Reason for Increase: Additional fund paid to the contractor to manage the design
deficiencies and associated
schedule extension costs arising from the design errors
that are being discovered during the course of construction.
Contract increases were reported to Alberta Gazette in 2023/24 Q4, 2024/25 Q1, Q2,
Q3, and Q4, 2025/26 Q1 and Q2; current increase for 2025/26 Q3 is $717,579.16.

Q4; 2025/26 Q1, Q2; and current increase for 2025/26 Q3 is $726,175.93.
Contract increase is for adjustments required to address design clarifications and
ensure proper installation of systems. These include electrical and mechanical
modifications such as installing additional light fixtures, providing an expansion tank
for the electric domestic water heater, and revisions to fuel oil spill detection through
an interface module. Due to
schedule extension, there was also additional cost for the
contractor, including bonding and general conditions.

Contract: Canmore - Canmore Nordic Centre - World Cup Upgrades
Contractor: Shunda Consulting and Construction Management Ltd.
Reason for Increase: Contract increases were reported to Alberta Gazette for
2025/26 Q2 reporting period in the amount of $4,546,338.79, and current increase for
2025/26 Q3 is $407,344.72. The 2025/26 Q3 increase includes the Day Lodge Deck
construction, construction of the Biathlon Shed, and roofing tile mitigation works,
including temporary plywood protection. These revisions were required to reconcile
approved construction scope and ensure all work is completed in accordance with
project drawings and specifications. The associated Change Order- 10, 11 and 12
were executed during 2025/26 Q3. The contract percentage increase is cumulative.

Contract: Edmonton - University of Alberta Hospital ICU Expansion (WMC Level 3
SIU Scope)
Contractor: Delnor Construction Ltd.
Reason for Increase: To account for the cost impact of changes required by AHS
due to operational requirements, which have resulted in additional cost.
Cost increase for additional scope to meet the full CL3 Lab requirements for the SIU.
Additional mechanical equipment, controls and monitoring are required to prevent
contamination of other hospital systems. Plumbing systems also need to be isolated to
prevent contamination to other areas of the hospital.
As a result of the scope tender cost increase, the CM's contract increased by $2.955M
to $6.386M.

Contract: Evansburg - Grand Trunk K-12 School Modernization
Contractor: Delnor Construction Ltd.
Reason for Increase: Contract ID 040361 is being reported in 2025/26 Q3
1. Floor Leveling compound was found following construction mobilization. The
entire facility has floor leveling compound which is asbestos containing. The scope of
work includes high risk removal of compound in all 3 construction phases. (Schedule
Delay and Additional Costs)
2. Upon slab demolition of phase 1, it was discovered that the storm line under the
school was not in operating condition as shown in design documents. Upon further
investigation of scoping the line, full replacement was required. The Consultant
designed the replacement to drain into the exterior catch basins on site as draining to
grade was not an option based on water load. (Additional Costs)
3.Stucco band on exterior perimeter of school needed to be removed to allow for a
continuous surface for Air Vapor Barrier installation. Removal included chiseling
stucco off and grinding existing block to allow for a smooth surface for adherence.

4. Existing trusses contained lead based paint. For new clear story in phase 2 and 3,
this paint had to be removed under moderate procedures to allow for structural
reinforcement to be installed. (Schedule Delay and Additional Cost)

Contract: Leduc - Ecole Corinthia Park K-6 School - Modernization
Contractor: Emcee Construction & Management Ltd.
Reason for Increase: Contract ID 041826 exceeding 10% of the net original
construction contract amount.
1. Additional abatement and demolition were required in Phase 1 scope.
2. Architectural Finishes; Miscellaneous architectural scopes including millwork,
FRP, flooring, glazing and doors were added to upgrade Administration areas.
3. Structural lintels were required to support the mudroom due to inadequate existing
conditions.
4. Architectural and mechanical upgrades to four washrooms, including new floor and
wall finishes and plumbing fixtures. The original scope was limited to replacing toilet
partitions only. However, due to their age and condition, it was decided to include full
renovations of the Boys and Girls washrooms.
Contract Amount: $7,049,000.00
% Increase: 15%

Contract: Red Deer - Red Deer Justice Centre - Prime Contractor Services
Contractor: Clark Builders
Reason for Increase: Contract increases were reported in 2024/25 Q2, Q3 and Q4,
2025/2026 Q1, 2025/2026 Q2; current increase for 2025/2026 Q3 is $58,227.88.
The increase is attributed to changes related to Fire Alarm systems and utility transfer
costs. Contract percent increase is cumulative.

Contract: Red Deer - Red Deer Regional Hospital Redevelopment
Contractor: Shunda Consulting and Construction Management Ltd.

Q3, 2024/25 Q4, 2025/26 Q1, 2025/26 Q2 and current increase for 2025/26 Q3 is
$2,986,350.00.
Funding has been increased to expand the Construction Manager's scope of work.
This expanded scope includes improvements, renovations and reconfiguration of the
lower-level corridor and entrance of the Cancer Centre to enhance patient and staff
flow; the relocation of the Gastrointestinal Clinic from the annex to the south
complex; and the relocation of sprinkler lines in the loading dock, which is a critical
step to enable decanting and demolition of the annex building. In addition, the
demolition and revitalization of the Physician's Hub required to support the Interim
Catheterization Lab project have been incorporated into the scope due to
schedule
constraints.
Contract change percentage is cumulative.

World Cerebral Palsy Day

WHEREAS: Cerebral palsy is a neuromotor disability that affects approximately 3.3
people in every thousand;

WHEREAS: Cerebral palsy is a term used to describe a group of conditions
affecting body movement and muscle coordination, and not a disease;
AND
WHEREAS: Cerebral palsy affects all levels of society and all levels of
socioeconomic status, an estimated 17 million people worldwide;
AND
WHEREAS: The Cerebral Palsy Association in Alberta (CPAA) is a leader in
advocating for persons with disabilities and is the primary centre for providing
programs, services and information on treatments, resources and services relating to
cerebral palsy.

Green Shirt Day

WHEREAS: On April 7, 2018, in the aftermath of the tragic Humboldt bus crash, a
21-year-old Alberta hockey player named Logan Boulet became an organ donor;
AND
WHEREAS: Just weeks prior to his death, Logan registered as a donor and
shared his wishes with his family; Logan's gift saved the lives of six others, and his
story inspired thousands of Albertans and people around the world to register as organ
and tissue donors;
AND
WHEREAS: Organ and tissue transplant is often the only way to save lives for
people with serious or life-threatening disease and injuries;
AND
WHEREAS: Green Shirt Day is observed annually to honor the legacy of
Logan Boulet and the Humboldt Broncos, and to raise awareness about the
importance of organ and tissue donation;
AND
WHEREAS: The Government of Alberta encourages and supports a culture of
donation and is committed to strengthening Alberta's organ and tissue donation
program; and that by increasing the number of registered donors and reducing the
number of people waiting for a transplant, more families will have the gift of time
with their loved ones.

World Encephalitis Day

WHEREAS: Encephalitis is inflammation of the brain that is commonly caused by
either viral infection or the body's own immune system attacking the brain;
AND
WHEREAS: Encephalitis can strike anyone, anywhere, at any time, and at any
age, resulting in a serious and sometimes life-threatening medical emergency;
AND
WHEREAS: Nerve cells may be damaged or destroyed by both the infection
and inflammation, leaving survivors with an acquired brain injury;
AND
WHEREAS: The Government of Alberta commends ongoing advocacy efforts
to raise awareness of this serious condition, as increased public understanding can
improve recognition and lead to better outcomes for patients and their families.
THEREFORE: I, Adriana LaGrange, Minister of Primary and Preventative Health

February 22 as World Encephalitis Day in perpetuity in the Province of Alberta.

World Obesity Day

WHEREAS: Obesity is a complex chronic disease defined by excessive body fat that
poses a health risk for several chronic conditions, such as type 2 diabetes, some forms
of cardiovascular disease, certain types of cancers, and osteoarthritis;
AND
WHEREAS: Obesity is a growing public health concern. More than two-thirds
(68 per cent) of Canadian adults aged 18 to 79 have been classified as overweight or
living with obesity between 2022 and 2024;
AND
WHEREAS: Early prevention and management are critical to reducing obesity-
related risks, reducing the burden of chronic disease, and fostering health futures;
AND
WHEREAS: The Government of Alberta recognizes the significant
implications of obesity on the health care system, Albertans' quality of life, and its
connection to other serious health conditions. Alberta's government commends
organizations, health professionals, and community leaders who advocate for health
living and promote evidence-based strategies to prevent and manage obesity across
our province.
THEREFORE: I, Adriana LaGrange, Minister of Primary and Preventative Health

Neuropathy Awareness Day

WHEREAS: Peripheral neuropathy occurs when nerves outside the brain and spinal
cord become damaged or diseased, leading to a wide range of symptoms, such as
constant burning, stabbing, or tingling pain; muscle weakness; numbness in the hands
and feet; and significant mobility challenges;
AND
WHEREAS: Peripheral neuropathy can have many causes, such as diabetes,
chemotherapy, inherited conditions, infections, autoimmune diseases, exposure to
toxins, poor nutrition, kidney disease, long-term alcohol use, and certain medications,
especially those used to treat cancer and HIV/AIDS;
AND
WHEREAS: Treatment for peripheral neuropathy focuses on a combination of
medication, physiotherapy, and lifestyle changes to improve function and quality of
life;
AND
WHEREAS: The Government of Alberta commends the Calgary Neuropathy
Association's efforts in enhancing public awareness, supporting health education, and
promoting research to improve outcomes for those living with peripheral neuropathy.
THEREFORE: I, Adriana LaGrange, Minister of Primary and Preventative Health
Services, pursuant to
section 3(1)(
a) of the Special Days Act, hereby declare the first
Saturday in November as Neuropathy Awareness Day in perpetuity in the Province of
Alberta.

Multifocal Motor Neuropathy Awareness Month

WHEREAS: Multifocal Motor Neuropathy (MMN) is a rare disorder in which focal
areas of multiple motor nerves are attacked by one's own immune system, resulting in
asymmetrical weakness of a patient's hands and/or limbs and muscle wasting, leading
to debilitating weakness or paralysis, loss of independence, and the need for ongoing
treatment;
AND
WHEREAS: The cause of MMN remains unknown, and these conditions can
affect individuals of any gender or ethnic background;
AND
WHEREAS: MMN is chronically progressive often without remission. Earlier
diagnosis and treatment and access to rehabilitation services may reverse symptoms
and can improve the chances of avoiding permanent residual damage of the nerves;
AND
WHEREAS: The Government of Alberta commends the Guillain-Barre
Syndrome Chronic Inflammatory Demyelinating Polyneuropathy Foundation of
Canada for their work to improve the lives of individuals with MMN by providing
support, education, research, and advocacy.
THEREFORE: I, Adriana LaGrange, Minister of Primary and Preventative Health
Services, pursuant to
section 3(1)(
c) of the Special Days Act, hereby declare February
as Multifocal Motor Neuropathy Awareness Month in perpetuity in the Province of
Alberta.

d) registered easements and instruments registered
pursuant to
section 69 of the Land Titles Act, (
e) right of entry orders as defined in the
Surface Rights Act registered under the Land Titles Act, (e.1) a caveat that, pursuant
section 3(1.2), 3.01(4) or 3.1(5) of the New Home Buyer Protection Act, remains
registered against the certificate of title to the land, (
f) a notice of lien filed pursuant
section 38 of the Rural Utilities Act, (
g) a notice of lien filed pursuant to
section 20
of the Rural Electrification Loan Act, and (
h) liens registered pursuant to

Goods and Services Tax (GST) will apply to all applicable properties sold at the
public auction.
The purchaser of the property will be responsible for property taxes for the current
year.
The successful bidder must, at the time of the sale, make a non-refundable ten percent
(10%) deposit payable to the municipality, with the balance of the purchase price due
on the closing date.
Closing date for all sales will be fourteen (14) days after auction date.
No terms or conditions of the sale will be considered other than those specified by the
municipality.
Payments by cash, Interac, certified cheque, or bank draft only. Vendor financing or
financing using third party mortgages or encumbrances upon the purchased lands, or
other similar financing arrangements, cannot be accommodated.
Section 429 and 436.21 of the Municipal Government Act states the auctioneer,
councilors, the chief administrative officer, the designated officers, and employees of
the municipality must not bid or buy any parcel of land offered for sale, unless
directed by the municipality to bid for or buy a parcel of land on behalf of the
municipality.
If no offer is received on a property or if the reserve bid is not met, the property
cannot be sold at the public auction.
Once the property is declared sold to another individual at public auction the previous
owner has no further right to pay the tax arrears.
The risk of the property lies with the purchaser immediately following the auction.
The purchaser will be required to execute a Sale Agreement in form and substance
provided by the municipality.
The purchaser is responsible for obtaining vacant possession.
The purchaser will be responsible for all Land Titles fees for the property.
The City of Lethbridge may, after the public auction, become the owner of any parcel
of land not sold at the public auction.
A property will be removed from the public auction if payment of all arrears of taxes
