Debate on Motion 19—Budget Debate Mr. Fitch, resuming the adjourned debate on Motion 19, spoke as follows: Thank you for that warm welcome. It certainly is an honour for me, as Finance Critic and Treasury Board Critic, to reply to the third budget speech of the Gallant government.

Before I begin, I would like, once again, to remember the difficult time that the people of New Brunswick have faced with the ice storm over the past two weeks. Our sympathy to the families and loved ones and our good wishes for a speedy recovery go out to those who were victims of carbon monoxide poisoning. I want to thank the NB Power crews, the crews from other utilities, and the private contract crews from inside and outside New Brunswick for all their hard work, long days, and long nights trying to fix the problem.

I also want to thank the countless volunteers, first responders, and members of our military who all pitched in to help. J’aimerais remercier tous les gens qui ont offert leur soutien à la Péninsule acadienne à la suite de la tempête de verglas, offrir nos plus sincères condoléances aux familles qui ont perdu des proches et souhaiter un prompt rétablissement aux personnes qui ont souffert d ’intoxication au monoxyde de carbone. Mother Nature, once again, showed us how mighty she is. As hard as we prepare, she can always give us a real kick.

I also want to take a moment to mention a special young lady in my riding. C ’est certainement un honneur pour moi, à

titre de porte - parole en matière des Finances et de porte -parole en matière du Conseil du Trésor, de donner réponse au troisième budget du gouvernement Gallant. Avant de commencer, j ’aimerais de nouveau rappeler la période difficile que les gens du Nouveau - Brunswick ont connue lors des deux dernières semaines par suite de la tempête de verglas. Nous transmettons nos condoléances aux familles et aux proches ainsi que nos meilleurs vœux de prompt rétablissement aux victimes d ’intoxication au monoxyde de carbone.

Je veux remercier les équipes d’Énergie NB, d’autres entreprises de service public et d’entrepreneurs privés à l ’intérieur et à l ’extérieur du Nouveau-Brunswick de tout leur travail acharné ainsi que des longues journées et nuits passées à essayer de régler le problème. Je veux aussi remercier les innombrables bénévoles, les premiers intervenants et nos militaires qui ont tous donné un coup de main pour aider.

I would like to thank all those who provided their support to the Acadian Peninsula after the ice storm, to extend our most sincere sympathies to the families who lost loved ones, and to wish a speedy recovery to those who were victims o f carbon monoxide poisoning. Dame Nature nous a encore une fois montré sa puissance. Peu importe l ’intensité de nos préparatifs, elle peut toujours nous porter un gros coup. Je veux aussi prendre un instant pour mentionner une jeune fille spéciale dans ma circonscription.

2 2017 February 9 février ^ lady from Riverview who has touched the hearts of many people, not just here in New Brunswick but also around the world. Diagnosed with terminal cancer, Becca has challenged us to perform random acts of kindness and to use the hashtag #BeccaToldMeTo. The response to her heartfelt and selfless campaign has been felt around the world, and I know that it has touched many people here in this gallery and around the province as well.

I also want to make note of a couple of teachers who are doing a great job among the many, many teachers in our province who work so hard to educate our children. A couple of them are getting recognition for their efforts on national and international leve ls, and three principals were named to Canada ’s Outstanding Principals. These individuals were nominated by parents, colleagues, and community members as part of the Learning Partnership, a 400-member group that has recognized principals for 13 years.

This year’s three deserving New Brunswick members are Wayne Annis, Keswick Valley Memorial School in Burtts Corner; Matthew Bedard, Seawood School in Saint John; and my good friend Nancy Matthews, Riverview Middle School, in my riding of Riverview. 10:10 Nancy is also the recipient of the 2016 Lieutenant- Governor’s Award for Excellence in Public Administration, and she was in Fredericton just last fall to receive that prestigious award as well. Nancy is joined by two other teachers from Riverview who have been recognized on the national stage for their efforts.

Ian Fogarty was in the top three nominations of the Future of Education Technology Conference in Florida, and, in December, Armand Doucet was introduced here in the Assembly for being shortlisted for the world’s richest teaching prize, which is worth US$1 million. Of the 20 000 nominees, Armand Doucet made the list for the Varkey Foundation Global Teacher Prize for 2017. They are all very deserving. C’est un honneur grandement mérité. Chapeau. Becca Schofield est une jeune fille de Riverview qui a touché le cœur de bien des gens, non seulement ici au Nouveau-Brunswick mais aussi partout dans le monde.

Diagnostiquée de cancer terminal, Becca nous a mis au défi de poser des actes de bonté spontanés et d’utiliser le mot-clic #BeccaToldMeTo. La réaction à sa campagne sincère et altruiste s ’est manifestée à l’échelle mondiale, et je sais que cette campagne a aussi touché beaucoup de personnes ici dans la tribune et partout dans la province. Je veux aussi signaler deux ou trois enseignants qui font un exemple travail, parmi les très nombreux membres de personnel enseignant qui, dans notre province, travaillent si fort pour éduquer nos enfants.

Deux ou trois d’entre eux voient leurs efforts reconnus à l ’échelle nationale et internationale, et trois directeurs d ’école ont été récipiendaires du prix Canada’s Outstanding Principals. Les personnes en question ont été mises en candidature par des parents, des collègues et des membres de la collectivité dans le cadre de Learnin g Partnership, un groupe de 400 membres qui reconnaît les directions d ’école depuis 13 ans.

Les trois récipiendaires méritants du Nouveau-Brunswick cette anné e sont Wayne Annis, de Keswick Valley Memorial School, à Burtts Corner, Matthem Bedard, de Seawood School, à Saint John, et ma bonne amie Nancy Matthews, de Riverview Middle School, dans ma circonscription de Riverview. Nancy est aussi récipiendaire du Prix d ’excellence du lieutenant-gouverneur en administration publique de 2016, et elle est venue à Fredericton pas plus tard que l’automne dernier pour recevoir aussi ce prix prestigieux.

Nancy est accompagnée de deux autres enseignants de Riverview dont les efforts ont été reconnus à l’échelle nationale. Ian Fogarty a été parmi les trois meilleures des candidatures à la Future of Education Technology Conference, en Floride, et Armand Doucet a été présenté ici à l ’Assemblée en décembre parc e qu ’il figure sur la liste restreinte du prix d’enseignement le plus généreux au monde, d’une valeur de 1 million de dollars américains. Parmi les 20 000 candidatures, Armand Doucet a été retenu sur la liste pour le Global Teacher Prize de 2017 de la Varkey Foundation.

Ce sont toutes des personnes méritantes. It is a highly deserved honour. Hats off.

February 9 février 2017 3 ^ My hat goes off to the hardworking teachers, teacher aides, and support staff here in the province. There are many great things happening in the province, but, before I go any further, I want to thank the people who supported me as Interim Leader of the New Brunswick PC Party over the last two years. I want to thank my caucus colleagues, the staff at PCNB and the opposition office, my riding office, the people in my riding, and, of course, my wife, Nancy, my three children, and my extended family. It was a great learning experience, and I met many great people in those two years.

I do want to congratulate the member for Quispamsis on winning the leadership race against six other very, very good candidates. Congratulations. Those six were very good candidates, hardworking and capable. I certainly wish the member for Quispamsis the b est as he takes over the reins and declares for the next election.

I look forward to running in the next election along with the candidates who ran for the leadership, so that they may come and join us, and also with my other two colleagues, from Southwest Miramichi-Bay du Vin and Fredericton West-Hanwell, who also ran in the leadership race of our Progressive Conservative Party. On the topic of the Progressive Conservative Party, it is interesting to note that it was 50 years ago this year that Brenda Mary Robertson was elected to the Legislative Assembly, right here in New Brunswick, to represent the district of Albert.

That show s how progressive this party was, having the first female minister here in New Brunswick. I had coffee with the senator, who is now retired, before Christmas. She is still interested in politics and in the goings -on and the political outcomes here in New Brunswick, hoping for the best for the province. Les prochaines élections auront lieu très prochainement. The next provincial election is coming up in only 19 months, and time goes by very quickly in politics.

We are faced with a government that is willing to throw money around like crazy in order to try to buy Je tire mon chapeau aux vaillants enseignants, aides - enseignants et personnel de soutien ici dans la province. Beaucoup de choses formidables se déroulent dans la province, mais, avant de procéder, je veux remercier les gens qui m ’ont appuyé à

titre de chef intérimaire du Parti progressiste -conservateur du Nouveau - Brunswick au cours des deux dernières années. Je veux remercier mes collègues du caucus, le personnel du bureau du Parti progressiste -conservateur du Nouveau-Brunswick et du bureau de l ’opposition, le bureau dans ma circonscription, les gens de ma circonscription et, bien sûr, ma femme, Nancy, mes trois en fants et ma famille élargie. Cela a été une formidable expérience d ’apprentissage, et j ’ai rencontré bien des gens formidables au cours de ces deux années.

Je veux féliciter le député de Quispamsis d ’avoir remporté la course à la direction où ont participé six autres très, très bons candidats. Félicitations. Les six candidats étaient très bons, vaillants et compétents. Je souhaite certainement au député de Quispamsis la meilleure des chances au moment où il prend les rênes et déclare sa candidature pour les prochaines élections.

J’ai hâte de me présenter aux prochaines élections, tout comme les candidats qui se présentés à la direction, afin qu’ils puissent se joindre à nous, et tout comme mes deux autres collègues, celui de Miramichi -Sud- Ouest—Baie-du-Vin et celui de Fredericton -Ouest— Hanwell, qui se sont aussi présentés à la course à la direction de notre Parti progressiste-conservateur. Au sujet du Parti progressiste -conservateur, il est intéressant de noter que, il y a 50 ans cette année, Brenda Mary Robertson a été élue à l ’Assemblée législative, ici même au Nouveau -Brunswick, pour représenter la circonscription d ’Albert.

Cela montre à quel point le parti était progressiste, du fait d ’avoir la première femme qui soit ministre ici au Nouveau - Brunswick. J ’ai pris un café avec la sénatrice, maintenant à la retraite, avant Noël. Elle s ’intéresse encore à la politique, aux activités et aux ré sultats politiques ici au Nouveau -Brunswick, espérant le mieux pour la province. The next election is coming up. Les prochaines élections provinciales auront lieu très prochainement, dans à peine 19 mois, et le temps file très rapidement en politique. Nous sommes confrontés à un gouvernement qui est disposé à jeter de l ’argent

It will be interesting to watch as the members opposite attempt to overcome the pain they have caused the people who have had to reach deeper and deeper into their pockets. The Gallant government will take $500 million per year in new tax money out of people’s pockets to sustain its spending spree.

We need to get back to good, fair policies for the people of New Brunswick, and the PC Leader from Quispamsis is the one who is going to get this province back on track. 10:15 Sometimes, I just stop and think of what could have been if the Liberals had not won those thr ee or four additional seats by a total of about only 500 votes combined. There would be no HST increase. The good people of New Brunswick would not be facing, in the future, some type of carbon tax, which is possibly going to take more money out of their pockets.

Our seniors would not be worried about what is ne xt—is the government going to go after our assets again? The students would have a fairer, more equitable tuition program. There would be a tremendous opportunity for the natural gas and oil industry to develop in this province. Most of all, the balanced would be . . . The budget would be balanced this year. That is what I was trying to say. (Interjection.) Mr. Fitch: Budgets do not balance themselves. That is right. You have to work at it. You have to work hard at doing that. We have been told that raising the HST is the lazy way of getting things done.

I remember that. It was recorded on tape. It was replayed many, many times on tape, so I guess that it did happen. That is what we have seen here today. This government is takin g the lazy way out by increasing taxes, and, instead of putting that on the debt or the deficit, it has spent that money to gain favour with the people of New Brunswick in anticipation of the next election. Toutefois, je ne suis pas la seule personne qui trouve le budget malheureux. sans compter dans une tentative d ’attirer la faveur de l’électorat et de demeurer au pouvoir.

Il sera intéressant de surveiller les parlementaires d ’en face dans leurs efforts de surmonter la douleur qu ’ils ont causée aux gens qui ont dû puiser de plus en plus profondément dans leurs poches. Le gouvernement Gallant va puiser 500 millions par année en nouvelles recettes fiscales dans les poches des gens pour financer sa frénésie de dépenses. Nous devons re venir à des politiques valables et équitables pour le s gens du Nouveau-Brunswick, et le chef progressiste - conservateur de Quispamsis est la personne qui remettra la province sur la bonne voie.

Je m’arrête parfois pour songer à ce qui serait arrivé si les Libéraux n’avaient pas remporté les trois ou quatre sièges supplémentaires grâce à un total combiné de seulement 500 votes. Il n’y aurait pas d’augmentation de la TVH. Les braves gens du Nouveau -Brunswick ne seraient pas exposés, dans l ’avenir, à un genre de taxe sur le carbone qui pourrait puiser plus d ’argent dans leurs poches. Nos personnes âgées ne se préoccuperaient pas de ce qui s ’en vient : Le gouvernement va-t-il encore s’en prendre à nos actifs? Les étudiants auraient un programme de frais de scolarité plus juste et plus équitable.

L ’industrie du pétrole et du gaz naturel aurait une occasion formidable de se développer dans la province. Surtout, l’équilibre serait Y Le budget serait équilibré cette année. Voilà ce que j’essayais de dire. (Exclamation.) M. Fitch : Les budgets ne s ’équilibrent pas par eux - mêmes. C ’est exact. On doit y travailler. On doit y travailler fort. February 9 février 2017 5 ^ What has happened here is that the Liberals have really driven home their philosophy of tax and spend in the past few years, increasing taxes so much, to the tune of $500 million. They have increased almost every tax known to New Brunswickers. Now, they ar e making up taxes. They are going to make up a carbon tax. We have yet to see the details on that. There is even talk of a sugar tax.

I know that the minister said yesterday that there are no new taxes, but we heard yesterday about the changes that the government has made in the way that taxes are applied to trailer parks and the owners of the trailers themselves. The minister gets up an d says one thing, but the reality on the street is that something different is happening. The government says that there is no new tax so quickly after raising the HST. It says that there is no new tax, yet it is going after the campground owners and the campers, a part of tourism that is very, very important in this province.

We have a short summer season, and, now, people are going to have to spend more money to enjoy the pastimes that they have in the summer. Let’s review. Examinons cela de plus près. There were two taxes that were put forward in the Liberal platform to deal with the deficit: a $30-million income tax on those making more than $150 000 per year and a $30 -million property tax increase on businesses. Instead of 2 tax increases totaling $60 million to fund the election platform, the Gallant government imposed 10 different ones. Wh en they are added up, the fee increases took in more than $500 million. Shame. Now, Mr. Speaker, you and I know that we do need revenue to run the province. We need to run a good health care system, we need to run a good senior care system, and we need to run the education system.

We need to make sure that the roads are plowed and maintained. We know that doctors, nurses, and the staff who support the teachers need to be paid. However, with the Gallant government ’s spending growth approaching 5% per year, some of these restraints seem to be lacking. We are really concerned about the sustainability that is in question for the province in those departments. Let’s talk a bit about the carbon tax and what may be in line for the future. I found it very interesting that it was mentioned in the budget speech, but the message that we heard was a little cloudy.

There was a lot of smoke between what was going to happen a nd where we are now. We heard something like this: We know that we are going to go into the pockets of the people again and take more of their hard -earned money. We just do not know how or how much, but no worries. Whatever we take, we are going to spe nd somewhere and call it revenue-neutral. 10:20 Now, it is the Liberal definition of “revenue-neutral” or, I should say, the Gallant government definition of “revenue-neutral” and not at all what the rest of the world thinks of as the definition, so you might call this a made-in-New Brunswick idea.

See, for the rest of the world, “revenue-neutral” means that you lower one type of tax as another is added so that the taxpayers end up at the same position financially after the tax. However, for the New Brunswick Gallant recettes, les Libéraux ont éliminé le crédit d ’impôt pour les frais de scolarité à l’intention des étudiants de collège et d ’université, procurant ainsi de nouvelles recettes d ’environ 32 millions. The claim made in the minister’s speech that a carbon tax will reduce emissions is a claim that the minister will have to prove. We have already seen an increase in the taxes on fuel, oil, and gasoline, but there has been no corresponding reduction in the use of vehicles or in the emiss ions here in New Brunswick. The actions on this particular file by the Gallant government have been just awful. Les actions du gouvernement Gallant concernant ce dossier ont été très malheureuses.

First, an all -party committee was struck. It appeared that it was going in the right direction, unlike the electoral reform committee, where the report was written and put on the desk, and then we were asked to join in on it. Anyway, the government asked t he members of the committee, which included all three parties, to do public sessions before the report was written. This is where things seem to slip just a bit. The chairperson of the committee stated publicly, before everyone was heard and the report was written, that we needed a pool of money. That was before the final report was written even in draft form.

It was at this point that skeptical New Brunswickers started to believe that this whole exercise was just another Strategic Program Review charade, which wasted a lot of time and money and energy and effort of the people of New Brunswick to arrive at a predetermined outcome, which was more taxes and more money for the government to spend where it saw fit. Perhaps the biggest disappointment on the carbon tax file was when Prime Minister Trudeau proclaimed: We are going to impose a price on carbon on the provinces.

That was exactly at the same time his federal Minister of Environment was at the federal - provincial Environment Ministers meeting. They were supposed to have sincere and open discussions. What was telling for me was the reaction of the various provinces. Nova Scotia walked out on the meetings. Premier Brad Wall said: No way. The Premier of British Columbia said: If we are going to do that, we need to get something out of it. The Premiers and the Ministers of Health in the 10 provinces had a plan. They had a strategy. They were unified against the federal government.

They had meetings, and everyone was there at the table , including the feds, the provinces, the deputy ministers, and all the provincial Health Ministers —both sides— ready to have some really, really tough but fair negotiations. The feds pushed back. What happened at the first sign of pushback? Our Premier, onc e again, gave no thought or concern to the well -being of the people of New Brunswick. He breaks rank, scuttles the plan and the solidarity of the provinces, and cuts and runs.

How much money was left on the table? It was probably substantial. Money in health care goes quickly, and a 10-year deal is a very, very long time in health care.

That betrayal by Premier Gallant will come back to haunt us in the future, possibly right when we need it the most, on the Energy East Pipeline project. This is a file, again, that has gone south under the leadership of this Premier. The Premier should be pressing the Prime Minister to say that he will support the findings of the National Energy Board.

If the NEB finds that the pipeline should go ahead, the Prime Minister should say right now that he will support that. Did you know tha t he approved the Kinder Morgan pipeline in British Columbia? However, if you look at the dynamics of that, that was a pipeline that was already sited. It was just a twinning of another pipeline. A lot of the work had been done. This pipeline, which is going to go through the Prime Minister’s backyard in Montreal and Quebec, is going to meet a greater resistance than the one in British Columbia.

However, I think that if the Premier would push the Prime Minister to take a stand—not to sit on the fence but to take a stand—this would support and help the Energy East Pipeline move oil to New Brunswick and move it to tidewater. It would again be an opportunity for the people here in New Brunswick. Getting back to health care, it is one of the biggest financial commitments that the province has, although the interest on the debt, as it has surpassed $700 million, is moving up the ladder. The budget for health care is one of the most difficult to manage.

It is a huge issue, as we look to the future, to make sure that it is sustainable. Again, the question has to be asked: Is the money going to be invested in the right places? I say that because of this letter that I received from one of the residents in my riding just the other day. It was also copied to the Minister of Health. It says: I am writing to you to express my dissatisfaction with the wait times for elective orthopaedic surgery at the two hospitals in the city of Moncton.

I am on the wait list for joint replacement surgery and according to my surgeon and the New Brunswick govern ment’s In the budget speech, the Premier ’s actions were framed as proof of leadership. That is too long to wait considering the national benchmark is supposed to be six months. It is my understanding that the six -month benchmark is an evidence -based goal that each province or territory strives to meet, while balancing other priorities aimed at providing quality health care to Canadians. More importantly for patients like me, the six -month benchmark is the amount of time that clinical evidence has shown is appropriate to wait for a procedure.

I am concerned that waiting double or triple that time will be detrimental to my quality of life and my health. My surgeon tells me he would operate on me sooner if he could but he is not able to get the operating room time or hospital beds required to perform surgeries within the benchmark time. I respectfully ask what you, as my MLA and the Minister of Health, the honourable Victor Boudreau intend to do to address this issue? It is signed by a resident of Riverview. That goes back to the question about just throwing money at the health care budget.

It has to be managed in the proper way, and we have to be make sure that what needs to be done is being done in a prudent manner. I want to thank the former Health Minister on this side of the Legislature, the member for Edmundston - Madawaska Centre, and also the member for Rothesay. The member for Rothesay did a great job in managing the health care budget without affecting critical frontline services. Thank you very much for all you have done. 10:30 Staying with health care, on top of many people ’s minds these days is the privatizing of cleaning and food services.

Now, our government examined that, yes, but we shelved the idea. The Gallant government has rethermalized that and resurrected it. We should ask why. It is really all about doing what is best for New Brunswickers. It is about the cleanliness of the hospitals and better food. The authority has said that it can find the savings itself and has a plan to do it. However, this government has made decisions that affect the decisions of the board.

It makes you wonder why the government has the boards there in the first place if it is just going to overrule them all the time. We on this side know that health care is so important, but we have to make sure that it is sustainable in the years to come. We are getting older. We have an old generation that is getting older. I know that I am getting older every day, and it is getting worse. I am the oldest that I have ever been, and it is getting worse every day. We on this side know how important sustainability in health care is in New Brunswick, and we are committed to that.

Let’s talk a bit about the claim that the Finance Minister made about education being more accessible and more affordable. I do find that statement the most obnoxious and least factual statement the minister made. Well, if it is not the most, it is certainly in the top three. Allow me to explain why. See, we on t his side understand the need for universities to have long- term plans for funding, since that helps them plan and manage their costs. We had a long -term funding arrangement for them as well. It is good that the universities have agreed to appear annually before the Legislative Assembly.

That is what was stated in the budget. I thought that maybe it would be just a committee. However, the minister said it would be before the Legislative Assembly, so we will expect to see the universities in front of the 49 MLAs. Now, it is an additio nal $49 million total over four years, which is $11.25 million per year. Divided by the four universities, it is actually $2.8 million per year. I guess that, when you break it down, it is not as big a number as the government tries to promote and portray, and $2.8 million certainly does not go as far aliments.

However, the fact of the matter is that we want to make sure that those funds go to the four universities in a fair and equitable manner. However, the point that I find so obnoxious is that the government could have made its Tuition Access Bursary program fairer and more inclusive because it had the money. It is obvious that the government had the money in the budget, as we have seen here today.

The government could have stopped the discrimination against the students who could qualify for the program and let the students make the choice of which institution they want to attend. The government could have changed its hard line on a family income of $60 000 into a sliding scale or stacked the benefits on a benefit per child or per student, but it chose not to do that. The government could have made it fairer, and it could have made education more accessible and affordable. However, it has done neither in those areas.

The government has made it harder for students to access postsecondary education because it has taken away a choice. The government has made postsecondary education less affordable. There are some students who are not able to go back because of their situations and where they find themselves. I do wonder what the Premier or the minister would say to a parent I was talking to. The student was entering the third year for a degree but had to withdraw from school and get a job to start saving for university again.

The funds had been expended, and the cash flow from the education tax credit had vanished overnight due to a poorly thought-out policy. More accessible and more affordable? Not for that family. There was no means test and no sliding scale. There could have been an option for that individual. 10:35 Of course, if it were the Premier talking to those people, he would have to go out and actually go face - to-face with people, which is something he has tried to avoid lately.

Instead, he has only been appearing at photo ops to take a few selfies at strictly controlled events—20 seconds to mash the potatoes, take the picture, and post it. February 9 février 2017 13 ^ I also wonder what the Premier or the Finance Minister would say to the former employer of the Finance Minister, Crandall University. Crandall University has been excluded from the Tuition Access Bursary because it is considered to be not a public universi ty but a private university. I have talked to the president, and Crandall University has actually lost students. Enrollment has actually decreased because many students have said: If I can get this program at another university on the government ’s tab, why should I be here paying my own way?

This is an interesting point because, when a student goes to a publicly funded university, the government has to ante up twice. It is paying the university to provide the services, and now it is paying the students to go and take those courses. An institut ion such as Crandall University is not subsidized by the government, and now the government is not subsidizing the students. For the Finance Minister, who used to work at that college, not to stand up and protect the interest of that university, I think, i s deplorable.

For her to stand here in the House and say that she has made education more accessible and affordable is totally and downright opposite to what the real facts are out there. There is a chance for the minister to correct a flaw that was actually stated by the member for Campbellton - Restigouche and that was not fixed. The flaw is there. The government had an opportunity to fix it in this budget. It could have included places suc h as Oulton College, Eastern College, McKenzie College, Bethel College, and Crandall University. They are all discriminated against by this government and this minister.

I also heard about a welding shop in the western part of the province that had 15 students. In that area, the community college had 15 students. With this discriminatory policy, the number of students who were going to go to that private sector training centre has dried up. There is now a waiting list at NBCC, so the people who have chosen to wait do not have accessible education now. I understand the colleges have gotten together and hired a reputable lawyer who is a former Attorney General. Some of you may know him. He is a former Minister of Health and Queen’s Counsel as well. Think about the foresters and woodlot owners. They cannot be blamed if they do not cheer too loudly for the $2 million for spruce budworm protection. It was this Liberal government that actually cut silviculture by more than that amount in the last couple of years.

We know that the forests are one of the biggest assets in this province and they need to be protected . This percentage is a big percentage, but the dollar amount is not as big as it is for some of the other departments. I certainly hope that it does not just end up in some Liberal -friendly ad agency.

We have seen M5 receive a huge tourism contract already, and it is troubling because the M5 Web site boasts of the work that it did on the 2014 Liberal election campaign. I hope that this new money in tourism does not go as a payoff for services already rendered or as an advance on volunteer work for the next election. la Santé et également d’un conseiller de la Reine. February 9 février 2017 15 ^ It is interesting when you talk about percentage increases. There was actually no mention at all of the big percentage increase to our First Nations via the tax deal. That is another $7 million, an increase that was a double-digit percentage but was not me ntioned at all. Did the government mean to omit this number because it shows it did not address the inequities in the First Nations communities? Or, did the government not want to highlight the fact that this risk to the retail private sector is something that it does not want to tackle at all?

We asked some questions as to when this is going to be addressed, and we have not received an answer. With the fact that there is just additional money thrown at this, it seems to me as though this government has jus t kicked that issue down the road and does not want to address it. That is troubling. Another very troubling fact is that, yesterday, we learned that New Brunswick is the only province to have a drop in population. The population growth file has been another so-called priority, and it has certainly enjoyed a very high visibility over the la st couple of years.

However, we are the only province to see our population decline over the last five years. This should be a screaming indication that something has gone terribly wrong. We actually lost 1 000 people last year alone when this Gallant gove rnment was making the decisions for the people of New Brunswick. It is likely that taxpayers had finally had enough of living in the highest-taxed jurisdiction in North America, and it is not getting better. We are aging, as I have talked about before. We have an aging population. We need to make sure that any newcomers have the proper resources to help people.

We need to help them make the decision to stay in New Brunswick, but we also need to make sure that our existing residents have a reason to stay. They should have a reason to stay, and that comes down a lot to the topic of jobs. We have said all along that we know that you cannot tax your way to prosperity. We also know that you need to consider every opportunity that comes your way to create long -term, sustainable jobs. The Liberal government has shut the door on natural gas development and has missed a huge opportunity. Cela est intéressant quand on parle d’augmentations en pourcentage.

Comme il ne s ’agit q ue d ’une injection d ’argent supplémentaire, il me semble que le gouvernement actuel n’a fait que reporter la question et ne veut pas s’en occuper. C’est troublant. Un autre fait très troublant est que nous avons appris hier que le Nouveau -Brunswick est la seule province ayant connu une baisse de la population. Le dossier de la croissance démographique a été une autre prétendue priorité, et il a certainement été très en vue au cours des deux ou trois dernières années.

Toutefois, nous sommes la seule province qui a connu un déclin de la population au cours des cinq dernières années. Ce devrait être une indication criante que quelque chose a horriblement déraillé. Nous a vons en fait perdu 1 000 personnes l’année dernière seulement, lorsque l’actuel gouvernement Gallant a pris les décisions au nom des gens du Nouveau-Brunswick. Nous savons aussi qu ’on doit examiner toute possibilité qui se présente afin de créer des emplois durables à long terme.

We can look specifically at the increased taxes and the missed job opportunities —policies that this government has put forward —as actually driving that population decrease here in New Brunswick. It has to be stopped. The Economic Outlook released at the same time as the budget indicates that the government has lost jobs—lots of jobs. However, the Premier and the Finance Minister remain purposefully oblivious.

They certainly cherry -pick their facts and cherry -pick the time frame that they want to highlight. If we believed them, we would think that everything is just rosy, but we know that is not the fact at all. The measurement is net jobs. The measurement was net jobs when they were in opposition. The measurement will continue to be net jobs while we are in opposition and they are in government. Do not get me wrong. I know that many people at Opportunities New Brunswick are working hard trying to bring jobs here. We know that it is absolutely certain that some jobs have been created by this government.

We cannot forget the cigarette police. That was an initiative started by this government. You remember the cigarette squad. They were the buddies of the Deputy Premier and the in -law of the Treasury Boa rd President, among others. Let ’s talk about this for a minute because it was interesting to see in the budget. Those jobs were supposed to go to competition. It said so in the Liberal platform.

If we believe that document, these jobs were not advertised, which is breaking another election promise. 10:45 Les emplois n’ont pas été annoncés, ce qui fait en sorte que le gouvernement brise une autre promesse électorale. Nous ne saurions oublier la police de la cigarette. L’initiative a été lancée par le gouvernement actuel. Vous vous souvenez de l ’escouade de la cigarette. Il s ’agissait de copains du vice -premier ministre et du beau -frère du président du Conseil du Trésor, entre autres. Parlons-en pendant un instant, car c’était quelque chose d ’intéressant à voir dans le budget.

We are wondering what happened there and why those numbers are so far off. Maybe they were sampling some of the OrganiGram product. I do not know. (Interjections.) Mr. Speaker: Order. Mr.

Fitch: Speaking of OrganiGram, it is one of the few decisions that I would like to highlight. Again, it goes back to who is making the decisions or how the thought pattern is going with the decisions made in Cabinet. Remember that many of these people are the same ones who w ere responsible for the Atcon fiasco and the failed attempt to sell NB Power. Speaking of the NB Power sale, there was another job that was created, and that is the position of issue management in Saint John. We will talk about that a little more.

That is when the Premier hired the former Shawn Graham minister who was responsible for BNB at the time of the Atcon fiasco and who was the head as the for mer government tried to sell NB Power to Quebec. The member for New Maryland-Sunbury had a great commentary, which was published in the media. You can check it out on Facebook. I made a reference to Star Wars, which the Premier took great offense to. Now that they are making subsequent episodes, maybe that would hit home a bit more. We see now that the Premier is reassembling the crowd, the Shawn Graham bunch, that, agai n, made some terrible decisions. It was the same tax -and-spend Liberal government. We can see where some of these ideas are coming from. It is not just me or the opposition who talks that way.

We cannot forget about how the Auditor General described the actions of the Atcon Cabinet. The Auditor General said: “In my opinion, cabinet displayed a very troubling disregard for taxpayers ’ money.” We see a trend happening here. The government still has a very troubling disregard for taxpayers’ money, and it still has a very troubling disregard for facts, accuracy, and reality. 10:50 Going back to OrganiGram for a minute, I was watching the show Taking Stock. I know that my colleague from Fredericton North did a great commentary about some of the decisions that have been made at Opportunities New Brunswick. I would suggest that everyone talk about that. One of the comments that the member made was with respect to the annual report. Sometimes you see many announcements with so much fanfare, balloons, and noisemakers. I am reminded of the BMM Testlabs announcement during the federal campaign, when the Premier, ministers, and everybody were brought to the Capitol Theatre in Moncton. There was an announcement of 1 000 jobs, and that was the headline.

The fact of the matter is that, when you look down at the fine print, it was not 1 000 jobs today. In fact, it was not any jobs in that year. It was later on in 2016. We see that, due to ques tioning from the member for Fredericton -York and trying to get information about how many of those jobs have been filled, the CEO of Opportunities New Brunswick was very reluctant to give any of that information during a Standing Committee on Public Accoun ts meeting. a déclaré que sa compagnie, OrganiGram, avait un bilan de 65 millions en espèces — 65 millions.

20 2017 February 9 février ^ I would suggest that you look at the commentary because, when the annual report was released, the question was asked: Why no grand unveiling of this report? Why no all -hands-on-deck celebratory gathering of the Premier and his ministers? There was not even a media scrum. Again, this goes back to the point that maybe the government members are ashamed of some of the antics that occurred during the federal campaign, such as boasting an outcome that they knew would never be completed and certainly not within their mandate.

Again, when it comes back to making decisions on where money is spent, those are some of the things that we want to question. We have certainly seen money spent on an ad campaign in airports and on billboards right across the country that we suggest has so me misleading or inaccurate information. Again, maybe that goes back to the mantra of this government where it is all style and no substance. The sign says that the economy is soaring and that there are 3 000 jobs at <nbjobs.ca>. Based on further fact chec king, the economy is actually expected to be lower longer.

The Web site that stated that many jobs, of which some were counted twice and duplicated, was quickly changed to read 1 200 jobs before someone gave the order to change it back to what it was. It makes us look bad. Over the Christmas holidays, New Brunswickers could not switch on their televisions without being bombarded by taxpayer -funded ads telling us what a great job the Gallant government is doing. We know that the fact of the matter is that this is something different than the claims made on that television commercial.

We have sent a request for information to find out just what that cost was and who put that together. This is another interesting item that came to mind the other day. I am sure that we have all shopped at Sears and want to see it succeed. However, we remember retail stores such as Eaton ’s that have fallen by the wayside. These stores certainly do not compete well with newcomers such as Walmart, Costco, or Amazon, an e -commerce store that has a wide variety of products.

I hope that this government does not get chewed now that it has put some money into that company as well. 10:55 The government has tried to claim that there is no risk, but we know that we have heard that song before. Part of this assistance is in the form of a loan from ONB or money from RDC. If there is no risk, why do we call it a loan? Most people expect to get their money back from a loan, yet we have seen the history of this government—or at least the same members who were in Cabinet under Shawn Graham and are now in Cabinet under the Gallant government.

They have given loans that have not gone well at all. I was on the MSN Money Web site, and it was talking about Sears. Certainly, the value of the company has gone through some tremendous changes over the last number of years. There has been a significant amount of angst in the stock. The 2016 fiscal year, according to this Web site, ended with Sears losing $1.1 billion on revenues of $25.1 billion. On January 30, the stock fell by 13%, to a value of $640 million for the company. That is 71% below what it was in 2016.

Again, in my former life as a stockbroker, I certainly would not have recommended that this is a company to invest in at this point in time. This government is so addicted to spending money that it is looking for just about any project to throw money at—projects that we might have looked at and said were not viable. Even when I look at the snowmaking machine at Sugarloaf, I see that it was a project that even Shawn Graham would not fund. Now, we see this government competing with our three privately run ski hills in the province. In my riding, we have a new bridge on the Petitcodiac River.

It is interesting to see the response. Of course, there are some folks who say that it is the greatest project ever, and I understand the importance of restoring the river. I have also heard some people say very adamantly that it is a to tal waste of money, that, if there is all this money to spend, it should be spent on health care, seniors, housing, and education. gamme de produits. Now, the latest word from DTI is that it will put a new bridge there. Actually, the concern I have at this point in time is that the route will be blocked for four to six months. It is not just the inconvenience that folks are going to be faced with. There have been other areas where bridges have been closed, even here in Fredericton. However, I see it as a safety issue.

If an accident occurs on the one remaining bridge, emergency services will be compromised for a significant number of people in Riverview and in Albert County. I know that, here in Fredericton, there was another access point, but it had a great entrance and egr ess and a much easier flow of traffic at that time. In Riverview, the lanes have to cross at the Gunningsville Bridge. Again, if there were an accident on that bridge, access to emergency rooms would be cut off. Anyway, it is going forward.

The members of DTI had an open house and seemed to have their minds made up, although I talked to the engineers and they said: If we are directed and if money is not an issue, we would be able to accommodate that. It seems to m e that money is not the issue. We just do not want to do it that way. Let’s talk about the effect that some of these projects are going to have on the net debt for a little while. It is interesting to see some of the commentaries on the stories about the net debt increasing over the last year.

As I mentioned, I am a former financial planner, and I am concerned about the fact that the province has not balanced its budget for eight years and counting. As a financial planner, I know that an individual who is going into debt year after year is only heading in one direction, and that is bankruptcy, unless the individual makes some hard decisions to turn that around. Anyway, a commentary was made about when Premier Alward was there and when Premier Graham was there and about how the net debt had increased.

I would like to talk a little bit about that, if I could. 11:00 When a project is completed, it used to be that . . . Now, they are booked in the year that they are completed. I remember a discussion where this question was raised: What if a government ramped up capital expenditures in an election year or created multiyear projects so that the next government would have to deal with those new accounting ripples? I call that the poison pill. When David Alward was elected, we had to take over a number of poison pills from the Shawn Graham government.

There were some big poison pills. There was a hospital up north, and there was Route 1. It totaled roughly $900 million. There was no wiggle room, and there were no options. We had to take it with no questions. When the Gallant government took over the books, there were no poison pills. The reason is that we showed prudence and fiscal restraint. However, you see that many of these projects, such as Memramcook, the Centennial Building, the Gunningsville Bridge, and Route 11, are being announced now but that the financial commitments go well beyond the next mandate. Again, it is trying to find a place to invest, find a place to spend money, find a place where . . .

It is not just the next government that will have to deal with it because this government is making financial commitments for gener ations and generations to come. Tax, spend, and spin—that has been the mantra of this government. Taxes totaling another $500 million per year are being taken out of New Brunswickers ’ disposable incomes. The spending growth is approaching 5% per year, and there are hundreds of millions in infrastructure spending. It is just spin, spin, spin. The government is justifying that by saying: We are doing what New Brunswickers told us they wanted us to do. We listened to New Brunswickers.

Toutefois, on voit que bon nombre de projets tels que Memramcook, l ’édifice du Centenaire, le pont de Gunningsville et la route 11 sont annoncés maintenant mais que les engagements financiers dépasseront nettement le prochain mandat. Le plan est que, si nous revenons au pouvoir, nous devrons alors gérer ces projets et accepter les pilules empoisonnées que sont les projets lancés par le gouvernement actuel.

Là encore, il s ’agit de trouver un endroit où investir, de trouver un endroit où dépenser de l ’argent, de trouver un endroit où… Ce ne sera pas seulement le prochain gouvernement qui devra s’occuper de la situation, car le gouvernement actuel prend des engagements financiers pour des générations et de s générations à venir. Imposer, dépenser et dorer, voilà quel a été le mantra du gouvernement actuel. Des impôts et taxes s’élevant à 500 millions de plus seront prélevés sur le revenu disponible des gens du Nouveau -Brunswick.

La croissance des dépenses frise 5 % par année, et des centaines de millions sont consacrés aux dépenses liées à l’infrastructure. Ce n’est que du pur dorage. This government is blaming the people and trying to justify its incompetence in managing a budget. That is what it is doing. It is blaming the people of New Brunswick for its inability to make and show fiscal responsibility. I am sure the government could produce New Brunswickers who support it in this. Seniors are still concerned that the government is going to find a way to take their assets. The government members are certainly not listening to the people who are being forced to wait two years for surgery, as was mentioned in the letter that I read earlier. They are certainly not listening to the people who said that it would be fiscally responsible to balance the budget now. The Gallant government is not listening to teachers, parents, or experts from all over the education spectrum who are telling them to quit messing with the classroom. Sustainability is absolutely essential.

The Gallant government did a 10-year plan and then threw it away and started making its own decisions for the classroom. The government members are not listening to the teachers. They are not listening to the people who made the 10-year education plan. The Gallant government is not listening to young parents who say that day care is something that is a huge concern. You may recall the debate that we had on changes to the day care workers and owners in the first year of the government ’s mandate. The government took away funding to the private day care owners. That was a policy decision that we disagreed with.

This government may argue that $55 000 is a substantial amount of money, but, in talking to people, two working parents making $55 000 and potentially having three children are having a tough time making ends meet. That threshold was not changed. The program does not help the stay- at-home moms. Once again, that is a huge sacrifice, and it is a sacrifice that we applaud, that time and effort that people put into raising childr en.

We want this Gallant government to help, but we want to make sure that it is inclusive rather than exclusive. 11:05 The Gallant government is also not listening to the recent graduates and all the university students and families who were blindsided by the government ’s funding cuts for postsecondary support. The Gallant government is not listening to our New Brunswick businesspeople. The Gallant government is not listening to the chambers of commerce and the economic experts who are saying that our economy is being cru shed by the tax burden imposed by this government.

The Gallant government is not listening to experts su ch as Richard Saillant who said that its choice to continue with deficits and growing debt is pushing the province further over the fiscal cliff. Again, this government has not listened to the Auditor General, time and time again. You remember the headlines, Mr. Speaker, and I am sure that the members here in the Chamber do too. The headlines said: “Auditor general slams government accounting claims once again ” and “Kim MacPherson says province not following proper public sector accounting practises with ‘contingency fund’”.

This contingency fund has been a topic that we have found has been used in a political manner. It has created a lot of the smoke around the budgets in the past two years and even up to this year. That contingency fund has now been taken out, and the Gallant government is saying that it is cutting the deficit in half. We know that, with that contingency fund, the debt was inflated. The debt in the first year was inflated with the contingency fund. Not only that, but the government has actually taken in an additional gouvernement n ’est pas plus inclusif dans son financement.
