

(

b) establish one early childhood development learning

site for each region to foster the integrated planning and delivery of early

childhood development;

(

c) establish urban aboriginal early childhood

development programs in 18 communities.

Minister of State for Community Charter

5 The expected results that the Minister of State

for Community Charter is to achieve for purposes of

section 5 (3) of the Act are

as follows:

Introduction of Community Charter

(

a) release of a White Paper on the proposed Community

Charter Phase 1 legislation;

(

b) introduce the Community Charter Phase 1 legislation;

2010 Olympic Bid

(

c) complete the International Olympic Committee (IOC)

questionnaire by June 2002;

(

d) if Vancouver is accepted by the IOC as a candidate

bid city, submit a bid book to the IOC by January 2003.

Minister of State for Women's Equality

6 The expected results that the Minister of State

for Women's Equality is to achieve for purposes of

section 5 (3) of the Act are

as follows:

(

a) develop the best practices guide to assist

ministries in ensuring that new policies and programs do not disadvantage women

(guide will be developed in 2002/03);

(

b) complete an inventory of transition houses, safe

homes and second stage housing;

(

c) develop and implement a safer community strategy for

women in shelters and transition houses (strategy will be submitted in 2002/03);

(

d) develop and implement a Province-wide strategy for

the delivery of women's services (strategy will be submitted in 2002/03);

(

e) develop and implement a long-term strategy for

encouraging the expansion of safe, affordable child care services (strategy will

be submitted in 2002/03).

Minister of State for Deregulation

7 The expected result that the Minister of State

for Deregulation is to achieve for purposes of

section 5 (3) of the Act is a 12

per cent reduction of regulatory burden.

"Goals" defined

8 For the purposes of sections 9 and 10, a "Goal"

is one of those set out in the "Ministry of Health Services Service Plan

2002/2003 — 2004/2005".

Minister of State for Mental Health

9 The expected results that the Minister of State

for Mental Health is to achieve for purposes of

section 5 (3) of the Act are as

follows:

(

a) increasing the percentage of mental health clients

receiving services in their own region [Goal 1 — performance measure 4

b) ii];

(

b) increasing the proportion of mental health clients

accessing community services [Goal 1 — performance measure 4

b) iii];

(

c) ensuring no increase in the number of days spent by

mental health patients in hospitals after the need for hospital care has ended

[Goal 1 — performance measure 4

b) i];

(

d) achieving a three per cent increase in the

proportion of persons hospitalized for a mental health diagnosis who receive

community or physician follow-up within 30 days of discharge [Goal 1 —

performance measure 4 a)];

(

e) increasing mental health services funding (including

capital) per capita by 4.2 per cent [Goal 3 — performance measure 3].

Minister of State for Intermediate, Long Term and Home

Care

10 The expected results that the Minister of

State for Intermediate, Long Term and Home Care is to achieve for purposes of

section 5 (3) of the Act are as follows:

(

a) a two per cent increase in the number of home and

community care clients with high care needs living in their own home [Goal 1 —

performance measure 3 a)];

(

b) a five per cent decrease in the percentage of total

inpatient days that are alternative level of care days [Goal 1 — performance

measure 3 b)].
