541 Wednesday, November 6, 2024 The House met at 10 a.m. The Deputy Speaker (S. Gambin-Walsh) took the Chair as Speaker for the proceedings. GOVERNMENT BUSINESS Pursuant to notice and on motion, debate commenced and concluded on the motion standing in the name of the Government House Leader (J. Hogan), as follows: THAT in accordance with Standing Order 65, the Public Accounts Committee shall comprise: Member for Exploits; Member for Mount Pearl North; Member for Cape St. Francis; Member for Labrador West; Member for Lake Melville; and Member for Placentia - St. Mary’s.

The Speaker put the question and declared the motion carried. Pursuant to order and on motion, debate commenced and concluded on second reading of a bill entitled “An Act to Amend the Labour Standards Act” (Bill 82). Pursuant to order and on motion, a bill entitled “An Act to Amend the Labour Standards Act” (Bill 82) was read the second time and, on motion, it was ordered that Bill 82 be referred to a Committee of the Whole now. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole to consider a bill entitled “An Act to Amend the Labour Standards Act” (Bill 82). The Speaker (S.

Gambin-Walsh) left the Chair. The Deputy Chair of Committees (P. Trimper) took the Chair of Committee of the Whole. During the debate, the Member for Labrador West (J. Brown) moved an amendment to clause 35. The Chair recessed the proceedings to consider the amendment.

542 Wednesday, November 6, 2024 The Chair reconvened the Committee and ruled the amendment was not in order. Debate resumed and concluded on Bill 82. On motion, the Committee rose. The Speaker (S. Gambin-Walsh) resumed the Chair. The Chair (P. Trimper) reported the Committee of the Whole had considered the matters to them referred and had directed them to report the Committee had recommended, without amendment, a bill entitled: “An Act to Amend the Labour Standards Act” (Bill 82). The Speaker put the question and it was ordered the report be received and adopted.

On motion, it was ordered that Bill 82 be read the third time on tomorrow. Pursuant to order and on motion, debate commenced and concluded on second reading of a bill entitled “An Act Respecting Health Research Ethics” (Bill 64). Pursuant to order and on motion, a bill entitled “An Act Respecting Health Research Ethics” (Bill 64) was read the second time and, on motion, it was ordered that Bill 64 be referred to a Committee of the Whole now. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole to consider a bill entitled “An Act Respecting Health Research Ethics” (Bill 64).

The Speaker left the Chair. The Deputy Chair of Committees (P. Trimper) took the Chair of Committee of the Whole. On motion, the Committee rose. The Speaker (S. Gambin-Walsh) resumed the Chair.

Trimper) reported the Committee of the Whole had considered the matters to them referred and had directed them to report the Committee had recommended, without amendment, a bill entitled: “An Act Respecting Health Research Ethics” (Bill 64). The Speaker put the question and it was ordered the report be received and adopted. On motion, it was ordered that Bill 64 be read the third time on tomorrow. On motion, the House recessed at 11:53 a.m. The Speaker (S. Gambin-Walsh) resumed the Chair at 2 p.m.

Joyce ) recognizing Edward MacDonald of Frenchman’s Cove and his heroic deed in 1961. The Member for Labrador West (J. Brown ) thanking those involved in helping constituents of the district during the July forest fires. The Member for Lake Melville (P. Trimper) recognizing constituents’ response to several serious emergencies in the district in 2024. The Member for Mount Pearl North (L. Stoyles) recognizing 17 recipients of the Confederation 75 anniversary medals from the district.

Howell) highlighting the resources available and initiatives underway to commemorate Confederation 75 within the K-12 education system. The Member for Topsail - Paradise (P. Dinn) and the Leader of the Third Party (J. Dinn) responded to the statement. The Minister Responsible for the Public Service Commission (S. Coady ) recognizing the 50th anniversary of the Newfoundland and Labrador Public Service Commission. The Members for Baie Verte - Green Bay (L. Paddock) and Labrador West (J.

Brown) responded to the statement. Oral Questions The House proceeded to Oral Questions. Presenting Reports by Standing and Select Committees There were no reports by Standing or Select Committees presented. Tabling of Documents Pursuant to

Further to a response during Oral Questions , the Minister of Municipal and Provincial Affairs (J. Notices of Motion The Minister of Justice and Public Safety (B.

Davis) gave notice they would on tomorrow introduce a bill entitled: “An Act Respecting the Management of Law Enforcement Articles, Uniforms, Vehicle Markings and Vehicle Equipment” (Bill 94). Answers to Questions for Which Notice Has Been Given There were no answers to questions for which notice had been given. Petitions The following Members presented petitions: The Member for Bonavista (C. Pardy) regarding reducing limitations on catch and timelines to catch northern cod. The Minister of Fisheries, Forestry and Agriculture (G. Byrne ) replied to the petition. The Member for Harbour Main (H.

Conway Ottenheimer) regarding road conditions in the district. The Minister of Transportation and Infrastructure (F. Hutton) replied to the petition.

546 Wednesday, November 6, 2024 PRIVATE MEMBER’S RESOLUTION Pursuant to notice and on motion, debate commenced and concluded on the resolution standing in the name of the Member for Lake Melville (P. Trimper):

WHEREAS, Newfoundland and Labrador has a rich military history, strategic location and capability.

WHEREAS, 5 Wing Goose Bay is strategically located and plays an important role in protecting North American airspace.

WHEREAS, the federal government has identified 5 Wing Goose Bay as one of the four Forward Operating Locations in the North American Aerospace Defence Command (NORAD) Modernization Plan.

WHEREAS, having primary search and rescue (SAR) capabilities in Labrador is a key priority for the Government of Newfoundland and Labrador.

WHEREAS, 5 Wing Goose Bay continues to support NATO allies with specialized training. THEREFORE

BE IT RESOLVED , the House of Assembly calls on the provincial government to urge the Government of Canada to advance these and other important roles that Newfoundland and Labrador fulfill with respect to national defence, NATO, and NORAD. The Speaker put the question and declared the resolution carried.
