Section 14 of the Petroleum Products Pricing Act and Sections 16 to 19 of the Petroleum Products Pricing Regulations Before: Kulvinder S. Dhillon, P. Eng., Member

Whereas the purpose of the Petroleum Products Pricing Regulations is to ensure just and reasonable prices for specified petroleum products taking into consideration the objectives of preserving the availability of such products in rural areas, stabilizing prices of such products and minimizing the variances in prices of such products across the Province; And

whereas the Nova Scotia Utility and Review Board (“Board”) considered the manner in which it would proceed to set petroleum prices in its decision, 2006 NSUARB 108, issued on October 16, 2006; And

whereas the Board revised the retail margin and transportation allowance effective January 6, 2012, in its decision, 2011 NSUARB 181, issued on November 23, 2011; And

whereas the Board revised the wholesale margin effective January 4, 2013, in its decision, 2012 NSUARB 213, issued on December 12, 2012; And

whereas the average of the average of the daily high and low reported product prices (in Canadian cents) for the week ended September 9, 2015, are: Grade 1 Regular gasoline 53.4¢ per litre Ultra-low-sulfur diesel oil 54.0¢ per litre

Now therefore the Board prescribes the benchmark prices for petroleum products to be: Gasoline: Grade 1 53.4¢ per litre Grade 2 56.4¢ per litre Grade 3 59.4¢ per litre Ultra-low-sulfur diesel oil 54.0¢ per litre And

now therefore the Board has determined, based on historical data regarding price changes and to achieve revenue neutrality, it is appropriate to apply, and the Board so orders, forward averaging corrections of: Gasoline: minus 0.6¢ per litre Ultra-low-sulfur diesel oil: minus 0.5¢ per litre And

whereas a winter blending adjustment of plus 1.2¢ per litre is required for ultra-low-sulfur diesel oil; And

now therefore the Board prescribes the prices for petroleum products as set forth in

Section 139 of

Chapter 41 of the Acts of 2011, the Pension Benefits Act, is pleased to amend the Pension Benefits Regulations, N.S. Reg. 200/2015, made by the Governor in Council by Order in Council 2015-133 dated April 21, 2015, to make changes with respect to the timing of payments for increased contributions and other matters, in the manner set forth in

Schedule “A” attached to and forming part of the report and recommendation, effective on and after September 18, 2015.

Schedule “A” Amendment to the Pension Benefits Regulations made by the Governor in Council under

Section 139 of

Chapter 41 of the Acts of 2011, the Pension Benefits Act 1 Subsection 92(4) of the Pension Benefits Regulations, N.S. Reg. 200/2015, made by the Governor in Council by Order in Council 2015-133 dated April 21, 2015, is amended by adding the following clause immediately after clause (a): (aa) the amount of any contributions in respect of the normal cost; 2 Subsection 235(4) of the regulations is amended by striking out “200” and substituting “199”. 3 Subsection 15(1) of

Schedule 4: Nova Scotia LIF Addendum to the regulations is amended by (

a) striking out “or” at the end of subclause (a)(ii); (

b) adding “or” immediately after the semi-colon at the end of clause (b); and (

c) adding the following clause immediately after clause (b): (

c) for an owner who is a member or former member of a pension plan that provides for variable pension benefits, to the owner’s variable benefits account in accordance with

Part II - Regulations Vol. 39, No. 20 “physician” means medical practitioner as defined in the Medical Act or the equivalent under the legislation of a jurisdiction other than the Province; “psychologist” means registered psychologist as defined in the Psychology Act or the equivalent under the legislation of a jurisdiction other than the Province; “registered nurse” means registered nurse as defined in the Registered Nurses Act or the equivalent under the legislation of a jurisdiction other than the Province; “social worker” means social worker as defined in the Social Workers Act or the equivalent under the legislation of a jurisdiction other than the Province.

Professions prescribed for statement in support of application 3

(1) The following are prescribed as professions whose members are authorized to provide a written statement required by clause 25(1)(

c) of the Act to support an application by a person who is at least 16 years old to change the sex shown on the person’s birth registration: (

a) physician; (

b) psychologist; (

c) nurse practitioner; (

d) registered nurse; (

e) social worker.

(2) The following are prescribed as professions whose members are authorized to provide a written statement required by clause 25(2)(

c) of the Act to support an application by a person who is under the age of 16 to change the sex shown on the person’s birth registration: (

a) physician; (
