An Act to amend the City of Ottawa Act, 1999 Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows: 1. The City of Ottawa Act, 1999 is amended by adding the following section: BILINGUAL SERVICES 12.1

(1) The administration of the city shall be conducted in both English and French.

(2) All municipal by-laws made by the city shall be made in both English and French.

(3) All municipal services to the public shall be available in both English and French and all public communications made on behalf of the municipality, whether written, oral or electronic, shall be made in both English and French.

(4) A person has the right to communicate in English or in French with, and to receive available services in English or in French from, any office of a municipal agency.

(5) The city may make by-laws exempting services from the application of subsections (3) and (4) if all reasonable efforts have been made to comply with those provisions and if, in the opinion of the city council, it is not possible to do so and the exemption does not derogate from the general purpose and intent of this section.

(6) Each year, the city council shall review each exemption given under subsection (5) to determine whether it should be discontinued.

(7) The city council shall designate a per- son to act as ombudsman for bilingual ser- vices, and shall refer members of the public to the ombudsman for assistance with any com- plaints relating to their rights, or the city’s duties, under this section. 2. This Act comes into force on January 1, 2001. 3. The

short title of this Act is the City of Ottawa Amendment Act, 2000 . (2) Tous les règlements municipaux adop- tés par la cité le sont en anglais et en français.

(3) Tous les services municipaux au public sont fournis en anglais et en français et toutes les communications publiques faites au nom de la municipalité, qu’elles soient écrites, orales ou électroniques, sont faites en anglais et en français.

(4) Chacun a droit à l’emploi du français ou de l’anglais pour communiquer avec tout bu- reau d’un organisme municipal et pour en re- cevoir les services.

(5) La cité peut, par règlement municipal, exempter des services de l’application des pa- ragraphes (3) et (4) si tous les efforts raisonna- bles ont été faits pour s’y conformer et si le conseil municipal est d’avis qu’il est impossi- ble de le faire et que l’exemption ne porte pas atteinte à l’objet général du présent article.

(6) Chaque année, le conseil municipal examine chaque exemption accordée en vertu du paragraphe (5) pour déterminer si elle doit être annulée.

(7) Le conseil municipal désigne une per- sonne comme ombudsman des services bilin- gues et dirige vers l’ombudsman les membres du public qui ont besoin d’aide relativement à toute plainte liée à leurs droits ou aux obliga- tions de la cité visés au présent article. 2. La présente loi entre en vigueur le 1er janvier 2001. 3. Le
