THE RESULTS-BASED BUDGETING ACT

Explanatory Note

(Assented to )

WHEREAS the Government of Manitoba has a long history of providing essential programs and services for Manitobans directly and through its agencies;

AND

WHEREAS the Government of Manitoba should ensure that its programs and services are the right programs and services delivered in the right way to achieve the results that Manitobans expect, in the most efficient and effective manner;

AND

WHEREAS a comprehensive review of the government's programs and services can provide recommendations to improve the results achieved for Manitobans;

AND

WHEREAS the recommendations from such a review can form a basis for future budget and policy decisions to achieve the best results for Manitobans;

AND

WHEREAS engaging Manitobans is vital to determine what results they want and to validate the results achieved;

AND

WHEREAS an innovative, collaborative and engaged Manitoba public service, working with purpose and pride, is committed to achieving results for Manitobans and making a difference in their lives;

THEREFORE HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Review of government programs and services

1(1)

The Treasury Board must provide for a comprehensive review of the programs and services provided by the government and its agencies.

Manner and scope of review

1(2)

The review must be conducted in the manner and in accordance with a

schedule as directed by the Treasury Board and must include an assessment as to whether the programs and services provided by the government and its agencies meet their intended objectives and whether they are being delivered in an efficient and effective manner.

Use of experts

1(3)

For the purpose of conducting a review under this Act, in addition to members of the public service, external experts may be engaged as the Treasury Board considers necessary.

Public participation in review

1(4)

Manitobans must have the opportunity to participate in the review.

Results-based budgeting

On completion of a review of a program or service, a results-based budget process must be used as an approach for the next budget planning cycle for that program or service.

Annual report to be prepared and tabled

3(1)

Beginning in 2014, the chairperson of the Treasury Board must, no later than October 1 of each year, table in the Legislative Assembly a report that sets out the progress of the review.

Tabling report when Assembly not sitting

3(2)

If the Legislative Assembly is not sitting when a report referred to in subsection (1) is required to be tabled, the report must be tabled within 15 days after the next sitting begins.

This Act may be referred to as

chapter R119.7 of the Continuing Consolidation of the Statutes of Manitoba .

Coming into force

This Act comes into force on the day it receives royal assent.

Explanatory Note

This Bill requires the budgets for all government programs, services, agencies, boards and commissions to be reviewed on a regular cycle to ensure that they are delivering the outcomes that the public needs. Once the review process is completed for a given program, the budget for the program will be re-established. The process is to be transparent, with the findings and recommendations of program reviews made public.
