406 Thursday, March 21, 2024 The House met at 1:30 p.m. BUDGET SPEECH The Minister of Finance (S. Coady) moved “That this House approve in general the budgetary policy of the Government.” The Speaker proposed the motion. The Minister of Finance delivered the budget speech. The Minister of Finance (S. Coady) moved debate on the budget speech be adjourned. The Speaker put the question and declared the motion carried. The Minister of Finance (S. Coady) informed the House that a Message had been received from the Lieutenant Governor.

The Message was read to the House by the Speaker, as follows: “19 March, 2024 As Lieutenant Governor of the Province of Newfoundland and Labrador, I transmit Estimates of sums required for the Public Service of the Province for the year ending 31 March 2025, in the aggregate of $9,743,070.100, and in accordance with the provisions of sections 54 and 90 of the Constitution Act, 1867, I recommend these Estimates to the House of Assembly. Signed: Joan Marie Aylward Lieutenant Governor” The Minister of Finance (S. Coady) moved the Message together with the Estimates be referred to a Committee of the Whole on Supply.

The Speaker put the question and declared the motion carried. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole on Supply. The Speaker left the Chair.

407 Thursday, March 21, 2024 The Deputy Speaker (S. Gambin- Walsh) took the Chair of Committee of the Whole on Supply. The budget documents were distributed. On motion, the Committee rose. The Speaker resumed the Chair. The Chair (S. Gambin- Walsh) reported the Committee of the Whole on Supply had considered the matters to them referred, reported they had made progress and asked leave to sit again. The Speaker put the question and it was ordered the report be received and adopted. The Speaker put the question and it was ordered the Committee have leave to sit again. The Minister of Finance (S.

Coady) gave notice they would on tomorrow move the House resolve itself into a Committee of the Whole on Ways and Means to consider a resolution and related Bill 73, relating to the raising of money by the province. By leave and p ursuant to Standing Order 65(1)(a), (

b) and (c), the Government House Leader (J. Hogan) moved the composition of the Government Services, Resource and Social Services Committees be as follows: THAT the Government Services Committee comprise: Member for Mount Pearl North (L. Stoyles); Member for Ferryland (L. O’Driscoll); Member for Cape St. Francis (J. Wall); Member for Lake Melville (P. Trimper); Member for Placentia - St. Mary's (S. Gambin-Walsh); Member for St. George's - Humber (S. Reid); and Member for Torngat Mountains (L. Evans). THAT the Resource Committee comprise: Member for St. George's - Humber (S. Reid); Member for Labrador West (J. Brown); Member for Bonavista (C. Pardy);

408 Thursday, March 21, 2024 Member for Exploits (P. Forsey); Member for Lake Melville (P. Trimper); Member for Mount Pearl North (L. Stoyles); and Member for Placentia - St. Mary's (S. Gambin-Walsh). THAT the Social Services Committee comprise: Member for Placentia - St. Mary's (S. Gambin-Walsh); Member for Topsail - Paradise (P. Dinn); Member for Grand Falls-Windsor - Buchans (C. Tibbs), Member for Lake Melville (P. Trimper); Member for Mount Pearl North (L. Stoyles); Member for St. George's - Humber (S. Reid); and Member for St. John's Centre (J. Dinn).

The Speaker put the question and declared the motion carried. By leave and pursuant to Standing Order 72(1) and (3), the Government House Leader (J. Hogan) moved that: (

a) the following heads of expenditure be referred to the Government Services Committee: Consolidated Funds Services; Digital Government and Service Newfoundland and Labrador; the Department of Finance; the Department of Labrador Affairs; the Public Procurement Agency; the Public Service Commission; and the Department of Transportation and Infrastructure. (

b) the following heads of expenditure be referred to the Resource Committee: the Department of Environment and Climate Change; the Department of Fisheries, Forestry and Agriculture; the Department of Immigration, Population Growth and Skills; the Department of Industry, Energy and Technology; and the Department of Tourism, Culture, Arts and Recreation.

c) the following heads of expenditure be referred to the Social Services Committee: the Department of Children, Seniors and Social Development; the Department of Education; the Department of Health and Community Services; the Department of Justice and Public Safety; the Department of Municipal and Provincial Affairs; and the Newfoundland and Labrador Housing Corporation.
