WALL, Queen's Printer for the Province of Alberta, EDMONTON Bill Dr. Buck BILL THE FLOOD CONTROL COMMISSION ACT ( Assented to ,1974) HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Alberta, enacts as follows: 1. In this Act, (a) "Commission" means the Flood Control Oommis sion; (b) "Minister" means the Minister of the Environment. 2.

(1) A Commission to be known as the "Flood Control Commission" is hereby established.

(2) The Commission shall be composed of not fewer than seven members appointed by the Lieutenant Governor in Council. 3. The Lieutenant Governor in Council may designate one of the members to be chairman of the Commission. 4. Five members of the Commission constitute a quorum. 5. The Lieutenant Governor in Council may fill any vacancy among the members of the Commission. 6.

(1) The objects of the Commission are and it has power: (a) (b) (

c) to study and evaluate water currents in rivers, lakes and connecting waters to determine how to protect the shoreline from erosion; to stud~ methods of protecting lands adj acent to rivers from back-up flooding during times of high water levels; to determine methods of protecting the lands and property of citizens during times of flooding, how ever caused ~ (

d) to' cO'mpile and present to' the O'wners O'f prO'perty and municipal authO'rities potentially affected plans fO'r eff.e1ctive protectiO'n against flO'O'ding and erO'siO'n tO'gether with the estimated cost of such prO'tectiO'n ; (

e) to' cO'mpile and present to' the O'wners O'f prO'perty identified under clause (

f) detailed recommend atiO'ns in the fO'rm O'f a manual 'Or emergency hand book for the protection O'f prO'perties where flO'od ing itself cannO't be prevented, including sugges tiO'ns fO'r: (

i) relO'cating electrical circuits, and (ii) protecting furnaces and other machinery O'r equipment which may not be feasible to mO've O'r relO'cate; (

f) to' cO'nsider the merits of providing flO'od insur ance; (

g) to' cO'nsult with and make recommendatiO'ns to conservation authO'rities regarding 0) flooding and erO'siO'n and the erection O'f build ings in areas susceptible to flooding 'Or erosiO'n, and (ii) the acquisition of river or lakeshore properties to prO'vide recreational facilities for the public.

(2) Subject to' the apprO'val of the Lieutenant Governor in CO'uncil, fO'r the furtherance of its -objects, the CO'mmis sion may enter into agreements with universities, corpo ratiO'ns O'r persons for the experimentation in methO'ds of evaluating and reducing flO'O'ding. 7. The Commission may make such by-laws as are cO'n sidered expedient for its constitutiO'n and the administratiO'n of its affairs, and may do such other things as are con sidered necessary or advisable to' carry O'ut its O'bjects. 8.

The CO'mmissiO'n shan make a repO'rt annually to' the Minister who shall submit the report to the Lieutenant Gov ernO'r in CO'uncil and shall then lay the report befO're the Assembly if it is in session 'Or, if nO't, at the next ensuing sessiO'n. 9.
