CRAWFORD: Mr. Speaker, I move that Resolu tion No. 13, passed on April 12, 1983, be amended by striking out "8 p.m. on Thursday, April 28" and substitut ing "10 a.m. on Friday, April 29". [Motion carried] [Mr. Speaker left the Chair] [The House reconvened at 6:37 p.m.] [Mr. Speaker in the Chair] Appeal of Chairman's Ruling MR. R. SPEAKER: Mr. Speaker, on a point of order.

In the Standing Committee on Public Affairs, I made a motion referring for your consideration a decision by the Chairman. At this time, with your leave, I'd like to outline the reasons behind that motion and the reasons for the appeal. MR. SPEAKER: Perhaps I could save a little time. I wonder if the hon. member is taking into account the provision in the Standing Orders which expressly says that from a ruling of the Chairman, there is no appeal to the Speaker; the appeal is to the House.

I think the procedure for that is for the Chairman to report to the Speaker and then for the Speaker to say: is the decision of the Chairman to be upheld? That is put without debate. MR. CLARK: Mr. Speaker, there's been an appeal of my ruling in the Committee on Public Affairs, and it's been referred to the Assembly for a vote. MR. SPEAKER: I understand that the appeal is from a ruling of the Chairman that a motion presented in committee by the hon. Member for Spirit River-Fairview, of which I received a copy a while ago, was not in order.

What is now before the House is: is the decision of the Chairman to be upheld? All those in favor, please say aye. SOME HON. MEMBERS: Aye. MR. SPEAKER: Those opposed, please say no. SOME HON. MEMBERS: No. MR. SPEAKER: The decision of the Chairman is upheld. [Several members rose calling for a division.
