Human Resources & Employment hosted the 64th Annual Meeting of Federal-

Provincial-Territorial (F/P/T) Canadian Association of Administrators of Labour

Legislation (CAALL) Deputy Ministers. The purpose is to discuss information,

research and initiatives related to employment standards, occupational health and

safety (OHS), labour relations, international labour organizations, and international

labour cooperation agreements. CAALL membership includes F/P/T Deputy

Ministers who are responsible for labour legislation and representatives from some

provincial Workers' Compensation Boards (WCB) where the WCB is responsible for

OHS legislation. The F/P/T governments take turns hosting the annual CAALL

meeting. The federal government contributed $6,657.90 towards the cost of hosting

this event.

Improvement: Minister's Forum - Moving Forward with Work Safe Alberta and

about the future of workplace health and safety in Alberta. During this event, the

participants were asked to provide feedback on the draft strategic plan, 'Moving

Forward with Work Safe Alberta.' which was prepared by the Provincial Strategic

Working Group on Workplace Safety. In addition, three companies were honored

and given awards for their new and innovative workplace health and safety initiatives

from the past year.

work were required due to unforeseen site conditions.

work is related to the original building construction, it is to be managed by the

original construction manager.

DEVELOPMENT Renovation and Construction of Warehouse and Service Centre

(Post-Occupancy Modifications)

Contractor: Jen-Col Construction Ltd.

Reason for Increase: A contract increase was required to address unforeseen site

conditions and post-occupancy modifications not identified in the original contract

due to budgetary constraints. Funding was subsequently available to address the

additional work to maintain ongoing operations. The additional work was included in

this contract to ensure continuity of warranty provisions and had to be expedited

immediately to avoid disruption of SRD operations during their annual fire season

(mid April to November).

Made as a rule by the Alberta Securities Commission on December 8, 2004 pursuant

to sections 223 and 224 of the Securities Act.

PART 1 AMENDMENTS

1.1 National Instrument 31-101 National Registration System is amended by this

Instrument.

1.2 Paragraph (

a) of the definition of "principal regulator" is repealed and the

following is substituted:

"for a firm filer, the securities regulatory authority or regulator of the jurisdiction

in which the firm filer's head office is located;"

1.3

Section 2.3 is repealed and the following is substituted: "If a firm filer changes

its head office to another jurisdiction, the firm filer must immediately notify its

principal regulator of such change by submitting a completed Form 31-101F2."

1.4 Item 3 of Form 31-101F1 is repealed and the following is substituted:

"3. Reasons for Designation of Principal Regulator

State here the location of firm filer's head office."

1.5 Form 31-101F2 is amended:

a) Item 1 of the General Instructions is repealed and replaced by the following:

"1. The Form must be submitted by a firm filer to notify its principal regulator if

a firm filer changes its head office to another jurisdiction."

b) Item 2 is amended by striking out "the factors considered by the firm filer to

determine the jurisdiction with which the firm filer has the most significant

connection" and substituting "the head office".
