Notice of Intent to Designate a Provincial Historic Resource

Notice is hereby given that sixty days from the date of service of this Notice and its
publication in Alberta Gazette, the Minister of Culture and Community Spirit intends
to make an Order that the site known as the:
Inglewood Telephone Building, together with the land legally described as:
Plan A3, Block 6, Lot 6
and municipally located at 1311 - 9 Avenue SE in the City of Calgary, Alberta be
designated as a Provincial Historic Resource under
Section 20 of the Historical
Resources Act, RSA 2000 cH-9.
The reasons for the designation are as follows: The heritage value of the Inglewood
Telephone Building lies in its association with the development of telephone services
in Alberta's urban areas. It is also significant architecturally as an example of an
innovative design created specifically to meet the needs of automated telephone
exchange equipment.
Telephone services were introduced to Calgary in 1885 when Colonel James Walker
installed a telephone line connecting his office with his lumberyard a few miles away.
In 1887, recognizing the necessity and potential of this communications technology,
the City of Calgary invited the Bell Telephone Company to develop a city-wide
telephone system. Bell constructed a central, manually-operated telephone exchange
and, by 1900, had expanded service across the city. Bell, which also operated
telephone systems in other urban areas in the province, was not interested in
providing service to rural regions, believing them to be unprofitable. Consequently, in
1906, the Government of Alberta began to build telephone lines into rural areas. In
1908, the government purchased Bell's infrastructure to form the core of what would
be known as Alberta Government Telephones (AGT), which had the mandate to
expand service to rural areas and improve service in existing urban systems. Due to
Calgary's burgeoning population and the rapidly growing demand for telephone
service, the existing central exchange had reached the limits of its capacity. In 1909,
the government built an automated sub-station in the Inglewood neighbourhood to
address this service deficiency. Originally equipped to manage 300 new telephone
lines, the new station quickly reached its capacity. The exchange was physically
enlarged with an addition at the rear of the original structure, creating space for more
equipment and expanding the sub-station's capacity to 1,000 lines. The Inglewood
Telephone Exchange Building remained in active use as a telephone exchange until
1957, when it was replaced by more modern facilities.
The Inglewood Telephone Building was built to house new automated telephone
exchange equipment. This sensitive equipment required climate-controlled facilities
in order to function properly. Provincial Architect Allan M. Jeffers employed a
masonry shell encloses a concrete and terra cotta brick structure, which defines the
interior spaces. Between the two walls is an empty space of approximately 46cm
(18") to 61cm (24"). This space was intended to provide passive insulation during hot
weather and, by being a conduit for warmed air, serve as a radiant heat source during
cold weather. It was hoped that these heating and cooling properties would provide
for a constant temperature for the telephone equipment. In order to maintain a
uniform temperature and because a human presence was deemed unnecessary,
windows were not included in the original building. Unfortunately, the equipment
required frequent service visits to be reset manually. A few years after construction,
window openings were made in the walls and a slightly larger rear extension was
constructed. The large, open interior spaces, used to house banks of telephone
equipment, reflect the building's original industrial and public utility purpose. While
the unique design did not function as expected, this structure still represents an
innovative attempt to create functional buildings around the needs of developing
communications technology.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

and municipally located at 5028 - 50 Street in the Village of Vilna, Alberta be
designated as a Provincial Historic Resource under
Section 20 of the Historical
Resources Act, RSA 2000 cH-9.
The reasons for the designation are as follows: The heritage value of the Vilna Pool
Hall and Barbershop lies in its representation of a typical kind of building found in
Alberta's early twentieth-century rural villages. It also possesses heritage value as an
excellent example of a vernacular style of boomtown architecture.
Like many rural communities, Vilna was responsible for providing a variety of
services to a large agricultural hinterland. As a pool hall and barbershop from 1920
until 1996 (and a confectionary until the 1960s), the Pool Hall was a gathering place
for men from the surrounding district.
The building is also an excellent example of the commercial Boomtown style used for
a variety of small businesses in rural western communities. As a purpose-built
structure that served its original function for eight decades, it retained a variety of
artifacts related to its historic use and possesses excellent integrity. It is the oldest
building in town and part of a grouping of similar small businesses in the village
centre.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

The reasons for the designation are as follows: The heritage value of the Campbell
Block lies in its excellent representation of 1920s commercial architecture in Alberta.
The Campbell Block was erected in 1920 in the heart of downtown Lacombe and
initially served the community as a department store. Hailed by the local newspaper
as a "modern" business block which would greatly enhance the aesthetics of
Lacombe's main street, the building featured robust red-brick construction, large
second-storey "Chicago" windows, and decorative elements like a bracketed cornice
and bold sign band. The Campbell Block's design echoed that of commercial
buildings erected during the pre-First World War boom years in Lacombe and
elsewhere, but was set apart by its scale, its modest detailing, and its distinctive upper
windows. The solidity and elegant simplicity of the building also embodied the
entrepreneurial optimism and civic prominence of its owner, A. M. (Sandy)
Campbell, a leading merchant and political figure in early twentieth-century
Lacombe. Prominently situated on two and a half lots in downtown Lacombe, the
Campbell Building is one of the finest extant examples of 1920s commercial
architecture and contributes to the physical and visual continuity of one Alberta's
best-preserved historic streetscapes.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

to make an Order that the resource known as:
Steam Locomotive 6060
and municipally located in the Town of Stettler, Alberta be designated as a Provincial
Historic Resource under
Section 20 of the Historical Resources Act, RSA 2000
cH-9.
The reasons for the designation are as follows: The heritage value of Steam
Locomotive 6060 lies in its status as an excellent example of a late-era steam
locomotive.
Built in 1944, Steam Locomotive 6060 is a Canadian National Railways (CNR) U-1-f
Mountain class locomotive. These locomotives were a variation of a type CNR had
been using since the 1920s. When CNR was formed in 1923 it inherited rail lines of
considerable variety, both of construction and condition, and an outdated and
underpowered fleet of locomotives. CNR purchased new locomotives which were
light yet powerful. One type was the Mountain class, which had been developed in the
United States for use on heavily travelled, mountainous railroads. One of the
Mountains' distinguishing features is their 4-8-2 wheel configuration, meaning they
have four non-powered leading wheels for stability and steering, eight large driving
wheels for motive power, and two non-powered trailing wheels for support and
stability. Although they were slightly less powerful than CNR's other new
locomotives, the Mountains were shorter and, therefore, more versatile, able to
operate on winding and mountainous routes other locomotives could not navigate.
CNR received its first Mountain locomotives, the U-1-a design, in 1923.
The start of the Second World War required increasing numbers of passengers,
troops, prisoners of war, and massive amounts of freight to be shipped expeditiously
across the country. CNR responded to this surging demand by ordering a new
variation of Mountain class locomotive, the U-1-f class. What set these new
locomotives apart visually from their predecessors was the conical front to its smoke
box, a feature that earned them the moniker "Bullet-Nosed Betty." In 1944, the 6060
(serial no. 72757) came off the assembly line at the Montreal Locomotive Works.
Built during wartime, efficiency was paramount during its design and construction.
This focus on efficiency is evidenced by numerous aspects of its design. Its one piece
cast metal frame required less labour to produce. Its internal workings were
streamlined, which gave it better fuel efficiency. A thermic siphon distributed water
evenly throughout the boiler for more efficient heating. Its tender, which is the car
immediately following the locomotive that stores its water and fuel supply, was of a
cylindrical design. Commonly called a Vanderbilt tender, it is lighter than, create less
drag than and uses less steel than the standard rectangular tenders. CNR was one of
the few major North American railroads to adopt these tenders. For improved traction
the 6060 also has a complex suspension system and Alco lateral motion devices,
which allow certain sets of wheels to move sideways to compensate for changes in
track width.
Initially used on short freight runs in central Canada, the 6060 was assigned in 1945
to the prestigious continent-wide passenger excursions. Its sleek design, emphasized
by its conical nose and running boards, and its capacity to travel great distances
without being spelled off, made it ideal for passenger traffic. In the mid-1950s, it was
converted from coal to fuel oil. Retired from active service in the early 1960s, it was
placed on static display in Jasper in 1962. In the early 1970s, it was returned to active
service for tourist excursions in Ontario. In 1980, CNR presented the 6060 to the
people of Alberta to mark the province's seventy-fifth anniversary; it has
subsequently been known as the "Spirit of Alberta." The locomotive has recently
been restored and is used on tourist excursions in Central Alberta. The U-1-f
Mountain class locomotives were the last steam locomotives purchased by CNR
before the company converted to diesel power. Of the 20 that were built three remain.
In 2008, the 6060 was the only one in Alberta and the only one in operational
condition.
It is therefore considered that the preservation and protection of the resource is in the
public interest.

under subsection (1), that person shall notify the Minister of the
inheritance within 15 days after the historic resource is transferred to the
person.

Notice of Adjustment to the Minor Injury Amount
(Insurance Act)
Pursuant to the Minor Injury Regulation, the maximum amount awarded for minor
injuries is adjusted to $4,504 and is applicable to minor injuries caused in motor
vehicle accidents occurring in Alberta, on or after January 1, 2009.
The Minor Injury Regulation was struck down by Associate Chief Justice Wittmann
of the Alberta Court of Queen's Bench on February 8, 2008. It was found to be
inconsistent with the Constitution Act, 1982 and is of no force or effect. The
government appealed the decision.
If Justice Wittman's decision to strike down the Minor Injury Regulation is
overturned, then this notice will be deemed to be in effect.
The following Appendix sets out the method of calculating the adjustment to the
minor injury amount.

APPENDIX
The maximum amount recoverable as damages for non-pecuniary losses for all minor
injuries sustained by a claimant as a result of an accident occurring during the 2009
calendar year is $4,504.
This amount is based on the annual change in the Alberta Consumer Price Index
(CPI), and is calculated using the following formulas:
(
a) The annual change in the Alberta CPI was calculated to one-tenth of a
percentage point using the formula X = (A-B) / B where:
X is the annual change in the Alberta CPI;
A is the sum of the 12 individual monthly CPI indexes for the 12-month
period ending on September 30, 2008;
B is the sum of the 12 individual monthly CPI indexes for the 12-month
period ending on September 30, 2007.
(
b) The result in (
a) is multiplied by the 2008 minor injury amount and rounded
to the nearest whole dollar to derive the increase in the minor injury amount
for 2009.
(
c) The increase in (
b) is added to the 2008 minor injury amount and rounded to
the nearest whole dollar to establish the 2009 minor injury amount.
