Smith, M.D.; To be Acting Minister of the Environment and Acting Minister responsible for the administration of the Youth Secretariat Act from 7:00 p.m., Tuesday, March 23, 1999 until 11:00 a.m., Thursday, March 25, 1999: The Honourable Donald R. Downe; and To be Acting Minister of Economic Development and Tourism and to be responsible for any and all other duties assigned to that Minister from 8:00 a.m., Thursday, March 25, 1999, until 5:30 p.m., Monday, March 29, 1999: The Honourable Robert S.
